Allows an employer participating in an eligible multiple employer plan to elect to have the pension plan treated as having spun off such employer's allocable portion of the plan's assets and liabilities to an eligible spun off plan. Specifies the employer's liability with respect to the spun off plan, which shall be in lieu of any other liability to the Pension Benefit Guaranty Corporation (PBGC) or to the applicable pension plan. Excludes such spun off plan from the funding requirements of the Pension Protection Act of 2006 until at least January 1, 2017. Provides that the employer maintaining such plan is liable for ongoing contributions to the eligible spun off plan as required before amendments made by such Act. Applies the third segment rate (the rate of interest based on the corporate bond yield curve taking into account only bonds maturing after 20 years) to such plan in lieu of the interest rate otherwise used. Provides that the liability of the employer if such plan terminates shall be determined in accordance with the assumptions and methods described under this Act. Makes employers not making an election under this Act liable to the PBGC in an amount equal to the fractional portion of the adjusted unfunded benefit liabilities of such plan as of December 31, 2005, determined without regard to any adjusted unfunded benefit liabilities to be transferred to an eligible spun off plan. Applies this Act to a single employer pension plan that: (1) was established in the State of Alaska on March 18, 1967; and (2) as of January 2, 2005, had two or more contributing sponsors, at least two of which were not under common control.

Louisiana Water Resources Projects Act of 2006 - Authorizes the Secretary of the Army to carry out: (1) the Bayou Sorrel Lock and, conditional on a favorable report, the Port of Iberia, Louisiana, navigation projects; (2) the Morganza to the Gulf of Mexico, Louisiana, hurricane and storm damage reduction project; and (3) a program for ecosystem restoration, Louisiana Coastal Area, including modifications needed to five critical ecosystem restoration features due to the impact of Hurricanes Katrina and Rita. Establishes: (1) the Coastal Louisiana Ecosystem Protection and Restoration Task Force; and (2) a Louisiana Water Resources Council within the Mississippi River Commission. Directs the Secretary to: (1) develop a plan for protecting, preserving, and restoring the coastal Louisiana ecosystem; (2) establish a coastal Louisiana ecosystem science and technology program; (3) study, design, and construct a type A regional visitors center in the vicinity of Morgan City, Louisiana; and (4) conduct a study to determine the feasibility of carrying out a project for navigation improvement at Vidalia, Louisiana. Authorizes appropriations to: (1) support the relocation of Port of New Orleans deep draft facilities; and (2) the Assistant Secretary to provide relocation assistance to private businesses. Modifies a flood control project for the Ouachita River and tributaries and directs that the Ouachita River Levees remain a component of the Mississippi River and Tributaries Project. Modifies: (1) the public access feature of the Atchafalaya Basin Floodway System, Louisiana project; and (2) projects at Red River Waterway, the Calcasieu River and Pass, and East Baton Rouge Parish, Louisiana.

Prohibits the Administrator from implementing the proposed rule dated October 4, 2005, to revise requirements under such Program.

Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary of Health and Human Services, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bipartisan Indian Health Care Commission to: (1) establish a study committee to study the extent of Indian health services needs; (2) review and analyze the study committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY 2016. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act.

Includes among such persons any person or entity engaged in the business of providing cash advances or loans to a consumer in exchange for the consumer's personal check or share draft, or personal authorization to debit the consumer's transaction acount, in the amount of the advance plus a fee. Includes also any such person or entity that provides such a cash advance or loan in exchange for holding title or means of access to personal property pending repayment of the obligation.

Attorney-Client Privilege Protection Act of 2006 - Amends the federal criminal code to prohibit any U.S. agent or attorney, in any federal investigation or criminal or civil enforcement matter, from demanding, requesting, or conditioning treatment on the disclosure by an organization (or affiliated person) of any communication protected by the attorney-client privilege or any attorney work product. Prohibits a U.S. agent or attorney from conditioning a civil or criminal charging decision relating to an organization (or affiliated person) on one or more specified actions, or from using one or more such actions as a factor in determining whether an organization or affiliated person is cooperating with the government. Numbers among the actions a U.S. agent or attorney may not use as a charging decision condition or a cooperation-determining factor: (1) any valid assertion of the attorney-client privilege or privilege for attorney work product; (2) the provision of counsel to, or contribution to the legal defense fees or expenses of, an employee of the organization; (3) entry into a joint-defense, information-sharing, or common-interest agreement with an employee of the organization if the organization determines it has a common interest in defending against the investigation or enforcement matter; (4) the sharing of relevant information with an employee; or (5) a failure to terminate an employee's employment, or otherwise sanction an employee, because of the employee's decision to exercise his or her constitutional rights or other legal protections in response to a government request. Prohibits a U.S. agent or attorney from demanding or requesting that an organization or an affiliated person not take any such action.

Directs the Secretary to credit the cost of design and construction work carried out by the non-federal interest before the date of the partnership agreement toward the non-federal share of the cost of such elements upon determining that the work is integral to those elements. Makes the operation, maintenance, repair, rehabilitation, and replacement of the Houma Navigation Canal lock complex and the Gulf Intracoastal Waterway floodgate features that provide for inland waterway transportation a federal responsibility. Requires: (1) the Secretary to maintain the Houma Navigation Canal at dimensions at least equal to those of the lock; and (2) the lock feature to be implemented under an exclusive partnership agreement.

Stockholm and Rotterdam Toxics Treaty Act of 2006 - Amends the Toxic Substances Control Act (TSCA) to provide for the implementation of three international environmental agreements: (1) the Stockholm Convention on Persistent Organic Pollutants (POPs Convention); (2) the Protocol on Persistent Organic Pollutants to the 1979 Convention on Long-Range Transboundary Air Pollution (LRTAP POPs Protocol); and (3) the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (PIC Convention). Prohibits the manufacture, process, distribution for export, use, or disposal of specified Persistent Organic Pollutants (POPs). Authorizes the Administrator of the Environmental Protection Agency (EPA) to issue or amend rules related to polychlorinated biphenyls (PCBs) in order to comply with the provisions of the POPs Convention or the LRTAP POPs Protocol. Requires a notice and comment procedure regarding the addition of a new chemical to the POPs Convention or the LRTAP POPs Protocol. Allows the Administrator to issue regulations concerning such chemicals, including prohibiting their use to protect human health and the environment in a manner that achieves a reasonable balance of social, environmental, and economic costs and benefits. Requires the Administrator to publish: (1) a decision regarding the treatment of any new source categories that are not already listed under the Clean Air Act as major source categories; (2) notice of the development of action plans under the POPs Convention; and (3) a decision on whether to promulgate regulations for newly listed POPs or the status of a rulemaking if the Administrator has not made a decision about such POPs. Requires the President to consult with and report to Congress before consenting to bind the United States to an amendment of the POPs Convention. Requires the Administrator, in cooperation with the Secretary of State and the heads other federal agencies, to participate in international efforts concerning POPs. Prohibits the Administrator from promulgating a rule authorizing PCB manufacture, processing, or distribution activities or granting an exemption from PCB regulations under TSCA, unless they are consistent with the exemptions under the POPs Convention and the LRTAP POPs Protocol. Prohibits the distribution for export equipment that contains more than a specified percentage of PCBs in liquid stock, except for the purpose of legal, environmentally sound waste management. Establishes conditions for exporting chemicals listed on Annex III of the PIC Convention.

Safe Babies Act of 2006 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award a grant to a national early childhood development organization to establish a National Court Teams Resource Center to: (1) promote the well-being of maltreated infants and toddlers and their families; (2) help prevent the recurrence of abuse and neglect of children; (3) promote timely reunification of families or other successful permanency outcomes for maltreated infants and toddlers in foster care; and (4) select, and provide assistance to, local Court Teams created to achieve those goals. Sets forth organization selection criteria and application requirements, including assurance that at least one qualified judge will serve as Judicial Leader of each Court Team receiving assistance. Requires the Center to: (1) develop materials to guide judges in the decision-making process regarding, and to train Court Teams in the appropriate care for, maltreated infants and toddlers; (2) develop a database to track the progress of and to evaluate such Teams; and (3) provide information to communities and courts seeking to adopt the Court Teams approach. Requires Center assistance to each Team to include: (1) direction, coordination, oversight, training, and technical assistance; and (2) providing a Local Community Coordinator to serve as a resource of child development expertise.

Authorizes the Secretary to design, construct, operate, and maintain the Project in substantial accordance with the draft environmental impact statement prepared by the Bureau for the Project. Authorizes the Secretary to construct, operate, and maintain specified Project facilities to provide for the delivery of San Juan River water to the city of Gallup, New Mexico, the Navajo Nation, and the Jicarilla Apache Nation. Approves the agreement among New Mexico, the Navajo Nation, and the United States setting forth a stipulated and binding agreement signed on April 19, 2005. Directs the Secretary to: (1) enter into that agreement to the extent that it does not conflict with this Act; and (2) prepare a hydrographic survey to identify and quantify any historic or existing diversion or use of water by the Navajo Nation from the San Juan River Basin. Prescribes formulae for partial reductions for: (1) foster care and adoption assistance programs under part E of SSA title IV; (2) veterans' medical care; (3) specified federal retirement programs; (4) specified veterans' programs, including pension and education benefits; (5) military health and retirement funds; (6) federal civilian and military pay; and (7) certain Commodity Credit Corporation cash payments. Authorizes the FTC to disclose certain privileged or confidential information to foreign law enforcement agencies and to grant investigative assistance to them. Grants the FTC power to transmit to the Attorney General evidence of a violation of federal criminal law by any person, partnership, or corporation, either domestic or foreign. Authorizes the FTC to designate its attorneys to assist the Attorney General with litigation in foreign courts on particular matters in which it has an interest. Prescribes procedural guidelines for sharing by FTC with foreign law enforcement agencies of information obtained pursuant to compulsory process or investigation. Declares the FTC subject to the Right to Financial Privacy Act, but specifies conditions relating to procedures for delay of notification or prohibition of disclosure, and ex parte proceedings. Exempts from coverage by such Act an investigation or proceeding related to the administration of federal or foreign antitrust laws. Shields from liability voluntary providers of information, including certain financial institutions. Authorizes the FTC to accept payment or reimbursement from a domestic or foreign law enforcement agency, or payment or reimbursement made on behalf of such agency, for expenses incurred by the FTC in carrying out any of its proper activities. Terminates this Act seven years after its enactment.

Prohibits such an opportunity from being provided: (1) to the operator of any residential construction site that failed to obtain coverage under a national pollutant discharge elimination system permit; or (2) for a record or paperwork violation that resulted in a violation of a water quality standard. Prohibits more than one opportunity to correct violations of the same condition. Prohibits the Administrator from requiring a permit for stormwater runoff from such a site if: (1) the runoff enters a municipal separate storm sewer system that is covered by a permit and the operator is in compliance with runoff requirements; and (2) such site has minimal potential for soil erosion. Requires the Administrator to coordinate enforcement of stormwater discharge permits with states. Prohibits the Administrator from paying any state penalty for a violation of a permit for such a discharge. Requires the Administrator to establish a program that will develop and distribute to site operators a pamphlet that explains permitting requirements for stormwater discharges. Authorizes the Administrator or the state to issue a general permit for no more than five years on a state, regional, or nationwide basis to cover any category of discharges, sludge use, disposal practices, or facilities. Declares that the Administrator or state is not required to review, approve, or provide an opportunity for public comment on any application for a discharge under a general permit.
