Amends the Department of Transportation and Related Agencies Appropriations Act, 1986 to repeal a provision prohibiting the use of certain funds for any segment of the downtown Los Angeles to San Fernando Valley Metro Rail project unless the Southern California Rapid Transit District notifies the Urban Mass Transportation Administration that no part of the Metro Rail project will tunnel through any zone designated as a potential risk zone or high potential risk zone for methane gas.

National Levee Safety Program Act of 2005 - Directs the Secretary of the Army, acting through the Chief of Engineers, to: (1) inspect each levee in the United States constructed or maintained by the Secretary or identified by a state governor, excluding levees the failure of which would not pose a significant threat to human life or property; (2) notify the governor of the state in which a levee is located of inspection results, hazardous conditions found, and necessary remedial measures; (3) submit, annually, a priority list of flood damage reduction studies and projects; and (4) periodically publish an inventory of U.S. levees, including inspection results. Establishes the Interagency Committee on Levee Safety to support federal levee safety programs through coordination and information exchange among federal agencies concerning the implementation of levee safety guidelines. Directs the Secretary to: (1) establish the National Levee Safety Review Board to monitor levee safety and state implementation of this Act and to advise the Secretary on national levee safety policy; (2) establish a national levee safety program, including federal levee safety guidelines; (3) provide assistance for and periodically review state levee safety programs; (4) carry out a program of technical and archival research regarding levee construction, rehabilitation, inspection, safety, security, and management; and (5) establish a program to train state safety agency staff and inspectors.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2005 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold such drugs, devices, or services. Applies such prohibitions to coverage offered in the individual market.

Amends the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT ACT) Act of 2001 to extend from December 31, 2005, to February 3, 2006, provisions of that Act and the "lone wolf" provision of the Intelligence Reform and Terrorism Prevention Act of 2004. (The lone wolf provision redefined "agent of a foreign power" to permit issuance of Foreign Intelligence Surveillance Act of 1978 (FISA) orders targeting terrorists without a showing that they are members of a terrorist group or agents of such a group or of any other foreign power.)

Provides that any individual entitled to benefits under part A (Hospital Insurance), or enrolled under part B (Supplementary Medical Insurance), of title XVIII (Medicare) of the Social Security Act (SSA) shall be eligible to obtain prescription drugs at the prices specified in the Federal Supply Schedule. Amends SSA title XVIII to repeal provisions prohibiting the Secretary of Health and Human Services from: (1) interfering with the negotiations between drug manufacturers and pharmacies and prescription drug plan sponsors; or (2) requiring a particular formulary to institute a price structure for the reimbursement of covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Grants the Secretary, instead, authority similar to that of the Secretary of Veterans Affairs, the Secretary of Defense, and the heads of other federal agencies and departments that purchase prescription drugs in bulk to negotiate contracts with manufacturers of covered Medicare part D drugs, consistent with the requirements and in furtherance of the goals of providing quality care and containing costs.States that the purpose of this grant of authority is to ensure that beneficiaries enrolled under prescription drug plans and Medicare Advantage prescription drug (MA-PD) plans pay the lowest possible price.

Hurricane Election Relief Act of 2005 - Directs the Election Assistance Commission to make a grant to each state for the purpose of: (1) restoring and replacing supplies, materials, records, equipment, and technology used in the administration of federal elections which were damaged, destroyed, or dislocated as a result of Hurricane Katrina or Hurricane Rita; and (2) ensuring the full participation in such elections by individuals displaced as a result of Hurricane Katrina or Hurricane Rita.

Global Pathogen Surveillance Act of 2005 - Prohibits assistance under this Act to an eligible developing country that does not: (1) permit World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDCP) personnel to investigate infectious disease outbreaks within its borders; and (2) provide pathogen surveillance data to appropriate U.S. and international agencies and organizations. Prohibits any participating foreign national from having unsupervised access to agents that may be used in a biological weapon. Establishes a public health education and training fellowship program for eligible nationals to pursue: (1) a master of public health degree with a concentration in epidemiology; or (2) advanced public health training in epidemiology. Directs the Secretary of State to support short training courses in-country (not in the United States) for laboratory technicians and other public health personnel in: (1) laboratory techniques relating to the identification, diagnosis, and tracking of pathogens responsible for possible infectious disease outbreaks; and (2) syndrome surveillance reporting and rapid analysis of syndrome information using Geographic Information System (GIS). Authorizes the President to furnish assistance to eligible developing countries to purchase and maintain: (1) public health laboratory equipment necessary to collect, analyze, and identify pathogens which may cause disease outbreaks or may be used as a biological weapon; and (2) related communications equipment and information technology. Authorizes a federal agency head, upon the request of a U.S. chief of diplomatic mission or an international health organization, and with the Secretary's concurrence, to assign to the respective U.S. mission or organization any public health officer or employee of the agency for the purpose of enhancing disease and pathogen surveillance efforts in developing countries. Directs CDCP and the Department of Defense (DOD) to: (1) increase the number of personnel assigned to their respective laboratories located in eligible developing countries that conduct infectious disease research; and (2) expand the operations of those laboratories, especially in the implementation of on-site training of foreign nationals and regional outreach efforts. Authorizes: (1) the President to provide assistance to enhance the surveillance and reporting capabilities for WHO and existing regional and international health networks, and develop new health networks; and (2) the Secretary of Health and Human Services to establish new country or regional foreign epidemiology training programs in eligible developing countries. Directs the President to establish the Office of Foreign Biological Threat Detection and Warning.

Amends federal military pay provisions to reduce from 18 to six continuous months of active duty service under an involuntary mobilization order the eligibility requirement for income replacement payments for reserve personnel subject to extended and frequent mobilization for active duty service.

Permits certain funds made available for the Wagner Service Unit (South Dakota) of the Indian Health Service to be used to pay expenses incurred in keeping the emergency room of that Unit open 24 hours per day, seven days per week, through September 30, 2006. Requires Indian tribes served by the Unit to pay for any expenses incurred in excess of those funds.

Health and Welfare Relief Act of 2005 - Amends title XVIII of the Social Security Act (SSA) with respect to: (1) the 2006 update to the single conversion factor for physician's services; (2) a three-year transition of hold harmless payments for small rural hospitals under the prospective payment system for hospital outpatient department services; (3) the composite rate component of the basic case-mix adjusted system for dialysis services; and (4) other related matters. Directs the Secretary of Health and Human Services to develop a strategic and implementing plan to address issues regarding physician investment in specialty hospitals. Extends through calendar 2006 the Temporary Assistance for Needy Families program under SSA title IV part A, the national random sample study of child welfare and child welfare waiver authority, and transitional medical assistance and abstinence education programs. Provides for emergency health care, including disaster relief Medicaid under SSA title XIX, and other relief for survivors of Hurricane Katrina. Amends the TANF Emergency Response and Recovery Act of 2005 with respect to: (1) reimbursement of states for TANF benefits to assist families affected by Hurricane Katrina; (2) an increase in additional TANF funds available for hurricane-damaged states; and (3) rules for receipt of Hurricane Katrina emergency TANF benefits and their application to the child support requirement. Specifies requirements related to disclosure based on valid authorization and emergency procurement authority in support of Hurricane Katrina rescue and relief efforts.

Mortgage and Rental Assistance Reauthorization Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide temporary assistance in the form of mortgage or rental payments for an individual who, because of financial hardship caused by a major disaster occurring on or after August 24, 2005, receives written notice of dispossession of or eviction from a residence by reason of a foreclosure of any mortgage or lien, cancellation of any contract of sale, or termination of any lease, entered into prior to such disaster. Limits assistance to not more than 18 months.

Small System Safe Drinking Water Act of 2005 - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency (EPA): (1) to convene a working group to study barriers to using specified treatments; (2) to develop model guidance to assist states in regulating and promoting such treatment options; and (3) when proposing a national standard for drinking water that includes a maximum containment level, to translate health effects into the quantity of water an individual can consume and the timeframe that may elapse before the effects of a contaminate can occur. Requires: (1) feasible technologies to reflect water sources from various regions of the United States; and (2) the Administrator to consider specified cost factors when establishing affordability criteria for variance technology. Prohibits the Administrator or a state from enforcing a national primary drinking water regulation when: (1) variance technology is not identified in guidance or regulations for public water systems serving a population of less than 10,000; and (2) sufficient funds are not available to assist each system in meeting regulations. Considers a system that conforms to a bilateral compliance agreement with the state to be in compliance with related federal drinking water standards. Revises provisions allowing an exemption of a system from maximum containment level and treatment technique requirements to: (1) increase the population threshold; and (2) allow state determinations of a renewal period. Establishes pilot programs to: (1) explore new technologies or approaches to comply with a standard; and (2) research technology transfer issues and disinfection strategies. Revises technical assistance provisions to require water systems to receive adequate technical assistance and training to meet requirements of final rules. Gives priority to systems not in compliance with specified rules concerning: (1) disinfectants and disinfection byproducts; and (2) arsenic and compliance and new source monitoring. Prohibits enforcement by the Administrator against a system unless adequate technical assistance and training are first provided. Authorizes appropriations through FY2010. Requires the Administrator to establish a panel to study the health effects of exposure to arsenic and disinfection byproducts.

Asian Americans and Pacific Islanders Higher Education Enhancement Act - Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Medicare Drug Benefit Protections Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) an extended period of open enrollment during all of 2006 without a late enrollment penalty; (2) extension throughout 2006 of the period for a one-time change of plan enrollment for the Medicare prescription drug benefit; (3) extension of the annual, coordinated election period under Medicare parts C (Medicare+Choice) and D (Voluntary Prescription Drug Benefit Program); and (4) expansion of special election periods under such parts. Directs the Secretary of Health and Human Services to award grants to states, nonprofit organizations, and other appropriate entities to conduct outreach and educational activities with respect to the prescription drug benefit under Medicare part D.

National Homeland Security Academy Act of 2005 - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to establish within the Department of Homeland Security (DHS) a National Homeland Security Academy consisting of: (1) a National Homeland Security Education and Strategy Center to provide fundamental instruction and develop a homeland security curriculum; (2) a communications network capable of delivering distance learning opportunities; (3) the programs of the Office of State and Local Government Coordination and Preparedness' Center for Homeland Defense and Security; and (4) a National Homeland Security Education Network composed of representatives from all of the academies and training centers within DHS jurisdiction.. Directs the Secretary to appoint a State and Local Education and Training Coordinator in the Office of State and Local Government Coordination and Preparedness to serve as the primary point of contact between federal, state, and local training facilities, the Academy, and the Office of State and Local Government Coordination and Preparedness.

Hurricane Katrina Response Act - Louisiana Recovery Corporation Act - Establishes the Louisiana Recovery Corporation as an independent establishment in the executive branch whose primary mission shall be the economic stabilization and redevelopment of areas within Louisiana that were devastated or significantly distressed by Hurricane Katrina or Hurricane Rita. Authorizes parishes and municipalities of over 25,000 people to designate local advisory councils to assist the Corporation. Directs the Corporation to establish the following divisions: (1) Environment and Land Use Management; (2) Economic Development; (3) Property Acquisition; (4) Property Management; (5) Property Disposition; and (6) Urban Homesteading and Community and Faith-Based Organizations. States that the Corporation shall not have eminent domain authority. Sets forth Corporation authority with respect to: (1) property acquisition and mortgage debt assumption; and (2) asset disposition. Terminates the Corporation ten years after enactment of this Act. Makes specified funds available to Hurricane Katrina-affected areas for: (1) emergencies and other natural disasters in FY2005; (2) grants to public housing agencies for demolition, site revitalization, replacement housing, and tenant-based assistance grants; (3) the HOME investment partnership program; (4) community development block grant assistance; and (5) emergency rental assistance vouchers.

Local Development Business Loan Program Act of 2005 - Amends the Small Business Act and the Small Business Investment Act of 1958 to, among other things: (1) state that the development company loan programs authorized under title V of the Small Business Act shall be known as the Local Development Business Loan Program (program); (2) authorize appropriations to the Administrator of the Small Business Administration (SBA) for financings under the program; (3) require qualified state or local development companies which do not apply to the SBA for foreclosure and liquidation of defaulted small business loans guaranteed by the SBA to contract with a qualified third party to perform such foreclosures and liquidations; (4) provide maximum loan eligibility and loan refinancing capacity for small businesses, including small businesses in low-income areas; (5) allow development companies to be designated as certified development companies and to issue debentures guaranteed by the SBA; and (6) provide development company operational authority, funding restrictions, and ethical requirements.

Kendell Frederick Citizenship Assistance Act - Directs the Secretary of Homeland Security to use the fingerprints provided by an individual at the time of military enlistment to satisfy any fingerprint requirements as part of an application for naturalization if the individual: (1) may be naturalized under provisions of the Immigration and Nationality Act; (2) was fingerprinted in accordance with requirements of the Department of Defense (DOD) at the time of enlistment; and (3) submits an application for naturalization within 12 months after the date of enlistment. Requires the Secretary of Defense to establish the position of Citizenship Advocate at each military entry processing station to provide information and assistance to members of the Armed Forces on the naturalization process. Requires the Secretary of Homeland Security to: (1) establish a toll-free naturalization assistance telephone number available only to members and their families; and (2) after any modification of naturalization laws, update the appropriate application form, instructions and guidebook, and Internet website to reflect such modification. Directs the Comptroller General to: (1) report to the congressional defense and judiciary committees on the entire process for adjudication of an application for naturalization; and (2) conduct a study on the implementation of this Act by the Secretaries of Homeland Security and Defense.

Medicare Dual Eligible Identification and Enrollment Facilitation Act of 2005 - Directs the Secretary of Health and Human Services to provide for outreach and education to pharmacies participating under part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act, particularly independent pharmacies. Requires such outreach and education to address: (1) the full-benefit dual eligible population; (2) the transition from Medicaid prescription drug coverage to part D coverage for such population; and (3) the processes established by the Secretary to facilitate, at point of sale, identification of the drug plan assignment of such population or enrollment of previously unidentified or new full-benefit dual eligible individuals into Medicare part D prescription drug coverage. Directs the Secretary to reimburse pharmacies fully for: (1) any transaction fees associated with point-of-sale facilitated identification and enrollment processes; and (2) costs associated with any technology or software upgrade necessary to make any identification and enrollment inquiries as part of such processes.

Armed Forces Education Benefits Improvement Act - Increases for FY2005 and thereafter the amount of monthly basic educational assistance under the Montgomery GI Bill (GI Bill) for veterans whose obligated period of active duty for such entitlement is three years. Increases such amounts, for FY2006 and thereafter, by the percentage increase in the Consumer Price Index. Directs the Secretary of Defense to work expeditiously with the Secretary of Veterans Affairs to ensure that members of the Selected Reserve receive their educational benefits in a timely manner. Requires a study from the Secretary of: (1) Defense analyzing the effect of all GI Bill educational benefits on recruitment and retention; and (2) Veterans Affairs analyzing the effect of such benefits on the readjustment of veterans eligible for the increased benefits, above. Increases for FY2005 and thereafter the amount of monthly educational assistance for members of the Selected Reserve who agree to remain members for at least six years. Increases such amounts, for FY2006 and thereafter, by the percentage increase in the Consumer Price Index. Allows eligible members of the Armed Forces to make an irrevocable election to receive basic educational assistance under the GI Bill. Defines as eligible members those who: (1) first became a member or first served on active duty before July 1, 1985; (2) served on active duty without a break in service since such date; (3) continue to so serve during the one-year period following enactment of this Act; (4) have successfully completed the requirements of a secondary school diploma and the equivalent of 12 semester hours toward a standard college degree; and (5) when discharged or released, receive an honorable discharge.

Honor Our Fallen Prisoners of War Act - Requires the Secretary concerned, for purposes of awarding the Purple Heart, to treat members of the Armed Forces who die in captivity under circumstances establishing eligibility for the prisoner-of-war medal but not for the Purple Heart as a member who is killed or wounded in action. Applies this Act to members who died on or after December 7, 1941.

Financial Data Protection Act of 2005 - Amends the Fair Credit Reporting Act to prescribe safeguards for data security. Declares that each consumer reporter shall have an affirmative obligation to implement policies and procedures to protect the security and confidentiality of any consumer's sensitive financial personal information maintained, serviced, or communicated by or on the reporter's behalf against any unauthorized use reasonably likely to result in substantial harm or inconvenience to the consumer. Defines "consumer reporter" as any consumer reporting agency, financial institution, or person: (1) which, for monetary fees, dues, on a cooperative nonprofit basis, or otherwise regularly engages in the practice of assembling or evaluating consumer information for the purpose of furnishing consumer reports to third parties, of providing or collecting payment for or marketing products and services, or for employment purposes; and (2) which uses any means or facility of interstate commerce for such purposes. Prescribes implementation guidelines that include: (1) investigation requirements; (2) investigation notices and system restoration requirements; (3) third party duties; (4) consumer notice; (5) financial fraud mitigation; and (6) free file monitoring. Directs the Secretary of the Treasury, the Board of Governors of the Federal Reserve System, and the Federal Trade Commission jointly to develop implementing standards and guidelines.

Requires the repairs initiated at Fern Ridge Dam, Oregon, during FY2005 to be considered to be a dam safety project (as that term is defined by the Chief of Engineers), and the cost of such repairs to be reimbursable under the Water Resources Development Act of 1986 (except the portion allocated to irrigation as a project benefit).

Fair Share for Military Children in Public Schools Act - Amends title VIII (Impact Aid) of the Elementary and Secondary Education Act of 1965 to authorize appropriations for basic payments for heavily impacted local educational agencies (LEAs) for eligible federally connected children. Authorizes such funds in amounts equal to increasing portions of the full amount computed for each such LEA for each of FY2007-FY2010, until the full amount is reached for FY2011.

Chattahoochee Trace National Heritage Corridor Study Act of 2005 - Directs the Secretary of the Interior to conduct a study to assess the suitability and feasibility of designating a specified study area in the Apalachicola-Chattahoochee-Flint River Basin (Alabama and Georgia) as the "Chattahoochee Trace National Heritage Corridor."

Sales Tax Fairness and Simplification Act - Grants the consent of Congress to the Streamlined Sales and Use Tax Agreement, the multistate agreement for the administration and collection of sales and use taxes adopted on November 12, 2002. Expresses the sense of Congress that the Agreement provides sufficient simplification and uniformity to warrant federal authorizations to states that are parties to it (member states) to require remote sellers (sellers without a physical presence in the taxing state) to collect and remit the sales and use taxes of such states and their local taxing jurisdictions. Authorizes each member state, after 10 states (comprising at least 20% of all states imposing a sales tax) have petitioned for and become member states, to require all sellers, except those sellers with gross remote taxable sales nationwide of less than $5 million, to collect and remit sales and use taxes on remote sales owed to such member state under the terms of the Agreement. Allows any person affected by the Agreement to petition the Governing Board established by the Agreement for a determination of any issue arising under the Agreement. Provides for judicial review of Governing Board determinations by the U.S. Court of Federal Claims. Sets forth minimum simplification requirements for the Agreement. Expresses the sense of Congress that member states should work with each other to prevent double taxation where a foreign country has imposed a transaction tax on a digital good or service.

Amends the federal criminal code to allow any person who was the victim of a sexual crime while a minor to sue in federal court for damages for resulting injury, regardless of whether the injury occurred while such person was a minor. (Current law allows a minor who is the victim of a sexual crime to sue.) Increases from $50,000 to $150,000 the minimum amount of damages such a victim shall be deemed to have sustained.

Summer Term Education Programs for Upward Performance Act of 2005, or STEP UP Act of 2005 - Directs the Secretary of Education to make competitive demonstration grants to state educational agencies to pay the federal share of summer learning grants for eligible students to be summer scholars in summer learning opportunity programs.

National Science and Mathematics Access to Retain Talent Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to award National Science and Mathematics Access to Retain Talent (SMART) grants to third and fourth year undergraduate students of physical, life, or computer sciences, mathematics, technology, engineering, or foreign languages critical to national security who are also eligible for Pell grants.

Chemical Facility Anti-Terrorism Act of 2005 - Requires the Secretary of Homeland Security to: (1) establish criteria for designating chemical sources, using specified risk factors, and evaluating the types of facilities (other than Department of Defense or Department of Energy facilities) in consideration; and (2) designate chemical sources already in existence. Directs the Secretary to promulgate rules establishing a risk-based tier system of chemical sources, based on such criteria, which enables a chemical source to develop appropriate site-specific measures to meet the security performance standards established for the applicable tier. Requires such rules to provide guidance to the chemical source owner or operator on steps that would enable the source to move to a lower risk tier. Directs the Secretary to promulgate regulations that require chemical source owners or operators to make vulnerability assessments, site security plans, and emergency response plans. Requires chemical sources regulated under the Maritime Transportation Security Act (MTSA-regulated facilities) to comply with this Act. Requires the Secretary to establish an office under the Assistant Secretary for Infrastructure Protection that shall be responsible for implementing and enforcing this Act. Directs the Secretary to establish in each Federal Emergency Management Agency (FEMA) Region an Infrastructure Protection Regional Security Office. Establishes Area Security Committees for geographic areas designated by the Secretary, which shall prepare Area Security Plans for the Secretary's approval. Directs the Secretary to conduct drills and exercises periodically in each area for which an Area Security Plan is required and under the site security plan and emergency response plans of relevant chemical sources. Authorizes the Secretary to order mandatory security measures for a chemical source if the Secretary determines that additional measures are necessary to respond to a threat assessment or to a specific threat against the chemical sector. Prescribes administrative, civil, and criminal penalties for failure to comply with an order or directive issued by the Secretary under this Act or with a site security plan.

Directs the Bureau of Customs and Border Protection to: (1) liquidate or reliquidate certain entries of suit pants at the rate of duty that would have been applicable to such merchandise if it had been entered before July 11, 1996, and not subject to duty; and (2) refund any amounts owed with interest.

Assisting Doctors to Obtain Proficient and Transmissible Health Information Technology (ADOPT HIT) Act of 2005 - Amends the Internal Revenue Code to allow medical care providers: (1) to expense up to $250,000 of the cost of health care information technology for the exchange of medical information; and (2) a business tax credit for 50% of their telecommunication charges (defined as expenses of installing or maintaining a communications network that supports interoperability of electronic medical records systems), up to $10,000.

Teen Pregnancy Prevention, Responsibility, and Opportunity Act of 2005 - Authorizes the Secretary of Health and Human Services to make grants to: (1) local educational agencies, state and local public health agencies, and nonprofit private entities for projects to provide education on preventing teen pregnancies; and (2) public or nonprofit private entities for demonstrating innovative approaches to prevent teen pregnancies. Reauthorizes appropriations for: (1) 21st Century Community Learning Centers and the Carol M. White physical education program, under the Elementary and Secondary Education Act of 1965; and (2) TRIO programs and GEARUP, under the Higher Education Act of 1965.

Davis-Bacon Repeal Act - Repeals the Davis-Bacon Act (which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works).

Group Home Community Notification Act of 2005 - Makes it unlawful for any federally assisted non-profit intending to place a group home in a locality to refuse or fail to comply with all state and local laws for such a group home's placement in that locality, including laws requiring public notification, reporting requirements, and hearings. States that any individual who participates in such a hearing shall be immune from suit based on a claim of discrimination against the disabled for any communication made in the course of such participation.

Domestic Natural Gas Supply Act of 2006 - Instructs the Secretary of Energy to incorporate into the annual plan for the ultra-deepwater and unconventional onshore natural gas and other petroleum research and development program the goal of achieving a cumulative increase of 8.5 trillion cubic feet in domestic production of natural gas by 2015. Amends the Energy Policy Act of 2005 to require that all excess federal royalties derived from federal onshore and offshore oil and gas leases up to $200 million be deposited into the Ultra-Deepwater and Unconventional Natural Gas and Other Petroleum Research Fund. Defines excess federal royalties as the amount calculated on the basis of the difference between the prevailing market prices upon which the royalty payment was made and 110 % of the assumed market prices contained in specified economic assumptions.

Future Fuels Act - Amends the Internal Revenue Code to set forth an investment credit for eligible manufacturers for an advanced technology motor vehicle. Amends federal transportation law to revise the fuel economy calculations for manufacturing incentives for dual fueled and gaseous fuel dedicated automobiles. Sets forth a calendar schedule for an increased percentage of alternative fueled automobiles or flexible fuel vehicles. Instructs the Secretary of Transportation (Secretary) to: (1) establish an incentives program for insurance providers to sell automobile insurance policies on a per-mile basis; (2) designate, in urbanized areas, at least 20 transit-oriented development corridors by 2015, and 50 transit-oriented development corridors by 2025; (3) award transit grants to construct or improve transit facilities, bicycle transportation facilities, and pedestrian walkways in transit-oriented development corridors, including capital projects; and (4) establish a transit-oriented development corridors research and development program for best practices and performance criteria for transit-oriented development corridors. Directs the Secretary to develop and carry out a national tire fuel efficiency program for tires designed for use on passenger cars and light trucks.

Wired for Health Care Quality Act - Amends the Public Health Service Act to establish the Office of the National Coordinator of Health Information Technology to develop a nationwide interoperable health information technology infrastructure. Requires the Secretary of Health and Human Services to: (1) establish the public-private American Health Information Collaborative to recommend uniform policies to support the widespread adoption of health information technology; and (2) adopt recommended modifications to standards for the electronic exchange of health information. Prohibits any federal agency from expending federal funds to purchase health information technology that is inconsistent with adopted standards and requires all federal agencies collecting health data to comply with such standards. Requires the Secretary to develop criteria to: (1) ensure uniform and consistent implementation of any standards voluntarily adopted by private entities; and (2) ensure and certify hardware, software, and support services compliance with adopted standards. Allows the Secretary to award grants to: (1) facilitate the purchase and enhance the utilization of qualified health information technology systems; (2) implement regional or local health information plans; and (3) develop academic programs integrating qualified health information technology systems in the clinical education of health professionals. Requires the heads of specified federal agencies to develop a system to measure the quality of care patients receive. Requires the Secretary to: (1) adopt and utilize such system; (2) disseminate recommendations and best practices derived from the analysis of quality measures; and (3) study methods to create efficient reimbursement incentives for improving health care quality. Requires the Secretary, acting through the Director of the Agency for Healthcare Quality and Research (AHRQ), to develop a Center for Best Practices to provide technical assistance and develop best practices to support and accelerate efforts to adopt, implement, and effectively use interoperable health information technology. Reauthorizes appropriations for grants to reduce statutory and regulatory barriers to telemedicine.

Preventing Medicare Seniors from being Confused due to Abusive Marketing (Prevent Medicare SCAMs) Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) enhanced penalties for Medicare Advantage-Prescription Drug (MA-PD) plans and Medicare prescription drug plans that violate marketing requirements; and (2) public notification about plans that habitually receive intermediate sanctions. Permits Medicare beneficiaries enrolled under prescription drug plans suspended under this Act to enroll under other plans during the period of suspension. Directs the Comptroller General to study and report to Congress on each anti-fraud and abuse provision (including related intermediate sanctions) applicable to an MA-PD plan or a Medicare prescription drug plan, and assess its effectiveness and the overall compliance of such plans.

Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act governing the treatment of certain agreements by conservators or receivers of depository institutions. Redefines a "securities contract," entered into before appointment of conservator or receiver, which the conservator or receiver may disaffirm or repudiate. Includes in such definition: (1) a repurchase or reverse repurchase transaction on any security, certificate of deposit, mortgage loan, interest, group or index, or option, regardless of whether the transaction is a repurchase agreement; (2) a guarantee, by novation, by or to a securities clearing agency regarding settlements of cash, securities, and interests; (3) a extension of credit for the clearance or settlement of securities transactions; and (4) a loan transaction coupled with a securities collar transaction, any prepaid securities forward transaction, or any total return swap transaction coupled with a securities sale transaction. Redefines "forward contract" to include a reverse repurchase transaction, regardless of whether the transaction is a repurchase agreement. Redefines "swap agreement" to: (1) include other (besides precious) commodity metals agreements; (2) eliminate weather derivatives; and (3) include weather future or forward agreements, and emissions and inflation swap, option, future, and forward agreements. Redefines "person" to include any governmental entity, corporations, companies, associations, firms, partnerships, societies, and joint stock companies, as well as individuals. Amends the Federal Deposit Insurance Corporation Improvement Act of 1991 regarding bilateral netting and clearing organization netting to declare that covered contractual payment obligations and payment entitlements between any two financial institutions or clearing organization members shall be terminated, accelerated and liquidated in accordance with the applicable netting contract. Amends federal bankruptcy law and the Securities Investor Protection act of 1970 to reflect the provisions of this Act. Amends the FDIA to: (1) redefine walkaway clauses, which shall remain unenforceable in a qualified financial contract of an insured depository institution in default; and (2) require suspension of payment or delivery obligations pursuant to such a contract with a walkaway clause from the time a receiver is appointed until the earlier of two specified events.

Amends the David L. Boren National Security Education Act of 1991 to revise the service requirements for certain National Security Scholarship and Fellowship recipients. Repeals the conditions that a recipient work: (1) one year of service for each year for which the scholarship or fellowship assistance was provided; and (2) in order to utilize the unique language and region expertise acquired by the recipient pursuant to such study. Requires the recipient to work at least one year in a position contributing to national security in the Department of Defense (as under current law), any element of the intelligence community (as under current law), the Department of Homeland Security, or the Department of State. Allows the recipient to work at least one year in such a position in any other federal agency if none is available in any of the primary departments specified, or if none is available in another federal agency, at least one academic year in a position in a field of education in a discipline related to the studies supported by the scholarship or fellowship.

K-16 Critical Foreign Language Pipeline Act - Amends the David L. Boren National Security Education Act of 1991 to create a Critical Foreign Language Program. Directs the Secretary of Defense to provide grants to five institutions of higher education to establish such program to collaborate with elementary schools and secondary schools for language learning pipelines to train students from kindergarten through college to be proficient in those foreign languages that the Secretary identifies as being the most critical in the interests of U.S. national security.
