Soboba Band of Luiseno Indians Settlement Act - Approves, ratifies, and confirms the Settlement Agreement dated June 7, 2006, between the Soboba Band of Luiseno Indians (Tribe) and certain water districts in California relating to the water rights of such Tribe. Establishes in the Treasury: (1) the San Jacinto Basin Restoration Fund to pay costs associated with the construction, operation, and maintenance of the basin recharge project for accommodating supplemental imported water deliveries; and (2) the Soboba Band of Luiseno Indians Water Development Fund for costs associated with constructing and maintaining water-related development projects. Provides for waivers and releases of specified claims made by the Tribe. Declares that the United States consents to jurisdiction in the case of Soboba Band of Luiseno Indians v. Metropolitan Water District of Southern California , No. 001-04208, for the purpose of entering the judgment and decree rendered in such case. Allows the Tribe to use water made available to it under the Settlement Agreement for any use it deems advisable on the Reservation and to enter into contracts and other agreements to exchange water made available to it under the Settlement Agreement, subject to certain limitations. Requires the Secretary of the Interior to comply with all federal environmental requirements in implementing the Agreement.

Tax Technical Corrections Act of 2007 - Makes technical and clerical corrections to the Internal Revenue Code, including corrections to provisions enacted by: (1) the Tax Relief and Health Care Act of 2006; (2) the Pension Protection Act of 2006; (3) the Tax Increase Prevention and Reconciliation Act of 2005; (4) the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users; (5) the Energy Policy Act of 2005; (6) the American Jobs Creation Act of 2004; (7) the Economic Growth and Tax Relief Reconciliation Act of 2001; (8) the Tax Relief Extension Act of 1999; and (9) the Internal Revenue Service Restructuring and Reform Act of 1998.

Kendell Frederick Citizenship Assistance Act - Directs the Secretary of Homeland Security to use the fingerprints provided by an individual at the time of military enlistment to satisfy any naturalization fingerprint requirements if: (1) the individual may be naturalized under the Immigration and Nationality Act, was fingerprinted in accordance with Department of Defense (DOD) requirements, and submits a naturalization application within 24 months of enlistment; and (2) Secretary determines that the fingerprints are sufficient to adjudicate the application. Requires the Secretary to update the appropriate Internet websites to reflect naturalization law changes. Directs the Comptroller General to: (1) report to the congressional defense and judiciary committees on the naturalization application process; and (2) conduct a study of this Act's implementation by the Secretaries of Homeland Security and Defense.

Medicare, Medicaid, and SCHIP Extension Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) and certain related Acts to: (1) increase the physician payment update; and (2) extend through June 30, 2008, specified components of the Medicare program. Amends SSA title XXI (State Children's Health Insurance) (SCHIP) to extend SCHIP funding through March 31, 2009. Amends the Tax Relief and Health Care Act of 2006, as amended by Public Law 110-48 and the TMA, Abstinence, Education, and QI Programs Extension Act of 2007 to extend through June 30, 2008, the transitional medical assistance, abstinence education, and qualifying individual programs. Amends SSA title XIX (Medicaid) to extend through June 30, 2008, the Medicaid disproportionate hospital share (DSH) allotments for the states of Tennessee and Hawaii, with specified adjustments . Amends SSA title XXI to make appropriations to the Secretary of Commerce for adjustments to the annual Bureau of the Census Current Population Survey in order to produce statistically reliable annual state data on the number of low-income children who do not have health insurance coverage. Prohibits the Secretary of Health and Human Services from taking any action before June 30, 2008, to impose any restrictions relating to Medicaid coverage or payment for rehabilitation services or school-based administration and school-based transportation, if such restrictions are more restrictive in any aspect than those applied to such areas as of July 1, 2007. Makes the Medicare Payment Advisory Commission (MEDPAC) a congressional agency. Amends the Public Health Service Act to to make appropriations for special diabetes programs for Type I diabetes and for Indians for FY2009.

Amends Public Law 110-92 to extend through December 31, 2007, specified continuing appropriations for FY2008. Makes specified appropriations for payment to the heirs at law of Julia Carson, late a Representative from the state of Indiana. Continues in effect throughout FY2008 the authority of the Secretary of Veterans Affairs to provide hospital care, medical services, and nursing home care to any veteran who participated in a test conducted by the Department of Defense Deseret Test Center as part of a program for chemical and biological warfare testing from 1962 through 1973 (including the program designated as “Project Shipboard Hazard and Defense (SHAD)” and related land-based tests). Continues in effect throughout FY2008 the Secretary's authority to furnish, when requested, an appropriate government headstone or marker at U.S. expense for the grave of an individual eligible for burial in a national cemetery, or an individual who at the time of death was entitled to military retired pay, who is buried in a private cemetery.

Openness Promotes Effectiveness in our National Government Act of 2007 or the OPEN Government Act of 2007 - Amends the Freedom of Information Act (FOIA) to revise requirements for federal agency disclosures of requested information. Defines "representative of the news media" and "news" for purposes of request processing fees. Redefines "record" to include any information maintained by an agency contractor. Provides that, for purposes of awarding attorney fees and litigation costs, a FOIA complainant has substantially prevailed in a legal proceeding to compel disclosure if such complainant obtained relief through: (1) a judicial order or an enforceable written agreement or consent decree; or (2) a voluntary or unilateral change in position by the agency if the complainant's claim is not insubstantial. Directs the Attorney General to notify the Special Counsel of, and report to Congress on, civil actions taken for arbitrary and capricious rejections of requests for agency records. Sets forth provisions concerning the tolling of the 20-day period during which an agency must determine whether to comply with a FOIA request. Prohibits an agency from assessing search fees if it fails to comply with time limits, provided that no unusual or exceptional circumstances apply. Requires each agency to make available its FOIA Public Liaison to assist in resolving requester disputes. Requires agencies to establish a system to assign tracking numbers for FOIA requests and a telephone line or Internet service that provides status information. Revises agency reporting requirements for FOIA requests. Establishes within the National Archives and Records Administration (NARA) an Office of Government Information Services to review FOIA compliance, recommend policy changes, and offer mediation services between requesters and agencies. Requires each agency to designate a Chief FOIA Officer. Sets forth responsibilities of the Officer and FOIA Public Liaison. Sets forth requirements to describe exemptions authorizing deletions of material provided under FOIA.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Authorizes any lease of restricted land of the Mashantucket Pequot (Western) Tribe entered into by its tribal corporation to include an option to renew the lease for not more than two additional terms of up to 25 years each, subject only to the approval of the tribal council. Provides that the United States shall not be liable for any loss resulting from such a renewal.

Amends the Federal Rules of Evidence with respect to the disclosure of a communication or information covered by the attorney-client privilege and work product protection. Provides that, when such a disclosure is made in a federal proceeding or to a federal office or agency, and waives the attorney-client privilege or work-product protection, the waiver extends to an undisclosed communication or information in a federal or state proceeding only if: (1) the waiver is intentional; (2) the disclosed and undisclosed communications or information concern the same subject matter; and (3) they ought in fairness to be considered together. States that, when the disclosure is made in a federal proceeding or to a federal office or agency, it does not operate as a waiver in a federal or state proceeding if: (1) the disclosure is inadvertent; (2) the holder of the privilege or protection took reasonable steps to prevent disclosure; and (3) the holder promptly took reasonable steps to rectify the error. Declares that, when the disclosure is made in a state proceeding and is not the subject of a state-court order concerning waiver, it does not operate as a waiver in a federal proceeding if the disclosure: (1) would not be a waiver under this rule if it had been made in a federal proceeding; or (2) is not waived under law of the state where the disclosure occurred.

Fair Treatment for Experienced Pilots Act - Amends federal transportation law to allow a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old, provided that a pilot who has attained age 60 may serve as pilot-in-command on international flights only if there is another pilot in the flight crew who has not yet attained 60 years of age. Prohibits subjecting pilots to different medical examinations and standards on account of age unless to ensure an adequate level of safety in flight, except that no person who has attained 60 years of age may serve as a pilot unless such person has a first-class medical certificate. Requires air carriers to: (1) continue to provide FAA-approved training to pilots, with specific emphasis on initial and recurring training and qualification of pilots who have attained 60 years of age; and (2) evaluate, every six months, the performance of pilots who have attained 60 years of age through a line check of such pilot. Requires the Comptroller General to report to Congress on the effect of the modification of pilot age requirements, if any, on aviation safety.

Amends Internal Revenue Code provisions relating to the term of the Commissioner of Internal Revenue to: (1) provide that the five-year terms for Commissioners began with the term that commenced on November 13, 1997; (2) require subsequent terms to begin on the day after the previous term expires; and (3) permit individuals appointed to complete the unexpired term of a Commissioner to be reappointed to subsequent five-year terms. Makes such amendments effective as of the enactment of the Internal Revenue Service Restructuring Reform Act of 1998 (i.e., July 22, 1998).

Federal Food Donation Act of 2007 - Directs the Administrator for Federal Procurement Policy to revise the Federal Acquisition Regulation to require all contracts above $25,000 for the provision, service, or sale of food, or for the lease or rental of federal property to a private entity for events at which food is provided, to include a clause that: (1) encourages the donation of excess, apparently wholesome food to nonprofit organizations that provide assistance to people with inconsistent access to sufficient, safe, and nutritious food; (2) provides that executive agency heads shall not assume responsibility for the costs and logistics of collecting, transporting, maintaining the safety of, or distributing such food; and (3) provides that executive agencies and contractors making donations are protected from civil or criminal liability under the Bill Emerson Good Samaritan Food Donation Act. Requires the Secretary of Agriculture to establish in the Department of Agriculture a Coordinator of Community Food Security and Gleaning that shall provide technical assistance relating to federal food donation activities to governmental agencies, nonprofit organizations, agricultural producers, and private entities.

Military Reservist and Veteran Small Business Reauthorization and Opportunity Act of 2007 - Increases funding (with an offset), for FY2008-FY2009, for the Office of Veterans Business Development of the Small Business Administration (SBA), with excess funds to be used to support veterans business outreach centers. Amends the Small Business Act to direct the President to establish an interagency task force to coordinate federal efforts to increase capital and business development opportunities for, and the award of federal contracts and subcontracts to, small businesses owned and controlled by service-disabled veterans and veterans. Extends permanently the SBA's Advisory Committee on Veterans Business Affairs. Directs the SBA's Associate Administrator for Veterans Business Development to: (1) ensure that veterans business outreach centers regularly participate in the workshops of the transition assistance program of the Department of Labor; and (2) establish a women veterans business training resource program. Increases the number of veterans business outreach centers. Requires the Administrator to sponsor an independent study on gaps in the availability of veterans business outreach centers across the United States. National Reservist Enterprise Transition and Sustainability Act of 2007 - Directs the SBA Administrator to establish a program to provide business planning assistance to small businesses owned and operated by reservists. Authorizes a small business development center to carry out a veterans assistance and services program. Directs the Administrator to: (1) establish a loan pre-consideration process for small business loans to reservists; (2) develop an outreach and technical assistance program with respect to loans and grants made to reservists; and (3) give priority to reservists' loan applications. Increases the loan limit for such loans. Authorizes the Administrator to make noncollateralized small business loans to reservists. Provides relief from SBA time limits in the case of certain veteran or service-disabled veteran small business loans. Requires a: (1) report concerning types of assistance needed by service-disabled veterans who wish to become entrepreneurs; and (2) study on options for promoting positive working relations between employers and their reservist employees. Directs the Administrator to carry out an increased veteran participation program for loans made to veteran or reservist small business owners.

Makes technical changes to amendments the College Cost Reduction and Access Act (the Act) made to the Higher Education Act of 1965 (HEA). Specifies the untaxed income and benefits which the Act excluded from the list of untaxed income and benefits considered in federal student need analyses (thereby, specifically excluding them from such analyses). Provides that, for married borrowers who file separate tax returns, income-based loan repayments under the HEA shall be determined solely on the basis of their individual student loan debt and adjusted gross income.

Native American Heritage Day Act of 2007 - Makes specified findings, including that the Friday immediately succeeding Thanksgiving Day of each year would be an appropriate day to designate as Native American Heritage Day. Encourages educational institutions to develop model educational curricula, in consultation with Native American governmental leaders, for purposes of recognizing a Native American Heritage Day, emphasizing the contributions of Native Americans to the United States and the world. Encourages the people of the United States, as well as federal, state, and local governments and interested groups and organizations to observe a Native American Heritage Day with appropriate programs, ceremonies, and activities.

College Opportunity and Affordability Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize various programs. Revises the definition of institutions of higher education (IHEs) to include schools that enroll students who are also enrolled in secondary school. Establishes new college cost and assistance information resources for students, parents, and the public. Bars certain business arrangements, inducements, and conflicts of interests between IHEs and student loan providers. Establishes a new Teacher Quality Partnership grant program under title II for high-need local educational agencies (LEAs), high-need schools, and IHEs, replacing the Teacher Quality Enhancement Grants for States and Partnerships program. Creates a new Part C (Enhancing Teacher Education) to title II providing grants for: (1) a Recruiting Teachers With Math, Science, or Language Majors program; (2) a Community Colleges as Partners in Teacher Education Grants program; (3) a Centers of Excellence program for teacher education at certain minority-serving institutions; (4) a Teach For America program; and (5) the establishment of State Early Childhood Education Professional Development and Career Task Forces. Revises title III Institutional Aid programs providing grants to IHEs serving high percentages of minority and low-income students to establish new grant programs for Predominantly Black Institutions, Asian American and Native American Pacific Islander-serving institutions, and Native American-serving nontribal institutions. Establishes a YES Partnerships grant program to engage minority youth in science, technology, engineering, and mathematics. Revises and reauthorizes title IV Student Assistance programs. Alters the Pell grant maximum and allows year-round grants. Broadens the array of students eligible for Academic Competitiveness grants and National Science and Mathematics Access to Retain Talent (SMART) grants. Eliminates Academic Achievement Incentive Scholarships and Learning Anytime Anywhere Partnerships programs. Turns the Robert C. Byrd Honors Scholarship program into: (1) scholarship and loan forgiveness programs for mathematics and science students; and (2) a program providing grants to partnerships between IHEs and LEAs to improve the teaching and learning of critical foreign languages. Increases the information to be provided to federal student loan borrowers by IHEs, lenders, and guaranty agencies. Expands the child care provider loan forgiveness program under the Federal Family Education Loan and Direct Loan programs to include individuals employed in certain areas of national need. Expands the types of public service occupations for which Perkins loans may be canceled. Excludes certain military housing benefits from title IV need analyses. Requires the development of simplified and electronic student aid application forms and a system providing students and parents with early aid information and eligibility estimates. Establishes a program to encourage the development of articulation agreements among IHEs within states and across state lines. Establishes an Accreditation Ombudsman to address the grievances of those involved in the accreditation process. Revises the title V Developing Institutions grant program for Hispanic-serving institutions. Establishes a new grant program for graduate programs at such institutions. Revises and reauthorizes title VI International Education programs. Establishes a new: (1) Preparing for Early Foreign Language Instruction program providing grants to partnerships between IHE foreign language departments and LEAs; and (2) Science and Technology Advanced Foreign Language Education grant program for IHEs. Revises and reauthorizes title VII Graduate and Post-Secondary Improvement programs. Establishes Patsy T. Mink graduate fellowships for women and minorities studying to enter the professoriate. Establishes new Fund for the Improvement of Postsecondary Education programs. Replaces the Urban Community Service grant program with an Urban-Serving Research Institutions grant program. Establishes programs to support disabled students' access and transition to postsecondary education. Creates grant programs to increase nursing school capacity and provide nurses with the scholarships and release time needed to qualify as nursing school faculty. Establishes a new title VIII creating additional HEA programs to: (1) reward IHEs that make no more than inflationary adjustments to their tuition; (2) provide students with work experiences related to their educational objectives; (3) assist IHEs in implementing articulation agreements; (4) help low-income students complete postsecondary education and training; (5) help students move from developmental studies into, and through, occupational studies; (6) assist Project Grad USA implement education reform services; (7) improve the college enrollment rates of secondary schools; (8) thwart diploma mills; (9) enhance student safety and emergency management at IHEs, and provide IHEs with disaster loans; (10) promote rural development through partnerships between rural IHEs and other rural entities; (11) improve science, technology, engineering, and mathematics (STEM) education, especially for Alaska Native and Native Hawaiian students; (12) create a national database on financial assistance for STEM studies; (13) promote the training and job placement of real time writers; (14) assist IHEs in implementing model programs to address veterans' needs in postsecondary education; (15) support IHE sustainablity programs; and (16) promote the study of modeling and simulation. Revises and reauthorizes various programs under the Education of the Deaf Act of 1986, the Higher Education Amendments of 1998, the Higher Education Amendments of 1992, the Tribally Controlled College or University Assistance Act of 1978, and the Navajo Community College Act. Creates a grant program for two tribally controlled postsecondary career and technical institutions under the Tribally Controlled College or University Assistance Act of 1978. Repeals certain programs under the Higher Education Amendments of 1998. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish a loan forgiveness program for prosecutors and public defenders. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish a Minority Serving Institution Digital and Wireless Technology Opportunity program at the Department of Commerce. Private Student Loan Transparency and Improvement Act of 2007 - Amends the Truth in Lending Act to impose specified consumer protection and disclosure requirements on private educational lenders.

Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize through FY2013 the grant programs for: (1) adult and juvenile collaboration for access to adequate mental health treatment; and (2) mental health courts. Authorizes the Attorney General to make grants to train law enforcement and campus security personnel to respond appropriately to incidents involving mentally-ill individuals. Requires the Attorney General to study and report to Congress on the rate of occurrence of serious mental illnesses in offenders, including juveniles, who are incarcerated or on probation or parole.

Consumer Product Safety Modernization Act - Makes any children's consumer product containing more than specified amounts of lead a banned hazardous substance under the Federal Hazardous Substances Act. Lowers the lead level at which paint is a banned hazardous product under the Consumer Product Safety Act. Requires independent third party testing of children's products. Provides for a variety of measures to facilitate identifying a product's source, intermediate parties, and end user. Requires replacing durable infant or toddler product voluntary standards with consumer product safety rules. Requires, in certain circumstances, that choking warnings be included in associated advertising. Authorizes appropriations: (1) to carry out the Consumer Product Safety Act and any other provision of law the Consumer Product Safety Commission (CPSC) carries out; and (2) for capital improvements to the Commission's research, development, and testing facility. Allows the CPSC to transact business with two members, if they are not of the same political party, until August 3, 2008. Modifies procedures for promulgating rules and regulations under the Consumer Product Safety Act and the Federal Hazardous Substances Act. Modifies procedures regarding the public disclosure by the CPSC of information regarding a consumer product. Allows the CPSC to prohibit product stockpiling. Requires notice to the CPSC if a consumer product fails to comply with a rule under the Federal Hazardous Substances Act, the Flammable Fabrics Act, or the Poison Prevention Packaging Act. Modifies requirements regarding action plans of manufacturers, distributors, or retailers to deal with products that present a substantial hazard. Requires manufacturers, distributors, or retailers to give public notice of a substantial product hazard on their Internet website and to third party Internet websites on which the product was for sale. Authorizes the CPSC to prohibit the export of, and makes it unlawful to sell, a product or substance that is not in conformity with applicable requirements. Increases the maximum civil penalties under the Consumer Product Safety Act, the Federal Hazardous Substances Act, and the Flammable Fabrics Act. Authorizes the forfeiture of assets associated with the violation of any Act enforced by the CPSC. Authorizes the CPSC, in certain circumstances, to make certain information obtained by the Commission available to any federal, state, local, or foreign government agency.

Sudan Accountability and Divestment Act of 2007 - Authorizes state and local governments to divest from certain companies directly invested in specified Sudanese sectors. Amends the Investment Company Act of 1940 to provide a safe harbor from civil, criminal, or administrative actions against investment companies or their employees, officers, or directors for investment policy changes respecting Sudan. Prohibits U.S. government contracts for business operations in Sudan.

Third Higher Education Extension Act of 2007 - Amends the Higher Education Extension Act of 2005 to extend the programs under the Higher Education Act of 1965 through March 31, 2008. Amends the Higher Education Act of 1965 to consider trustees acting on behalf of certain governmental or tax-exempt entities as eligible nonprofit holders of Federal Family Education Loans (FFELs), regardless of whether or not such entities are eligible FFEL lenders.

Credit and Debit Card Receipt Clarification Act of 2007 - Amends the Fair Credit Reporting Act (FCRA) to declare that any person who printed an expiration date on any receipt provided to a consumer cardholder at a point of sale (POS) or transaction between December 4, 2004, and the enactment of this Act, but otherwise complied with FCRA requirements for such receipt, shall not be in willful noncompliance by reason of printing such expiration date on it.

Temporary Tax Relief Act of 2007 - Amends Internal Revenue Code provisions relating to the alternative minimum tax, the discharge of mortgage indebtedness, and tax administration and extends certain expiring tax credits, deductions, and other tax incentives. Extends through 2007: (1) offsets against the alternative minimum tax for certain nonrefundable income tax credits; and (2) increased alternative minimum tax exemptions for individual taxpayers. Extends through 2008 various expiring tax provisions primarily affecting individual taxpayers, including: (1) the tax deductions for state and local sales taxes, for qualified tuition and related expenses, for qualified conservation contributions, for certain expenses of elementary and secondary school teachers, and for the travel expenses of state legislators while away from home; (2) tax-free distributions from individual retirement accounts for charitable purposes; (3) the taxpayer election to include combat pay as earned income for purposes of the earned income tax credit; (4) special rules for qualified mortgage bonds to finance home purchases by veterans; and (5) tax-free distributions from retirement plans for individuals called to active military service. Extends through 2008 various expiring tax provisions primarily affecting businesses, including: (1) the tax credits for increasing research expenses, for hiring workers on Indian reservations, for investment in new markets, for railroad track maintenance, and for hiring workers in areas affected by Hurricane Katrina; (2) accelerated depreciation for qualified leasehold and restaurant improvements, for motorsports entertainment complexes, and for business property on Indian reservations; (3) expensing allowances for environmental remediation costs; (4) tax deductions for contributions of food and book inventories and for computer equipment for educational purposes; and (5) tax incentives for investment in the District of Columbia and American Samoa. Extends through 2008 authorities for: (1) issuing qualified zone academy bonds; (2) making disclosures of tax information to facilitate student loan repayments and for combating terrorist activities; and (3) Internal Revenue Service (IRS) undercover operations. Allows an exclusion from gross income for up to $2 million of the income attributable to discharges of home mortgage indebtedness incurred after January 1, 2007. Extends through 2014 the tax deduction for mortgage insurance premiums. Sets forth alternative criteria for qualifying a corporation as a cooperative housing corporation for purposes of the tax deduction for payments to such corporations. Limits the exclusion from gross income of gain from the sale of a principal residence by denying an exclusion of the gain that is allocable to a nonqualified use of such residence (i.e., use other than as a principal residence). Repeals the authority of the IRS to enter into private debt collection contracts. Delays until 2012 the requirement for federal, state, and local agencies to withhold 3% of payments for goods and services provided to such agencies. Revises tax administration provisions and rules relating to: (1) tax returns of certain U.S. Virgin Island residents; and (2) the tax treatment of high-income individuals who relinquish U.S. citizenship or residency to avoid U.S. taxation (expatriates). Repeals the 36-month suspension of interest and penalties on tax underpayments for taxpayers not notified of a tax deficiency by the IRS. Increases tax penalties for failure to file accurate tax information returns. Amends the Tariff Act of 1930 to provide that wine of the same color shall be deemed to be commercially interchangeable for purposes of the duty drawback for unused merchandise.

John. F. Kennedy Center Reauthorization Act of 2007 - Amends the John F. Kennedy Center Act to authorize the Trustees of the John F. Kennedy Center for the Performing Arts (the Board) to study, plan, design, engineer, and construct a photovoltaic system for the main roof of the John F. Kennedy Center for the Performing Arts. Requires the Board, no later than 60 days before beginning construction of the system, to report on the feasibility and design of such project. Authorizes appropriations for FY2008-FY2010 to the Board for: (1) maintenance, repair, and security; (2) capital projects; and (3) the photovoltaic system.
