Secure Elections Act This bill gives the Department of Homeland Security (DHS) primary responsibility within the federal government for sharing information about election cybersecurity incidents, threats, and vulnerabilities with federal entities and election agencies. DHS shall establish an advisory panel of independent experts to develop guidelines on election cybersecurity, including standards for procuring, maintaining, testing, auditing, operating, and updating election systems. DHS shall award election system cybersecurity and modernization grants to states to implement the advisory panel's guidelines. Grants shall be awarded to: (1) remediate vulnerabilities identified by a cybersecurity evaluation, (2) replace electronic voting systems that are not optical scanners that read paper ballots, and (3) reimburse states for the inspection of marked paper ballots. DHS shall establish a Hack the Election program, including a recurring competition, to facilitate and encourage the identification and reporting of election cybersecurity vulnerabilities by independent technical experts.

Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

NIH must establish the Pain Therapy Screening Program to award grants to support the development of new pre-clinical models for pain disorders, and the application of these models in drug, device, or other therapy screening.

Hualapai Tribe Water Rights Settlement Act of 2017 This bill modifies and ratifies the Hualapai Tribe water rights settlement agreement negotiated between the tribe, the United States, Arizona, and others, thus satisfying the tribe's claims for groundwater and surface water rights to water in Arizona, including the Verde River, the Bill Williams River, and the Colorado River. The bill outlines the tribe's water rights, including the right to divert, use, and store 4,000 acre-feet of agricultural priority water of the Central Arizona Project that was previously allocated to non-tribal agricultural entities, but retained by the Department of the Interior for reallocation to tribes in Arizona pursuant to the Central Arizona Project Settlement Act of 2004. The Bureau of Reclamation must construct the Hualapai Water Project. The project must be designed to divert, treat, and convey at least 3,414 acre-feet of water per year from the Colorado River for municipal, commercial, and industrial uses on the Hualapai Reservation. The bill establishes the: (1) Hualapai Water Project Account for constructing the project; and (2) Hualapai OM&R Trust Account for the operation, maintenance, and replacement charges associated with the project. The bill provides for land to be added to the reservation and taken into trust for the benefit of the tribe. In the future, land located outside the reservation may only be taken into trust by the United States for the benefit of the tribe through an act of Congress. The bill outlines: (1) waivers, releases, and retentions of claims by the tribe and the United States under the settlement agreement; and (2) a limited waiver of sovereign immunity by the United States and the tribe with respect to certain claims.

DOT must require each state to submit quarterly reports that describe the status of skills testing for individuals applying for a CDL at a CDL skills test location in the state, including average wait times and the numbers of examiners and test sites available to applicants. DOT must also submit specified reports to the states and Congress regarding the information received from the states. Beginning in FY2021, the bill authorizes DOT to withhold certain highway funds from states that are not in compliance with specified requirements regarding CDL skills testing and retesting wait times.

Improving Access to VA Care Act

Improving Access to VA Care Act This bill makes additional veterans eligible for a temporary disability rating from the Department of Veterans Affairs (VA) and access to health care services. The VA shall assign a temporary disability rating to certain veterans who file a disability compensation claim and schedule a related medical examination as soon as practicable. Such temporary disability rating shall remain in effect until a formal rating decision is issued. The VA shall provide hospital care and medical services to such veterans while they are waiting for a formal disability rating. If the VA determines that a veteran does not have a service-connected disability and does not qualify for VA medical services the veteran shall not owe the VA for such services and the VA shall assist the veteran in finding non-VA medical services.

Recognition of Jerusalem as the Capital of the State of Israel Act This bill states that it is U.S. policy to recognize Jerusalem as the undivided capital of Israel. The bill expresses the sense of Congress that: (1) the United States should recognize the sovereign status of an undivided Jerusalem as Israel's capital, (2) recognizing Jerusalem as Israel's capital and transferring the U.S. Embassy to Jerusalem from Tel Aviv will signal U.S. commitment to Israel, (3) the President and the Department of State should affirm as a matter of U.S. policy that Jerusalem must remain Israel's undivided capital, (4) the President should implement the provisions of the Jerusalem Embassy Act of 1995 and begin the process of relocating the U.S. Embassy in Israel to Jerusalem, and (5) U.S. officials should refrain from actions that contradict U.S. law on this subject. The bill states that any official U.S. government document that lists countries and their capital cities should identify Jerusalem as Israel's capital. The President shall relocate the U.S. Embassy in Israel to Jerusalem by January 1, 2019. The Jerusalem Embassy Act of 1995 is amended to eliminate the President's authority, effective January, 1, 2018, to waive certain funding limitations for State Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened.

Truth in Spending Act of 2017 This bill requires the Office of Management and Budget (OMB) to submit to the President, for inclusion in the President's annual budget submission, specified reports regarding the difference between the actual costs of direct spending legislation and the costs that were estimated by the Congressional Budget Office and the OMB. (Direct spending, also known as mandatory spending, is spending provided by laws other than appropriations Acts.) If the actual total cost of the direct spending legislation exceeds the estimated total cost, the report must also include proposed legislative language to eliminate the excess cost. Within seven days of receiving a report from the OMB, the President must submit to Congress any proposed legislative language included in the report. Congress must then consider the proposed legislation using specified expedited legislative procedures. The budgetary effects of legislation considered pursuant to this bill may not be entered on the Pay-As-You-Go (PAYGO) scorecards maintained under the Statutory Pay-As-You-Go Act of 2010.

Industrial Hemp Banking Act This bill prohibits a federal banking regulator from: (1) terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate industrial hemp business; (2) prohibiting or otherwise discouraging a depository institution from offering financial services to such a business; (3) recommending, incentivizing, or encouraging a depository institution not to offer financial services to an account holder solely because the account holder is affiliated with such a business; or (4) taking any adverse or corrective supervisory action on a loan made to a person solely because the person either owns such a business or owns real estate or equipment leased to such a business. As specified by the bill, a depository institution shall not, under federal law, be liable or subject to forfeiture for providing financial services to a legitimate industrial hemp business.

Procure PGMS For Israel Act This bill authorizes the President to: (1) conduct a joint assessment with the government of Israel regarding Israel's precision guided munitions needs in a sustained armed confrontation with Hezbollah, and (2) add precision guided munitions to war reserve stocks in Israel and to transfer such munitions to Israel for rocket defense in the likely possibility of a sustained Israeli-Hezbollah conflict. Prior to any such transfer the President must certify to Congress that the transfer does not harm U.S. combat readiness or affect U.S. precision guided munitions supplies. The bill includes the production of precision guided munitions in the Department of Defense's rapid acquisition and deployment procedures. The bill permits use of the Special Defense Acquisition Fund to assist a U.S. ally that is under direct missile threat.

Fruit and Vegetable Planting Flexibility Act of 2017 This bill amends the Agricultural Act of 2014 to modify the effect that planting fruits, vegetables, or wild rice on a farm has on the acreage eligible for payments under Department of Agriculture (USDA) commodity programs. Under current law, payments acres on a farm must be reduced by specified amounts in any year in which fruits, vegetables (other than mung beans and pulse crops), or wild rice have been planted on base acres on the farm. For each year in which there is a reduction in payment acres on a farm due to the planting of fruits, vegetables, or wild rice on base acres, the bill requires USDA to maintain the commodity program eligibility of those base acres by considering the acres to be planted or prevented from planting to a covered commodity when USDA recalculates the base acres for the farm under the commodity programs.

Puppy Protection Act of 2017 This bill amends the Animal Welfare Act to require the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs: (1) adequate housing, exercise, and veterinary care; (2) appropriate and nutritious food; (3) continuous access to potable water; and (4) meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

This bill amends the Wyoming Wilderness Act of 1984 to direct the Department of Agriculture, with respect to helicopter skiing in the Palisades Wilderness Study Area in the Bridger-Teton and Targhee National Forests in Wyoming, to authorize the number of permitted days of helicopter skiing to be at least the number of days specified in the High Mountain Heli-Skiing Final Environmental Impact Statement for certain national forest districts in Wyoming and Idaho, issued by the Forest Service on June 30, 2005. Subject to such requirement, all recreational uses occurring before the enactment of this bill within the Palisades, High Lakes, and Shoal Creek Wilderness Study Areas, including horseback riding, snowmobiling, dirt bike riding, mountain biking, and helicopter skiing shall continue to be permitted in those areas. The bill bars the construction of any recreational access points in such wilderness study areas, except by an express authorization of Congress.
