Save Our Seas 2.0 Amendments Act

Save Our Seas 2.0 Amendments Act This bill expands the administrative requirements of the Marine Debris Program and the Marine Debris Foundation. Both the program and the foundation work to remove, reduce, and prevent marine debris on oceans, waterways, and the Great Lakes. First, the bill modifies the program to allow the National Oceanic and Atmospheric Administration (NOAA) to (1) enter into other agreements, outside of contracts; and (2) make in-kind contributions for certain projects in an amount that represents the benefit NOAA derives from the project. Next, the bill modifies the requirements for the foundation, including by modifying the process for approving or removing members of the foundation's board of directors. It directs NOAA to obtain the approval from the Department of Commerce before appointing or removing a member of the foundation's board of directors. The bill expands the list of governmental entities that NOAA must consult with before removing a board member to include the U.S. Agency for International Development. The board must appoint and review the performance of a chief executive officer (CEO) for the foundation. The board may also remove the CEO. The bill also directs the foundation to locate its principal office in the National Capital Region or a city or county directly adjacent to the open ocean, a major estuary, or one of the Great Lakes. The foundation must also develop best practices for conducting outreach to Indian tribes. The bill expands existing matching fund sources to allow the foundation to match contributions made to the foundation, or recipients of the foundation's grants, by nongovernmental organizations, regional organizations, Indian tribes, tribal organizations, and foreign government entities.

Counter-UAS Authority Extension Act

Counter-UAS Authority Extension Act This bill reauthorizes counter-drone authorities of the Department of Homeland Security (DHS) and the Department of Justice (DOJ) through FY2025. Under current law, DHS and DOJ have limited authority to protect certain covered facilities and assets from threats posed by drones. Covered facilities and assets include those related to U.S. Customs and Border Protection functions, U.S. Secret Service protection operations, Federal Bureau of Investigation activities, and operations of the U.S. Marshals Service. This authority allows DHS and DOJ to detect, identify, monitor, and track drones; warn drone operators; disrupt or take control of drones; seize, exercise control of, or otherwise confiscate a drone; and use reasonable force to disable, damage, or destroy drones deemed to pose a threat.

Pay Our Military Act of 2024

Pay Our Military Act of 2024 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2025 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2025 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2026.

Improving Veteran Access to Care Act

Improving Veteran Access to Care Act This bill requires the Department of Veterans Affairs (VA) to establish an integrated project team to improve the process for scheduling VA health care appointments. Among other objectives, the team must (1) develop or continue the development of a scheduling system and platform that enables personnel and patients of the VA to view available appointments for VA care, (2) create a process through which patients can telephonically speak with a scheduler who can assist in determining availability and scheduling, and (3) carry out other functions with respect to health care appointments furnished by the VA. In carrying out its objectives, the team must consult and coordinate with the deployment schedule and capabilities of the VA’s Electronic Health Record Modernization Program. If the VA determines a required objective or any feature or service in connection with an objective cannot be implemented or incorporated, the VA must report to Congress providing an explanation and setting forth a plan without that objective.  The VA must also report to Congress on the progress in fulfilling the team’s objectives under the bill.
