Amends the National Housing Act to extend specified Federal Housing Administration insurance programs for 30 days. Amends the Housing and Urban Development Act of 1970 to extend for 30 days the authority for financial assistance to community development programs. Extends for 30 days the authority for the purchase of mortgages under the Emergency Home Purchase Assistance Act of 1974. Amends the National Flood Insurance Act to extend the authority: (1) to enter into new flood insurance contracts; and (2) to provide subsidized flood insurance in emergencies. Extends the authority for rural housing programs under the Housing Act of 1949. Amends the National Housing Act to extend the Federal riot reinsurance program and the Federal crime insurance program for 30 days.

Eliminates the divisions of the judicial district of Maine. Adds Johnstown to the list of places where the United States District Court for the Western District of Pennsylvania shall be held. Transfers Polk and Tyler counties from the Southern District of the United States District Court for Texas to the Eastern District. Establishes a Lufkin Division of the Eastern District. Requires the Director of the Administrative Office of the United States Courts to conduct a comprehensive study of the judicial business of the Central District of California and the Eastern District of New York and make recommendations to Congress with respect to the need for creating new judicial districts.

Authorizes continuing appropriations, as necessary, for certain on-going projects or activities in the Departments of Labor, Health, Education, and Welfare, and Defense Appropriations Acts. Specified that these funds shall not be used to initiate or resume any project or activity for which funds were not available during fiscal year 1978. Declares that none of the funds provided by this Resolution shall be used to perform abortions, except in certain cases.

Directs the Administrator of the General Services Administration to submit to Congress a study on the restoration of the Pension Building in the District of Columbia to house the Museum of the Building Arts. Requests the Chairman of the National Endowment for the Arts and the Secretary of the Smithsonian Institution to report to Congress by October 1, 1978 on the feasibility of operating such a museum.

Provides that: (1) any Indian tribal entity that holds specified lands in Alaska in fee simple may freely alienate and convey such lands to others; (2) upon request, any Indian tribal entity can acquire such lands which are held in trust by the United States; and (3) the corporation organized for the Natives of the village of Kake, Alaska, may retain title to the surface estate in any such lands which are conveyed to it pursuant to the Alaska Native Claims Settlement Act.

Amends the Food and Agriculture Act of 1977 to alter the formula for the distribution of Federal funds to support agricultural research at the 1890 land grant colleges, to assure that such colleges receive funds in fiscal year 1979 and following years at levels at least the same as the present funding levels. Changes the formula for the distribution of the excess over these amounts from the current 50 percent proportionate to the State rural population, 50 percent proportionate to the State farm population alltoment, to a 20 percent in equal proportions, 40 percent to the State rural population, 40 percent proportionate to the State farm population allotment.

Amends the Federal Property and Administrative Services Act of 1949 to direct the Administrator of General Services to fix prices for the establishment, maintenance, and operation of motor vehicle pools and to furnish vehicles and related equipment to requisitioning agencies at prices fixed by the Administrator at levels which will recover all elements of cost. Authorizes the Administrator to include increments for the estimated replacement cost of such vehicles and equipment.

Sikes Act Amendments - Authorizes appropriations to the Secretary of Defense for fiscal years 1979 through 1981 to carry out conservation programs on military reservations and to fulfill responsibilities under cooperative plans, including those for enhancements of fish and wildlife habitat and development of recreation facilities. Authorizes appropriations to the Department of the Interior for fiscal years 1979 through 1981 to carry out conservation programs on public lands, including data collection, research, planning and rehabilitation programs. Authorizes appropriations to the Department of Agriculture for fiscal years 1979 through 1981 for conservation programs. Requires that in requesting funds, the Secretary of Agriculture shall take into account fish and wildlife programs needs identified in State plans as developed under the Forest and Rangeland Renewable Resources Planning Act of 1974.

Uranium Mill Tailings Control Act - Title I: Residual Radioactive Material at Certain Existing Sites - Authorizes the Secretary of Energy to enter into cooperative agreements with designated States under which the Federal Government would pay up to 90 percent of the costs of: (1) assessing the radiation levels of residual radiactive materials from specified former uranium ore processing sites within such States; and (2) limiting the exposure of individuals to such radioactive materials. Exempts certain processing sites from the coverage of this Act. Requires the agreements made by the Secretary and such States include terms providing, among other things, that the Secretary select the appropriate remedial action for limiting radiation exposure after consulting with the State, the Environmental Protection Agency (EPA), and the Nuclear Regulatory Commission, that the States acquire ownership of (1) the land upon which the radioactive materials are located; (2) the residual radioactive materials; and (3) the site selected for disposal of these materials, and that the State transfer ownership and custody of the residual radioactive materials and the disposal site to the United States when the Commission determines that the requisite remedial work has been completed. Grants the prior owner of a processing site acquired by a State the right of first refusal whenever that State seeks to sell that processing site. Requires that States reimburse the Federal Government for costs involved in performing such remedial work from any gain realized by the States in selling land on which processing sites were located. Authorizes mineral recovery contracts between States and any person seeking to recover minerals from such residual radioactive materials upon payment to the State and the United States of specified sums. Directs the Secretary to enter into similar agreements with the Secretary of the Interior and Indian tribes for the assessment of radiation levels and performance of remedial action on lands owned by Indian or held in trust for them. Authorizes payment of 100 percent of the costs of such agreements. Directs the Secretary to conduct a research program on reducing the hazards of exposure to residual radioactive materials. Authorizes the Secretary to establish rules and regulations necessary to carry out the purposes of this Act. Directs EPA to issue standards and criteria for the protection of the general public with respect to radiological and nonradiological hazards associated with the possession and transfer of residual radioactive materials. Permits judicial review of such rules upon petition in the United States Court of Appeals. Authorizes the Nuclear Regulatory Commission to issue rules, regulations or orders requiring specified exempt parties to conduct monitoring and remedial work and to comply with other measures designed to protect the general public from expsoure to residual radioactive materials. Provides for civil penalties for violation of such rules or orders of the Commission. Title II: Uranium Mill Tailings Licensing and Regulation - Amends the Atomic Energy Act of 1954 to require that specified licenses issued under such Act for activities resulting in the production of by- product material have terms assuring that prior to termination of such licenses, (1) the licensee shall comply with the Commission's requirements relating to termination, and (2) ownership of by-product materials and their disposal sites shall be transferred without cost to the United States. Authorizes the Commission to establish standards and instructions insuring that a licensee will provide funds necessary for the completion of Commission requirements relating to reclamation and long-term care of sites, structures and equipment used in conjunction with by-product material. Requires States having authority to regulate by-product materials under an agreement with the Commission to adopt and enforce: (1) standards for the protection of public health and safety from hazards associated with such material; (2) provisions allowing for public notice and public participation in licensing and rulemaking actions; and (3) requirements for the preparation of a written environmental analysis, to be made available to the public prior to approval of any construction activity relating to by-product material. Authorizes the Commission to retain authority under such Federal-State agreements with respect to determining a licensee's compliance with applicable standards and requirements prior to termination of licenses for by-product materials. Provides for civil penalties for violation of rules or orders of the Commission. Authorizes the Administrator of EPA to issue generally applicable standards and criteria for the protection of the environment from radiological and nonradiological environmental hazards associated with by-product material and its disposal. Permits judicial review of such rules upon petition in the United States Court of Appeals. Authorizes appropriations to carry out the provisions of this Act. Makes technical and conforming amendments to the Atomic Energy Act of 1954. Requires the Commission to consolidate licenses and licensing procedures under this Act with licenses and licensing procedures under other authorities contained in the Atomic Energy Act of 1954.

Department of Defense Appropriation Act - Title I: Military Personnel - Appropriates specified sums for fiscal year 1979 to each of the armed forces for pay, allowances, clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and expenses of temporary duty travel between permanent duty stations for military personnel on active duty. Appropriates specified amounts to each Reserve component of the armed forces for personnel costs. Title II: Retired Military Personnel - Appropriates specified sums for retired and retainer pay for retired military personnel. Title III: Operation and Maintenance - Appropriates specified sums for: (1) operation and maintenance expenses for each of the armed forces and their reserve components and for the defense agencies; (2) expenses of the National Board for the Promotion of Rifle Practics; (3) the payment of claims against the Department of Defense; (4) emergency and extraordinary expenses arising in the Department; (5) salaries and expenses of the Court of Military Appeals; and (6) maintenance of budgeted levels of military personnel, operation or maintenance expenses disrupted by fluctuations in foreign currency exchange rates. Title IV: Procurement - Appropriates specifed sums to the various military departments and the defense agencies for the procurement of weapons and defense articles. Title V: Research, Development, Test, and Evaluation - Appropriates specified sums to each of the armed forces and to the defense agencies for research, development, test and evaluation purposes. Title VI: Special Foreign Currency Program - Appropriates a specified sum for payment in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States for expenses in carrying out programs of the Department of Defense. Title VII: Working Capital Funds - Appropriates specified funds for the stock funds of the Army and Air Force. Title VIII: General Provisions - Sets forth the activities for which funds may not be used under this Act. Sets forth limitations on the use of such appropriations. Directs the Secretary of Defense to assist small and minority-owned businesses to participate equitably in the furnishing of commodities and services financed with funds appropriated under this Act. Prohibits the use of appropriations under this Act for the purchase of specified goods in amounts over $10,000 unless such goods are produced in the United States. Title IX: Related Agencies - Makes appropriations for expenses of the Intelligence Community Staff, and for payment to the Central Intelligence Agency Retirement and Disability Fund in order to maintain a proper funding level for the Central Intelligence Agency Retirement and Disability System.

Authorizes the Secretary of the Treasury to guarantee payment of principal and interest on loans in accordance with the provisions of the New York City Loan Guarantee Act of 1978 in amounts not to exceed $1,650,000,000. Appropriates effective October 1, 1978, such amounts as may be necessary for payments of financial obligations guaranteed pursuant to the New York City Loan Guarantee Act of 1978, to remain available until September 30, 1998.

Revenue Act - Title I: Provisions Primarily Affecting Individual Income Tax - Amends the Internal Revenue Code to reduce income taxes for individuals and estates and trusts for taxable years beginning after December 31, 1978. Increases the zero bracket amount to $3,400 for certain surviving spouses and married individuals filing joint tax returns, to $2,300 for unmarried individuals, and to $1,700 for a married individual filing a separate return. Increases for single individuals, surviving spouses, and married individuals filing joint tax returns the minimum income level at which an income tax return must be filed. Adjusts withholding amounts to reflect such increases. Increases the personal exemption from $750 to $1,000. Makes permanent the earned income credit. Repeals tax deductions for State and local taxes on the sale of gasoline, diesel fuel, and other motor fuels. Revises the tax deduction for medical and dental expenses to permit the taxpayer to deduct all expenses relating to medical care, medical insurance, and prescription drugs which exceed three percent of the taxpayer's adjusted gross income. Repeals special provisions allowing itemized deductions for one-half the cost of medical and hospitalization insurance premiums (up to $150) and for medicine and drug expenses which exceed one percent of adjusted gross income. Defines "prescribed drug" to mean a drug or biological requiring a prescription of a physician for its use by an individual. Repeals the tax deduction for contributions to candidates for public office and to political newsletter funds. Requires the inclusion of certain amounts of unemployment compensation in gross income if gross income otherwise exceeds certain prescribed levels for any taxable year. Provides that compensation paid to a State or local government employee which is deferred under an eligible State deferred compensation plan will be includible in the gross income of the participant or beneficiary of such a plan only in the year in which the compensation is paid to the participant or beneficiary. Permits the deferral of the lesser of $7,500 or one-third of such employee's compensation in any taxable year. Sets forth rules for the tax treatment of State deferred compensation plans which do not meet the requirements for an eligible State deferred compensation plan. Provides that the year in which deferred compensation shall be included in the gross income of a participant in a private deferred compensation plan shall be determined in accordance with judicial decisions and tax regulations in effect on February 1, 1978. Allows tax deductions for deferred payments for services performed by independent contractors on the same basis as such deductions are allowed for employees. Title II: Tax Shelter Provisions - Extends to small business corporations and personal holding companies the rule which limits deductions for business losses to amounts which such enterprises actually have at risk. Extends the range of activities subject to the "at risk" rule to all activities engaged in for the production of income, except those relating to real estate. Requires the recapture of "at risk" deductions where the taxpayer withdraws the amount originally placed at risk. Imposes additional civil fines upon partnerships which fail to file timely or accurate partnership returns. Extends the statute of limitations for assessing income tax deficiencies of partnerships required to be registered with the Securities and Exchange Commission to four years after the partnership return is filed. Title III: Provisions Primarily Affecting Business Income Tax - Reduces the maximum corporate income tax rate to 46 percent of taxable income in excess of $100,000. Establishes graduated income tax rates for corporations, ranging over five brackets, from a 17 percent rate on the first $25,000 of corporate income to a maximum 46 percent rate on income over $100,000. Excludes mutual savings banks conducting life insurance business, insurance companies, regulated investment companies, real estate investment trusts, and foreign corporations from the new rates. Makes permanent the ten percent investment tax credit and the $100,000 limitation on used property eligible for the credit. Increases over a four-year period the maximum allowable investment tax credit to $25,000 plus 90 percent of an individual's tax liability which exceeds $25,000. Sets forth alternative limitations on the investment tax credit allowable for taxpayers investing in public utilities, railroads, and airlines. Allows the full investment tax credit for pollution control facilities which are eligible for the 60 month amortization election (presently, only 50 percent of such credit may be offset against tax liability), except to the extent that such facilities are financed by tax-exempt industrial development bonds. Establishes for taxable years beginning in 1979 or 1980 a tax credit equal to 50 percent of the unemployment insurance wages paid by an employer to: (1) individuals who have registered for the work incentive (WIN) program under Title IV (Aid to Families with Dependent Children) of the Social Security Act; (2) mentally or physically disabled individuals referred to the employer under a State plan for vocational rehabilitation; or (3) individuals of ages 18 through 24 who are members of households receiving food stamps. Limits the amount of wages to which the credit is applicable to the first $6,000 of an eligible individual's wages reduced by the amount of such individual's wages paid by the employer in the preceding calendar year. Provides that the amount of unemployment insurance wages eligible for the tax credit cannot exceed 20 percent of the total amount of such wages paid by an employer to all his employees. Increases to $10,000,000 the amount of tax-exempt industrial development bonds which may be authorized as a small issue. Increases from 10 to 15 the number of shareholders a small business may have without losing Subchapter S corporate status. Treats a husband and wife owning stock in a Subchapter S corporation as one stockholder for purposes of determining the number of stockholders in such a corporation. Treats the grantor of a trust owning stock in a Subchapter S corporation as the stockholder. Extends the time period for making a Subchapter S election to the first 75 days after the beginning of the taxable year and allows such an election at any time during the preceding taxable year. Treats any election made after the 75 day period as an election made for the following taxable year. Increases to $1,000,000 the amount of small business corporation stock which a corporation may issue as potentially subject to ordinary loss treatment. Increases to $50,000 ($100,000 for married individuals filing joint tax returns) the amount of loss on small business corporation stock which may be treated as ordinary, rather than capital loss. Repeals the requirement that a corporation issue small business corporation stock pursuant to a plan developed by the corporation. Increases the amount of allowable first year additional depreciation for small business property to 25 percent of the first $20,000 of such property ($40,000 for married individuals filing joint tax returns). Extends eligibility for such depreciation allowance to only those taxpayers whose depreciable property has an aggregate adjusted basis of less than $1,000,000. Exempts from the rule requiring accrual accounting and capitalization of expenses incurred in preproductive periods certain two and three family farm corporations. Exempts farmers, nurserymen, and florists who use an accrual method of accounting and who are not required to capitalize preproductive period expenses from the requirement of taking an inventory of growing crops in computing taxable income. Permits such individuals to change to a cash method of accounting until 1981. Title IV: Capital Gains - Repeals the alternate 25 percent tax rate on the first $50,000 of long term capital gain individual taxpayers. Removes capital gains of individuals and corporations as an item of tax preference for purposes of computing the minimum or maximum tax.

Presidential Records Act - States that the United States shall reserve and retain complete ownership, possession, and control of all Presidential records. Requires the President to assure that the performance of official Presidential duties is adequately documented and that documentary materials be appropriately maintained. Permits the President to dispose only of such records which have no administrative, historical, informational, or evidentiary value if the President obtains the views, in writing, of the Archivist of the United States concerning the proposed disposal schedule of such records, and copies of such schedule and the Archivist's views are submitted to Congress at least 60 days in advance of the proposed disposal. Requires the Archivist to assume custody, control, and preservation of and access to the records of a President upon the conclusion of the President's term of office. Requires the Archivist to place such records in a Presidential archival depository or another archival facility operated by the United States. Authorizes the Archivist to designate, after consultation with the President, a director for each depository or facility. Permits restrictions on access to Presidential records for up to ten years if such documents have been validly classified as secret, relate to a Federal appointment, certain trade secrets or other commercial information obtained under privileged circumstances, consist of confidential communications requesting or submitting advice between the President and his advisers or between advisers, or contain personal information, disclosure of which would constitute an unwarranted invasion of privacy. Establishes limits on the duration of the restriction of disclosure of Presidential records. Subjects Presidential records to subpena or other judicial process for the purposes of any criminal investigation or proceeding. States that such records shall be available to an incumbent President and to either House of Congress. Makes the records of a former President available to such former President or the designated representative of such former President. Applies all provisions of this Act to Vice-Presidential, as well as Presidential records.

Amends the Small Business Act and the Domestic Volunteer Service Act of 1973 to transfer to the Small Business Administration the authority to conduct a program of volunteer assistance for small businesses. Includes the transfer of the SCORE (Service Corps of Retired Executives) and ACE (Active Corps of Executives) programs to the Administration from the ACTION Agency. Increases the maximum allowable compensation and travel expenses for experts and consultants employed by the Administrator of the Small Business Administration to the maximum amounts payable under the executive schedule for Federal employees.

Increases the temporary public debt limit until March 31, 1979 by $414,000,000,000. Amends the Second Liberty Bond Act to increase from $27,000,000,000 to $32,000,000,000 the face amount of bonds with a rate of interest exceeding 4 1/4 percent issued pursuant to such Act.

Amends the Immigration and Nationality Act to repeal specified provisions depriving persons of their United States nationality and citizenship in the following circumstances (1) a person, born outside the United States to parents one of whom was not a United States citizen, and who failed to come to and reside in the United States; (2) a person having dual nationality who sought the benefits of his non-United States nationality; (3) a person who voted or participated in a foreign election; (4) a person who was convicted of desertion from the United States military; (5) a naturalized citizen who resided outside the United States for a specified period of time; and (6) in instances of a minor's parents' expatriation.

Amends the Migratory Bird Hunting Stamp Act to set the fee for Federal migratory-bird hunting and conservation stamps at $5, and authorizes the Secretary of the Interior to raise such fee to $7.50 if funds in the migratory bird conservation fund have been obligated. Directs the Secretary to prohibit the hunting of migratory birds in any State which fails to approve an acquisition of water fowl habitat within a reasonable time.

Amends the Internal Revenue Code to specifically allow a tax deduction for contributions to a tax-exempt black lung disability trust which has as one of its purposes to fund the future liabilities of an employer for claims filed by individuals seeking compensation for disability due to black lung disease. Limits the amount of the deductible contributions to not more than 38 percent of the employer's payroll.
