Wallowa Lake Dam Rehabilitation and Water Management Act of 2001 - Authorizes the Secretary of the Interior, acting through the Commissioner of Reclamation: (1) in cooperation with the Associated Ditch Companies, Incorporated, to participate in the Wallowa Lake Dam Rehabilitation Program; and (2) in cooperation with tribal, State, and local governmental entities, to participate in the planning, design, and construction of facilities needed to implement the Wallowa Valley Water Management Plan. Limits the Federal share of the cost of activities authorized under this Act to 80 percent and prohibits the Federal Government from holding title to any facility rehabilitated or constructed under this Act. Permits only the Nez Perce Tribe to own and operate any facility located at the Dam for trapping and transportation of migratory adult salmon.

Safe Rails Act of 2001 - Directs the Secretary of Transportation to: (1) conduct a comprehensive vulnerability assessment and security needs analysis of hazardous materials transportation in the railroad freight transportation industry; (2) assess the security risks associated with such transportation; and (3) develop prioritized recommendations for improving the security of rail tunnels, rail bridges, rail switching areas, and other areas posing significant rail-related risks to human health and public safety and the movement of interstate commerce, and for dealing with the immediate and long-term economic impact of measures that may be required to address those risks. Directs the Secretary of the Treasury to establish a Rail Security Fund account in the Treasury from which the Secretary of the Transportation may make grants of up to $100 million annually to freight railroads, hazardous materials shippers, or owners of tank cars used in the transportation of hazardous materials, for full or partial reimbursement of costs incurred on or after September 11, 2001, in the conduct of specified activities to prevent or respond to acts of terrorism, sabotage, or other security threats.

Small Reclamation Water Resources Project Act of 2001 - Amends the Small Reclamation Projects Act of 1956 to: (1) include irrigation projects and Indian tribes; and (2) revise the definitions of "project" and "water quality improvements." Establishes within the Bureau of Reclamation a program under which the Secretary of the Interior may make grants on a 50-percent-matching-funds basis to organizations to carry out reclamation projects. Authorizes the Secretary to make a loan to an organization for remaining project costs. Establishes the Small Reclamation Water Resources Management Partnership Program to make grants and loans to implement projects that can be performed by the recipient organization's workforce or contractors in 18 months or less. Limits partnership grants and loans to $5 million each, to be matched on a 50 percent basis. Sets forth eligible activities under the partnership program, including water conservation, water quality improvements, water management for urban landscapes, drought assistance, fish and wildlife improvements, and public safety improvements. Authorizes the Secretary to include additional activities, as specified. Establishes a demonstration program for guaranteeing loans for approved projects. Allocates available funds between reclamation and partnership projects. Prohibits the maximum guarantee percentage for loans from exceeding 75 percent of total project costs. Prohibits any guarantee from being issued after ten years following initial funding of projects under this Act. Sets forth an examination fee structure.

Establishes a National Commission on Terrorist Acts Upon the United States. Directs the Commission to: (1) investigate facts and circumstances relating to the September 11, 2001 terrorist attacks; and (2) evaluate lessons learned from the such attacks regarding the Federal Government's abilities to detect, prevent and respond to such attacks. Empowers the Commission to hold hearings, collect relevant materials and subpoena witnesses.

Nurse Reinvestment Act - Amends the Public Health Service Act to permit the service required by the Nursing Workforce Development Student Loan Repayment program to be performed in a nursing home, in a hospice, in a home health agency, in a nurse-managed health center, or in a public health department, in addition to facilities where such service may currently be performed. Directs the Secretary of Health and Human Services to establish a National Nurse Corps Scholarship program to provide scholarships to individuals seeking nursing education in exchange for service from such individuals in critical nursing shortage areas or facilities upon completion of such education. Sets forth eligibility, application, payment, and reporting requirements. Requires the Secretary to award grants to schools of nursing and/or health care facilities to develop and support: (1) educational outreach programs to encourage entry into the profession, targeting primary, secondary, and other schools, the disadvantaged, underrepresented minorities, and underserved rural and urban communities; (2) career ladder programs; (3) gerontology curriculum and competencies and efforts to encourage long-term care nursing services for the elderly as a career choice; (4) nurse internship and residency programs; and (5) demonstrations of models and best practices in nursing care, including retention strategies. Requires the Secretary to develop and administer a comprehensive national multi-media public education campaign to encourage pursuit of the nursing profession. Includes grants for similar State campaigns. Requires the Secretary to award grants to area health education centers to develop models of excellence for nurses or expand existing school mentoring programs to include one for nurses. Establishes for advanced degree nursing students: (1) a fast-track nursing faculty loan program, providing loan forgiveness in exchange for teaching services; and (2) a scholarship and stipend program. Establishes a National Commission on the Recruitment and Retention of Nurses to make innovative and creative recommendations concerning recruitment, retention, and advancement.

Amends the Emergency Steel Loan Guarantee Act of 1999 to extend the definition of a steel company qualified for a loan guarantee to include one that has placed on hot idle status any steel mill facilities used in steel production or manufacture. Increases the individual guarantee limit under the loan guarantee program. Requires the Loan Guarantee Board to utilize a form of unconditional and unqualified guarantee that U.S. commercial banks would typically require from a nongovernmental guarantor in a similar commercial loan transaction. Revises loan guarantee requirements to: (1) replace "reasonable assurance" of loan repayment with "fair likelihood" of repayment; and (2) include a Board determination that the applicant company's business plan maximizes job retention and capacity consistent with its long-term economic viability. Repeals the requirement that loan securities be guaranteed. Authorizes the Board, in lieu of such requirement, to: (1) require security in either existing or after-acquired assets for the guaranteed portion of the loan; and (2) provide the unguaranteed portion of the loan different payment preference or different terms than those provided to the guaranteed portion of the loan. Increases the maximum principal loan amount to be guaranteed from 85 percent to 95 percent, plus the amount of any unpaid interest on the loan.

Drug Sentencing Reform Act of 2001 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to decrease the amount of powder cocaine and increase the amount of crack cocaine necessary to trigger the mandatory minimum penalties relating to the trafficking in, and possession, importation, or distribution of, cocaine. Directs the United States Sentencing Commission to amend the sentencing guidelines to ensure: (1) that guideline offense levels based upon the quantity of powder cocaine and crack cocaine are consistent with this Act, and that they provide an additional penalty increase of from two to eight levels if the defendant used or credibly threatened violence, or possessed a dangerous weapon, during the course of a drug trafficking offense; (2) an additional increase of at least two levels if the defendant has a leadership role (as specified) in drug trafficking activity involving super-aggravating factors; and (3) that there be a limit on sentence (as specified) when the defendant has a lesser role. Requires the Director of the Bureau of Prisons to carry out a pilot program at one or more designated facilities to place each eligible prisoner on home detention until the date on which that prisoner's term of imprisonment expires. Defines "eligible prisoner" as a prisoner who is at least 65 years old, has not been determined by the Bureau to have a history of violence, and meets other specified criteria. Grants the Commission certain emergency amendment authority.

Basic Pilot Extension Act of 2001 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 2001 to extend: (1) the "basic" employment verification system pilot program; (2) the citizen attestation pilot program; and (3) the employment eligibility confirmation pilot program.

Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Pension Benefit Guaranty Corporation (PBGC) to notify affected parties of the commencement of PBGC proceedings to terminate a defined benefit plan, within 30 days after the PBGC notifies a plan administrator regarding such proceedings. Requires the plan administrator to provide the PBGC with a list of the names and addresses of all participants and beneficiaries of such a plan. Requires the PBGC to provide: (1) written notice to each affected party of the plan; (2) notice in the two newspapers with the largest circulation in the area of the majority of the affected parties; and (3) the proposed date and the procedure for such intended termination.

Amends the Multifamily Assisted Housing Reform and Affordability Act of 1997 to revise the (rental) reimbursement levels for expiring project-based section 8 contracts. (Eliminates the existing reimbursement based upon the lesser of adjusted existing, fair market, or market rents for expiring moderate rehabilitation project contracts.)

Telemarketing Intrusive Practices Act of 2001 - Directs the Federal Trade Commission to: (1) establish, maintain, and periodically update for each State a list of consumers who request not to receive telephone sales calls; and (2) notify consumers of the establishment of the lists. Makes the consumer responsible for requesting the Commission to be included on such list. Mandates: (1) deletion of consumer information from such list upon consumer request; and (2) maintenance of a no call list by a telephone solicitor. Prohibits telephone solicitations to a consumer: (1) who has previously requested inclusion in the solicitor's no-call list; (2) who is included in the then current quarterly lists made available by the Commission; and (3) between specified evening hours. Provides for a civil cause of action by the Commission, and a private right of action by a person or entity, for violations of this Act.

Establishes that an individual held hostage by Iran during the time period between November 4, 1979, and January 20, 1981, or an immediate relative of such a person may sue the Government of Iran for having been taken hostage or for the following results of the hostage taking: (1) death; (2) disability; and (3) other injury, including pain and suffering and financial loss. Directs that no United States court shall decline to hear or to determine on its merits a case brought against Iran seeking claims for the above reasons.

Safe From the Start Act of 2001 - Amends the Violence Against Women Act 2000 to direct the Attorney General to award grants to eligible State entities that shall award grants to community coalitions throughout the State to design and implement a comprehensive and coordinated approach to identify, respond to, and serve young children who have been witnesses to or victims of violence.

National Child Protection Improvement Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to direct the Attorney General to establish: (1) a national center for volunteer and provider screening to provide nationwide background checks through the national criminal history background check system to determine whether a volunteer provider or provider is unfit to have responsibilities for the safety and well-being of children, the elderly, or individuals with disabilities; and (2) a National Volunteer Screening Task Force to oversee such center. Amends the National Child Protection Act of 1993 to mandate submission of such background checks to the screening center. Mandates establishment of a model grant program in each State for the purpose of improving fingerprinting technology.

Lower Los Angeles River and San Gabriel River Watersheds Study Act of 2001 - Requires the Secretary of the Interior to study and report to specified congressional committees on the suitability and feasibility of establishing as a National Park System unit the watershed defined to include: (1) the Lower Los Angeles River and its tributaries below the confluence of the Arroyo Seco; (2) the San Gabriel River and its tributaries in Los Angeles and Orange Counties, California; and (3) the San Gabriel Mountains within the territory of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy.

Russian River Land Act - Ratifies the terms, conditions, covenants, and procedures set forth in the Russian River Section 14(h)(1) Selection Agreement between Cook Inlet Region, Inc. (the Corporation), and the Departments of Agriculture and the Interior. Authorizes the Secretaries of Agriculture and the Interior to take all actions required under the terms of such Agreement. Authorizes appropriations to the Department of Agriculture, Office of State and Private Forestry, for the Corporation for: (1) costs for the planning and design of the Joint Visitor's Interpretive Center; (2) planning and design of the Sqilantnu Archeological Research Center; and (3) construction of these facilities.

New Homestead Economic Opportunity Act - Directs the Secretary of Education to repay a specified percentage (up to $3,000 per year) of certain education loans to an individual who completes a degree and both resides and is employed in a qualifying county outside a metropolitan statistical area which for 20 years has a net out-migration of inhabitants of at least ten percent of the county population. Amends the Internal Revenue Code to allow a tax credit for a specified portion of the purchase price of a qualified residence in such a rural county. Allows a capital loss deduction with respect to sale or exchange of principal residence in certain rural areas. Provides for the creation of tax-exempt individual homestead accounts, which shall receive matching Federal contributions according to a specified formula, whose tax-free distributions after five years are used for qualified higher education or medical expenses, first-time homebuyer or business capitalization costs, or rollovers. Establishes a rural investment tax credit of 70 percent of the present value of new buildings (including rehabilitation projects) or 30 percent of the present value of existing buildings. Provides for accelerated depreciation of property in rural investment projects. New Homestead Venture Capital Fund Act - Amends the Consolidated Farm and Rural Development Act to provide for establishment of new homestead venture capital funds, owned by private investors, which shall generate and provide equity capital to rural businesses.

Amends the Internal Revenue Code to provide that, in the case of an individual, there shall be allowed a limited tax credit (up to $2,000 a dwelling) for qualified energy efficiency home improvements. Provides, for a business, a limited (up to $2,000 a dwelling) new energy efficient home credit for energy efficient property installed during the construction of a home.

Assisted Living Tax Credit Act - Amends the Internal Revenue Code to establish a limited supported elderly housing credit for businesses for qualified supported elderly buildings and qualified supported elderly services provided in such buildings.

Holocaust Victims' Assets, Restitution Policy, and Remembrance Act - Establishes the National Foundation for the Study of Holocaust Assets as an independent entity of the Executive branch to: (1) serve as a centralized repository for research and information about Holocaust-era assets; and (2) create tools to assist individuals and institutions to determine the ownership of Holocaust victims' assets and to enable claimants to obtain the speedy resolution of their personal property claims.

Afghanistan Freedom and Reconstruction Act of 2001 - States that United States policy should be to support the convening of a traditional Afghan assembly in order to facilitate a transition in Afghanistan to a popularly elected representative government. Authorizes the President to send aid under the Foreign Assistance Act to support transition to a multiethnic democratic government in Afghanistan. Authorizes the President to disburse additional humanitarian aid to Afghanistan in 2002 and 2003, to be distributed equitably and to include assistance for Afghan refugees in Central Asia. Expresses the sense of Congress that development aid should be targeted toward refugees, women, and the urban and rural poor, and that emphasis for all aid should be placed on needs of women and children, particularly girls. Authorizes the President to disburse assistance for a multinational security force in Afghanistan, and to make a donation to the United Nations Drug Control Program to combat trafficking in illicit drugs in Afghanistan, particularly heroin.

Assurance of Advanced Life Support Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to revise the fee schedule for ambulance services to phase-out the current basis of reimbursement in the same manner as the new portions of the fee schedule are phased-in with respect to the levels of ambulance service required to equip all ambulances to provide advanced life support services.

National Greenhouse Gas Emissions Inventory and Registry Act of 2001 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to establish and administer: (1) a national greenhouse gas emissions information system to collect annual lists required to be submitted under this Act of an entity's greenhouse gas emissions and their sources; and (2) a national greenhouse gas registry to collect voluntarily reported information on emissions reductions. Specifies factors for adjustment of emissions records by a reporting entity. Directs the Administrator and the Secretaries of Commerce, Agriculture, and Energy to develop greenhouse gas emissions quantification and verification protocols, electronic reporting methods, and accounting and reporting standards. Requires verification of reported emissions information. Requires the Administrator to publish an annual national greenhouse gas emissions inventory.

United States/Mexico Border Health Improvement Act of 2001- Creates programs to improve health care for the residents of the United States-Mexico Border Area, which is considered to be United States territory within 100 kilometers of Mexico. Includes the following: (1) formation of an Office of Border Health to monitor health care delivery to Border Area residents and award grants to eligible entities and programs seeking to improve health care to such residents; (2) creation of a National Border Health Databank by the Centers for Disease Control and Prevention (CDC) as well as a Border Health Surveillance Network within the CDC to grants for development of border health epidemiology training programs; (3) authorizing the Secretary of Health and Human Services to award grants to Southwestern border States or localities for increasing resources available for community water fluoridation; and (4) creation of a United States Hispanic Nutrition Education and Research Center at a regional academic health center. Amends the Public Health Service Act by directing the Secretary to: (1) award grants to eligible entities to open community health centers in medically underserved parts of the Border Area; (2) initiate a higher education loan repayment program and recruit National Health Service Corps members to provide health services for Border Area residents in exchange for participation in the program; and (3) set aside certain grant funds for any State that proposes to increase screening of Border Area residents for breast and cervical cancer.

Expedited Remedy for Persistent Dumping Act of 2001 - Revises federal tariff law provisions concerning monitoring cases of suspected persistent dumping to: (1) provide for an expedited antidumping investigation of merchandise from an additional supplier country if the Commerce Department discerns imports of merchandise from the additional supplier country have increased by 15 percent or more during a period of 90 days or longer; and (2) establish Department Commerce and International Trade Commission procedures and deadlines for making determinations as to whether or not dumping and injury have occurred. Adds specific conditions for reducing the price used to establish export price or "constructed export price," meaning the amount at which the merchandise is first sold or agreed to be sold in the United States by or for the producer or exporter.

Elderly Housing Plus Health Support Demonstration Act - Directs the Secretary of Housing and Urban Development to carry out an elderly housing plus health support demonstration program to provide elderly and disabled families in public housing with supportive and congregate services, and housing rehabilitation. Sets forth public housing authority (PHA) selection provisions. Authorizes appropriations for capital improvements Directs the Secretary to provide PHA grants under the Housing Act of 1937 for service coordinator and congregate services.

Omnibus Mercury Emission Reduction Act of 2001 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to promulgate regulations to establish standards for mercury and mercury compound emissions applicable to: (1) electric utility steam generating units; (2) coal- and oil-fired boiler units of a specified capacity; (3) chlor-alkali plants that use the mercury cell production process; and (4) dust from Portland cement plants. Sets forth permit requirements. Requires the Administrator to authorize methods of emissions control. Establishes mercury emission baselines for electric utility and coal- and oil-fired boiler units. Requires the regulations to ensure that recovered mercury is disposed of in a manner that ensures that: (1) mercury hazards are not transferred between environmental media; and (2) there is no release of mercury into the environment. Directs the Administrator to establish a program of long-term disposal research and publicize emission data for each facility. Amends the Solid Waste Disposal Act to direct the Administrator to publish a list of mercury-containing items to be separated and removed from the waste streams that feed solid waste facilities. Requires mercury-content labeling by manufacturers. Requires persons that transfer solid waste that may contain a listed mercury-containing item to submit separation and removal plans. Directs the Administrator to promulgate regulations concerning measurement of mercury emissions from solid waste combustion flue gases. Requires permits for solid waste incineration units to specify inspection, entry, monitoring, compliance certification, and reporting requirements. Directs the Administrator to require incineration units that exceed the maximum emission rate to install measures that will result, within three years, in a rate below the specified maximum. Prohibits, three years after this Act's enactment, the sale of mercury-containing products unless the manufacturer has been granted an exemption. Requires reports on reductions of mercury emissions from medical and hazardous waste incinerators, military uses of mercury, the sources and extent of emissions in North America, sedimentation trends in water bodies of concern, and fish consumption advisories. Requires the Secretary of Health and Human Services and the Administrator to establish an advisory committee to report on the progress made in complying with this Act's amendments. Requires a study of mercury stockpiles and retirement. Increases funding for the National Atmospheric Deposition Program Mercury Deposition Network.

Constitutional Amendment - Provides that if at any time 50 percent or more of the Members of the House of Representatives are unable to carry out their duties because of death or incapacity, each Governor of a State represented by such a Member shall appoint a qualified individual to take the Member's place as soon as practicable, but no later than seven days, after certification of the Member's death or incapacity. Requires an individual appointed to take the place of the Member to: (1) be a Member of the same political party as the Member who is being replaced; and (2) serve until a Member is elected to fill the vacancy by a special election to be held at any time during the 90-day period which begins on the date of the individual's appointment, in accordance with the applicable election laws of the State involved. Declares, however, that if a regularly scheduled general election for the office will be held during such period or 30 days thereafter, no special election shall be held and the Member elected in such regularly scheduled general election shall fill the vacancy upon election. Allows such appointed individual to be a candidate in such a special election or in such a regularly scheduled general election.

Medical Device Amendments of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services to establish within the Office of the Commissioner of Food and Drugs the Office of Combination Products and Product Jurisdiction to designate the component of the Food and Drug Administration with primary or exclusive responsibility for the premarket and postmarket regulation of drugs, devices, and biological products. Authorizes the Commissioner to establish a fellowship program to augment the scientific expertise of the agency component responsible for regulating devices. Revises or sets forth requirements concerning: (1) facility inspection by nongovernment inspectors; (2) outside expert review (accredited third parties) of applications for devices subject to premarket notification; (3) designating priority devices for the treatment of serious diseases or conditions; (4) manufacturers and importers reports only for types of devices requiring malfunction reporting; (5) labeling for intended use of devices found substantially equivalent to legally marketed devices; (6) notification of false or misleading proposed labeling: (7) approving supplements to approved applications seeking to add a specification of a subpopulation under an approved condition of use; (8) using the least burdensome scientific evidence required to demonstrate a device's effectiveness; (9) investigational plans examining the safety, effectiveness or substantial equivalence of a device; (10) notification of deficiencies; (11) the guidance development process utilizing nongovernment employees; (12) modular review of applications; (13) registration; and (14) electronic labeling.

Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make grants to States to facilitate local capacity building among individual, local, State, and Federal land and owners of water rights through the development of a State assessment that identifies priorities for restoration, management, or enhancement of native fish or wildlife and their natural habitats and processes through control of harmful nonnative species. Creates the Aldo Leopold Native Heritage Grant Program for the science-based restoration, management, or enhancement of native fish or wildlife or natural habitats, with an emphasis on controlling harmful nonnative species and technical feasibility. Requires such program to include a monitoring plan and partnership with a Federal agency. Directs the Secretary to consider projects which aid species which are or could be listed as endangered and which encourage intergovernmental and private/public cooperation and involvement, with priority to projects which utilize innovative technology. Provides for a higher Federal share of costs for projects with innovative technology. Requires the National Invasive Species Council to develop monitoring requirements to ensure that the long and short-term goals of the project are achieved. Directs the Council to develop and maintain a database on such projects, including their techniques. Requires the Secretary to carry out demonstration projects to promote ecologically based strategies to control harmful nonnative species affecting the National Wildlife Refuge System and adjacent lands and waters, encouraging public/private cooperation and including the use of innovative technology. Authorizes the Secretary to financially assist a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible.

Twenty-First Century Water Policy Commission Establishment Act - Establishes the Twenty-First Century Water Policy Commission to: (1) study all aspects of water management by Federal, State, and local agencies and by private sector entities; and (2) develop recommendations for a specified comprehensive water policy.

Group Health Plan Coverage Expansion Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to direct the Secretary of Labor to establish a program to promote and facilitate expansion of coverage under group health plans. Requires administrators of employee benefit plans under ERISA to notify plan participants, in plan descriptions, of the availability of : (1) child health insurance assistance, through the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA); and (2) cash benefits for eligible elderly or disabled individuals, through Supplemental Security Income (SSI) payments under title XVI of SSA. Prohibits group health plans, and health insurance issuers offering group health insurance coverage, under ERISA, from imposing: (1) any aggregate lifetime limit on benefits, including any category of benefits; or (2) any change in the premium rates charged to any participant or beneficiary to make them more than those charged to otherwise similarly situated individuals solely on the basis of a pre-existing condition. Amends the Internal Revenue Code to allow pension or annuity plans to make payments for premiums for continuation coverage (COBRA benefits, in reference to requirements of title X of the Consolidated Omnibus Budget Reconciliation Act of 1985) under a group health plan on behalf of a qualified beneficiary, if such COBRA benefits are subordinate to retirement benefits provided by the plan and to the qualified current retiree health liabilities of a health benefits account which is part of such plan. Amends ERISA to authorize the Secretary or a State to bring a civil action for equitable relief against a qualified individual for not maintaining substantial health insurance coverage while obtaining emergency room services. Authorizes a court to order such a defendant to maintain at least two years of substantial health insurance coverage on the patient involved.

United States Security (USA) Act of 2001 - Sets forth "Buy America" provisions permitting, subject to exception, Federal financial assistance under this Act for a project only if steel and manufactured goods used in the project are of U.S. origin. Authorizes appropriations to the Centers for Disease Control and Prevention (CDC) to: (1) design, construct, and equip new facilities and renovate existing facilities for defending against and combating bioterrorism and other public health threats; (2) establish a Scientific Communication Center; and (3) improve security at CDC facilities. Amends the: (1) Atomic Energy Act to provide for sufficient potassium iodide tablet stockpiles; and (2) Public Health Service Act to provide for a contingency bone marrow donor program. Requires national standards for the implementation of quarantines. Authorizes appropriations for sequencing the genomes of biological pathogens. Directs the Director of the Federal Emergency Management Agency to make grants to units of local government and emergency response units to plan, train, and equip emergency responders. Amends the Workforce Investment Act of 1998 to provide staffing for adequate fire and emergency response. Directs the Secretary of Education to make grants to local educational agencies and institutions of higher learning to enhance security and emergency preparedness. Authorizes appropriations to the Secretary of Transportation to establish programs to: (1) address the lack of security on critical highway infrastructure; (2) improve interagency training for and communication among first responders to a terrorist attack; (3) provide real-time information and guidance for the traveling and non-traveling public; and (4) address the lack of adequate security for locks and dams, the lack of cargo information, and the inability to share information in a timely fashion with agencies such as the Coast Guard. Authorizes appropriations to the Secretary of the department in which the Coast Guard is operating to assess the vulnerability of the 50 busiest U.S. seaports and establish: (1) in the Coast Guard the position of Assistant Commandant for Maritime Security; (2) a sea marshal program; (3) a national port security task force; (4) a maritime security institute; and (5) terrorism response plans for responding to a maritime terrorist attack. Authorizes appropriations to the Secretary of Transportation for the National Railroad Passenger Corporation (Amtrak) for specified passenger rail and freight rail protection projects. Authorizes appropriations to the Secretary of Transportation with respect to public transit security, including installation of communications, surveillance, detection systems, and personal protective and detection equipment at public transit facilities. Requires a National Academy of Sciences energy pipeline security study. Authorizes appropriations for upgrading and expanding the current infrastructure of the Aviation Safety Reporting System of the Federal Aviation Administration (FAA) and National Aeronautics and Space Administration (NASA). Directs the Secretary of Transportation to carry out pilot projects with air carriers for real-time transmission to the FAA of cockpit voice and flight data and cabin video data from aircraft. Establishes a pilot program to deploy commercially available fuel cells at public use airports to ensure a reliable energy supply for new and emerging aviation security technologies, airport control towers, airport terminals, and other airport facilities. Requires the following officials to submit risk management assessment reports to Congress: (1) the Secretary of Energy regarding oil refineries, natural gas, and liquid natural gas storage facilities; (2) the Administrator of the Environmental Protection Agency regarding chemical manufacturing facilities; (3) the Chairman of the Nuclear Regulatory Commission (NRC) regarding nuclear facilities; (4) the Chairman of the Federal Energy Regulatory Commission regarding the domestic electric power grid; (5) the Secretary of Commerce regarding the Nation's fiber optic infrastructure; and (6) the Administrator of the General Services Administration regarding Federal buildings. Directs the Secretary of Energy to coordinate development and implementation of an interagency plan to prepare for and defend against terrorist attacks against high-level nuclear waste transportation facilities and infrastructure, interim storage facilities, intermodal transfer facilities, and central repositories. Directs the Federal Emergency Management Agency to coordinate and develop a plan to ensure that Federal, State, and local governments can respond adequately to the consequences of a terrorist attack against the transportation or storage of high-level nuclear waste. Amends the Atomic Energy Act of 1954 to direct the NRC to: (1) establish a system to ensure that transportation of nuclear materials under its jurisdiction meets certain requirements; and (2) commence a rulemaking to consider changes to the design basis threat for NRC-licensed facilities. Authorizes the President, whenever a state of war or national emergency exists, to: (1) deploy either the Armed Forces or the National Guard to defend NRC-licensed facilities from terrorist attack or threat from any foreign power; and (2) restrict air space in the vicinity of such facilities. Requires each Federal agency to take certain steps to enhance cyber security. Authorizes appropriations for State and local governments to do the same. Requires the Attorney General to update a specified study assessing the vulnerability of Federal facilities. Requires the Director of the Federal Bureau of Investigation and the Director of Central Intelligence to investigate whether existing computer knowledge assessment technologies meeting specified criteria can be used to detect individuals with terrorist training. Directs the Attorney General to create a pilot program for establishing civilian supplemental incident response teams. Authorizes appropriations to the U.S. Postal Service to enhance its ability to detect and neutralize, or otherwise respond to, any dangerous matter entered into the mails without authorization. Directs the United States Customs Service to expedite the development and deployment of pulsed fast neutron analysis technology and authorizes appropriations for the development of scanners capable of sensing biological and chemical contaminants in microscopic airborne quantities. Directs the Attorney General to: (1) take specified measures for identifying individuals crossing U.S. Borders; and (2) increase to specified levels the number of U.S. Border Patrol personnel, U.S. marshals, and Immigration and Naturalization Service and Customs Service inspectors at ports of entry by 2003. Requires the Commissioner of Immigration and Naturalization to establish a border health inspectors corps to inspect individuals who may be intending to infect others for infectious disease. Requires the Director of Homeland Security to consider a program to improve aerial reconnaissance activities at U.S. borders, to include the use of unmanned aerial vehicle systems. Directs the President, acting through the Office of Homeland Security, to oversee the appropriate sharing of information among Federal, State, and local agencies involved in intelligence collection and law enforcement. Directs the Assistant to the President for Homeland Security to develop within such Office an entity to develop a system-wide information network to integrate existing watch lists of suspected terrorists. Amends the Communications Act of 1934 to require the prompt assignment of specified channels for public safety purposes. Requires the Attorney General to establish regional emerging threat workspaces. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to maintain a secure database on select biological agents that pose a threat to public health by terrorist attack. Directs the President to establish within the Office for Homeland Security a center to develop an interagency clearinghouse for new counterterrorism technologies. States the policy of the United States to work with other nations, especially Russia, to prevent the spread of weapons of mass destruction and the proliferation of necessary materials and expertise. Authorizes appropriations for cooperative threat reduction programs. Requires the Secretary of Defense to develop an integrated plan for the use of technology to combat terrorism. Creates within the Executive Office of the President a Director of Homeland Security who shall conduct a comprehensive risk assessment of threat to the United States and develop a five-year homeland security strategy in response.

Wallowa Lake Dam Rehabilitation and Water Management Act of 2001 - Authorizes the Secretary of the Interior, acting through the Commissioner of Reclamation: (1) in cooperation with the Associated Ditch Companies, Incorporated, to participate in the Wallowa Lake Dam Rehabilitation Program; and (2) in cooperation with tribal, State, and local governmental entities, to participate in the planning, design, and construction of facilities needed to implement the Wallowa Valley Water Management Plan. Limits the Federal share of the cost of activities authorized under this Act to 80 percent and prohibits the Federal Government from holding title to any facility rehabilitated or constructed under this Act. Permits only the Nez Perce Tribe to own and operate any facility located at the Dam for trapping and transportation of migratory adult salmon.

The Charitable Giving and Compassion Assistance Act of 2001 - Amends the Internal Revenue Code, with respect to charitable giving, to, among other things: (1) allow a charitable giving deduction to individuals not itemizing; (2) permit tax free distributions from IRA accounts for charitable purposes; and (3) increase the cap on corporate charitable contributions. Provides expedited procedures for obtaining tax exempt status. Provides grants for programs for mentoring the children of incarcerated parents. Amends the Runaway and Homeless Youth Act to provide for maternity group homes and evaluation of such homes. Provides financial support nongovernmental community based organizations for, among other things: (1) grant writing, legal, program development, and management assistance; (2) capacity building; and (3) delivering assistance to those in need. Savings for Working Families Act of 2001 - Permits a qualified financial institution, qualified nonprofit organization, or Indian tribe to establish one or more qualified individual development account programs. Defines such an account as an account established for an eligible individual (income based) as part of a qualified individual development account program (matched individual and entity savings accounts for qualifying educational, first-time home purchase, or business expenses). Sets forth provisions concerning such accounts, including: (1) the structure and administration of account programs; (2) procedures for opening and maintaining an account and qualifying for matching funds; (3) withdrawal procedures; and (4) disregarding account funds for purposes of certain means-tested Federal programs. Provides matching funds through a tax credit for a participating entity's program investment.

Denies certain Federal funds to institutions of higher learning that prohibit establishment or operation of a Senior Reserve Officer Training Corps (ROTC) unit at such institution. (Current law denies funds for institutions that prohibit such on-site ROTC units or that prohibit a student from enrolling in an ROTC unit at another institution.)

Coastal Resources Conservation Act of 2001 - Amends the Coastal Zone Management Act of 1972 to reauthorize: (1) the coastal resources management improvement grant program, setting forth criteria for promoting equitable allocation of grants; and (2) the coastal resources improvement grant program, including coastal watershed, multistate, or regional coastal ecosystem management plans. Makes Coastal Zone Management Fund amounts available to offset costs of implementing coastal zone management programs. Permits (rather than requires) the Secretary of Commerce to provide training, education, and technical assistance for coastal zone management and authorizes the Secretary to receive assistance therein from other Federal agencies and qualified persons. Revises review requirements for coastal State management programs. Makes the Walter B. Jones Excellence in Coastal Zone Management Awards program discretionary. (Currently the Secretary of Commerce is required to implement the program.) Establishes the National Estuarine Reserve System (in lieu of the National Estuarine Research Reserve System). Sets forth System requirements, including the designation of other reserves and the promotion and coordination of coastal and estuarine research, education, and resource stewardship.

Directs the Secretary of the Interior (the Secretary) to convey to the Chaluka Corporation, the Alaska Native Claims Settlement Act village corporation for the Native Village of Nikolski, Umnak Island, Alaska, the surface estate in: (1) specified Phase I lands in the former Nikolski Radio Relay Site by September 30, 2002; and (2) specified Phase II lands in such site, upon completion of environmental restoration by the Department of the Air Force. Deems any such lands conveyed to be selected under the Alaska Native Claims Settlement Act and requires the Chaluka Corporation to reprioritize its remaining selections under such Act. Authorizes appropriations to the Secretary of the Air Force for the environmental restoration of the contaminated land beneath and adjacent to the power house owned by the Native Village. Requires the Corporation to permit airfield landing and takeoff rights and such rights of entry as are necessary to the Government for site investigation, environmental restoration, and environmental monitoring of the Site. Authorizes appropriations to the Secretary for the Corporation to: (1) move the graves from the cemetery now located beneath the Nikolski airstrip and land adjacent to it; (2) relocate such graves to a location on Umnak Island acceptable to the Corporation and the Russian Orthodox Church; and (3) restore such airstrip to its original usable condition. Removes such conveyed lands from the National Wildlife Refuge System and provides that they shall not be considered to be part of the Alaska maritime National Wildlife Refuge or subject to any laws pertaining to Refuge lands.

Universal Military Training and Service Act of 2001 - Makes it the obligation of male citizens and residents between 18 and 22 to receive basic military training and education as a member of the armed forces unless otherwise exempt under this Act. Permits female citizens and residents between such ages to volunteer for enlistment in the armed forces, with acceptance at the discretion of the Secretary of the military department concerned. Limits the period of training to between six months and a year. Permits transfers after basic training of such conscripts/volunteers to national and community service programs to finish the term of service. Provides educational services and Montgomery GI benefits to persons upon completion of their national service. Uses the existing Selective Service System and local boards for induction. Sets forth criteria for deferments, postponements, and exemptions, including high school, hardship, disability, and health. Entitles inductees to request a particular service branch. Excludes conscientious objectors from combatant training, but otherwise requires them to take basic training before a permitted transfer to a national service program.

Keep America Secure Act - Prohibits the Secretary of Defense from purchasing any equipment that contains electronic components that are not manufactured in the United States. Allows the Secretary to waive this prohibition where its application would be inconsistent with the public interest or would result in unreasonable costs to the Department of Defense.

Delaney-Levitow Act of 2001 - Directs the Secretary concerned to award a medal called the Crimson Cross to each individual who, while on active-duty as a member of the armed forces, suffered an injury or illness which required medical evacuation or hospitalization in connection with combatant activities during a period of war or as a result of hostile actions against the United States but who is ineligible to receive the Purple Heart as result of such injury or illness. Makes this Act inapplicable to any individual who suffered the injury or illness as a result of willful misconduct. Authorizes the issuance of the medal to the representative of an eligible individual who dies before receiving such medal.

Terrorism Tribunal Act of 2001 - Authorizes the President to convene a military tribunal to try an individual suspected of committing or supporting acts of international terrorism within the United States, its territories, or possessions absent a declaration of war by Congress or authorization by a subsequently enacted law. Directs the President, in consultation with the Attorney General and the Judicial Conference of the United States, to issue an executive order prescribing regulations, rules and procedures for such trials that should, to the maximum extent practicable, be consistent with those pertaining to trials under the Uniform Code of Military Justice. States that such trials may only be convened in accordance with the Act. Directs the President in such a case to submit to Congress certification that trying it in a district court would jeopardize intelligence sources and methods. Preserves the writ of habeas corpus, unless protections under those provisions compromise classified information or intelligence sources and methods.

Permits only U.S. documented vessels to be used in the following operations involving Federal submarine cables: (1) laying a cable between two U.S. landings; (2) making a shore landing of a cable in the United States; (3) laying or burying a cable on or under lands beneath U.S. navigable waters; and (4) servicing or maintaining a cable between two landings in the United States or on or under lands beneath U.S. navigable waters. Authorizes the President to waive these requirements if no eligible vessel is available or if the waiver is critical to the national security of the United States. Directs the President to notify Congress of any waiver and the reasons for it.

National Border Security Agency Act - Establishes the National Border Security Agency, which shall plan and coordinate Federal border security activities, and act as a focal point for immigration enforcement. Transfers to the Agency the United States Coast Guard, the United States Customs Service, and specified portions of the Immigration and Naturalization Service.
