Rescissions Act of 2025

Rescissions Act of 2025 This bill rescinds $9.4 billion in unobligated funds that were provided to the Department of State, the U.S. Agency for International Development (USAID), various independent and related agencies, and the Corporation for Public Broadcasting.  The rescissions were proposed by the President under procedures included in the Congressional Budget and Impoundment Control Act of 1974. Under current law, the President may propose rescissions to Congress using specified procedures, and the rescissions must be enacted into law to take effect.  Specifically, the bill rescinds funds that were provided to the State Department or the President for Contributions to International Organizations; Contributions for International Peacekeeping Activities; Global Health Programs; Migration and Refugee Assistance; the Complex Crises Fund; the Democracy Fund; the Economic Support Fund; Contributions to the Clean Technology Fund; International Organization and Programs; Development Assistance; Assistance for Europe, Eurasia, and Central Asia; International Disaster Assistance; and Transition Initiatives. The bill also rescinds funds that were provided for  USAID Operating Expenses, the Inter-American Foundation, the U.S. African Development Foundation, the U.S. Institute of Peace, and the Corporation for Public Broadcasting.

American Entrepreneurs First Act of 2025

American Entrepreneurs First Act This bill revises the application requirements for the Small Business Administration's 7(a) loan and 504 loan programs. Specifically, the bill requires applications for such loans to include (1) the applicant's date of birth; and (2) a certification that the applicant or all beneficial owners are citizens, nationals, or lawful permanent residents of the United States. The bill specifies that certain individuals are ineligible for such loans, including (1) asylees, (2) refugees, (3) individuals issued a visa to remain in the United States, (4) individuals legally classified as nonimmigrants, (5) individuals to whom deferred action has been granted pursuant to the Deferred Action for Childhood Arrivals, and (6) individuals without lawful status under the immigration laws of the United States.

Drug Cartel Terrorist Designation Act

Drug Cartel Terrorist Designation Act This bill directs the Department of State to designate four specified drug cartels as foreign terrorist organizations. (Among other things, such a designation allows the Department of the Treasury to require U.S. financial institutions to block transactions involving the organization.) The four specified cartels in the bill are the Gulf Cartel, the Cartel Del Noreste, the Cartel de Sinaloa, and the Cartel de Jalisco Nueva Generacion. The bill also requires the State Department to submit a detailed report on those four cartels and any other cartels it may identify. Based on this report, the State Department must designate as a foreign terrorist organization any such identified cartel (or faction thereof) that meets certain criteria for designation as a foreign terrorist organization. The bill specifies that it may not be construed to expand eligibility for asylum.

Stop the Cartels Act

Stop the Cartels Act This bill addresses various issues relating to immigration, law enforcement cooperation with Mexico, and drug cartels. The bill bars federal financial assistance for state or local jurisdictions that (1) restrict compliance with immigration detainers issued by the Department of Homeland Security, or (2) have any law or policy that violates immigration laws. Furthermore, under this bill, the detention of alien minors must be governed by specified sections of the Immigration and Nationality Act and not any judicial decree or settlement. (A 1997 settlement agreement imposes requirements related to the treatment of such minors, including limits on how long they may be detained under certain conditions.) The bill also makes various changes to asylum applications, including by (1) increasing the burden that an asylum applicant must meet to establish a credible fear of persecution, and (2) establishing refugee application and processing centers in Central America. In addition, certain Department of State and U.S. Agency for International Development assistance may not be made available to Mexico's government until the State Department certifies that Mexico has removed certain barriers to law enforcement cooperation and intelligence sharing between the United States and Mexico. The bill also establishes the foreign Special Transnational Criminal Organization designation and establishes penalties related to designated organizations, such as making it a crime to knowingly provide material support to such an organization. The State Department must designate specified organizations, including the Sinaloa Cartel, with the designation, and may designate other organizations that fit the bill's criteria.

Training and Nutrition Stability

Training and Nutrition Stability Act This bill excludes specific employment and training program funds from income when determining eligibility for the Supplemental Nutrition Assistance Program (SNAP). As background, a household must have an income below a certain level to qualify for SNAP program benefits. Certain allowances, earnings, and payments do not count towards a household's income. Under this bill, examples of programs excluded from income include Workforce Innovation and Opportunity Act (WIOA) programs, vocational rehabilitation programs, and refugee employment programs. This bill also removes the requirement that earnings from on-the-job training be considered earned income for purposes of determining SNAP eligibility.

Deport Alien Gang Members Act

Deport Alien Gang Members Act This bill makes non-U.S. nationals ( aliens under federal law) associated with criminal gangs inadmissible for entry into the United States and deportable. The bill also establishes procedures to designate groups as criminal gangs. An individual shall be inadmissible if certain officers or agencies know or have reason to believe that the individual is or was a criminal gang member or has participated or aided such a group's illegal activities. An individual who is or was a member of such a gang, has participated or aided such a group's illegal activities, or seeks to enter or has entered the United States in furtherance of such activity shall be deportable. Such individuals must be subject to mandatory detention. Furthermore, such individuals shall not be eligible for (1) asylum; (2) temporary protected status; (3) special immigrant juvenile visas; or (4) parole, unless they are assisting the government in a law enforcement matter. The bill defines a criminal gang as a group of five or more persons (1) where one of its primary purposes is committing specified criminal offenses and its members have engaged in a continuing series of such offenses within the past five years, or (2) that has been designated as a criminal gang by the Department of Homeland Security (DHS). The bill also establishes procedures for DHS to designate a group as a criminal gang, including notifying Congress, publishing a notice in the Federal Register, and providing an opportunity for the group to petition for review of the designation.
