Foreclosure Relief and Extension for Servicemembers Act of 2014 - Amends the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012 to extend through calendar year 2015 the one-year period after a service member's military service during which: (1) a court may stay proceedings to enforce an obligation on real or personal property owned by the service member before such military service; and (2) any sale, foreclosure, or seizure of such property shall be invalid without a court order or waiver agreement signed by the service member. Revives, effective January 1, 2016 (currently, January 1, 2015), the old nine-month period in place of the one-year period granted by such Act.

Ukraine Freedom Support Act of 2014 - Directs the President to impose three or more specified sanctions against: Rosoboronexport; an entity owned by the government of the Russian Federation or controlled by its nationals that transfers or manufactures or sells defense articles transferred to, Syria or into the territory of a specified country without its government's consent; or a person that knowingly sponsors or provides financial, material, or technological support for, or goods or services to or in support of, such an entity. Authorizes the President to impose three or more specified sanctions against a person that makes a significant investment in a special Russian crude oil project. Authorizes the President to impose additional licensing requirements or other restrictions on the export of items for Russia's energy sector. Directs the President to impose specified sanctions on Gazprom if it is withholding significant natural gas supplies from North Atlantic Treaty Organization (NATO) member countries, or further withholds significant natural gas supplies from countries such as Ukraine, Georgia, or Moldova. Sets forth sanctions against a foreign person, including executive officers of an entity, relating to: Export-Import Bank of the United States assistance, executive agency procurement, arms and dual-use item exports, U.S. property transactions, banking transactions, investing in or purchasing equity or debt instruments, and U.S. entry prohibition or visa revocation. Authorizes the President to impose a prohibition on the opening, and a prohibition or the imposition of strict conditions on the maintaining, in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly engages in significant transactions involving sanctioned persons. Authorizes the President to provide Ukraine with defense articles, services, and training. Directs the Secretary of State (Secretary) to submit a plan to Congress to meet the need for protection of and assistance for internally displaced persons in Ukraine. Directs the President to use U.S. influence at United Nations (U.N.) voluntary agencies to support assistance for internally displaced persons in Ukraine. Urges the Secretary and the Secretary of Defense (DOD) to assist Ukrainian defense sector entities reorient exports from Russian Federation customers to alternative markets in the Ukrainian defense sector that have already significantly reduced exports to and cooperation with Russian defense sector entities. Directs the Secretary and the Secretary of Energy (DOE) to work with Ukrainian officials to develop an emergency energy assistance plan to help Ukraine address the potentially severe heating fuel and electricity shortages facing Ukraine in 2014 and 2015. Directs the Secretary to work with Ukrainian officials to increase energy security by helping Ukraine reduce its dependence on natural gas imported from the Russian Federation. Authorizes FY2016-FY2018 appropriations for such activities. Directs: the Overseas Private Investment Corporation to prioritize support for investments to increase energy efficiency, develop domestic oil and natural gas reserves, and develop renewable energy sources in Ukraine; and the President to use U.S. influence to encourage the World Bank Group, the European Bank for Reconstruction and Development, and other international financial institutions to invest in and stimulate private investment in such projects. Directs the Secretary and the Administrator of the United States Agency for International Development (USAID) to: (1) strengthen democratic civil society in Ukraine, (2) support independent media outlets, and (3) counter government corruption and improve accountability. Directs the Chairman of the Broadcasting Board of Governors to submit to Congress a plan for increasing and maintaining the quantity of Russian-language broadcasting into the countries of the former Soviet Union in order to counter Russian Federation propaganda. Directs the Secretary to: (1) improve and strengthen democratic institutions and political and civil society organizations in the Russian Federation, and (2) expand uncensored Internet and independent media access. Expresses the sense of Congress that the President should: (1) hold the Russian Federation accountable for being in violation of its obligations under the The Intermediate-Range Nuclear Forces (INF) Treaty; and (2) demand that the Russian Federation eliminate the military systems that constitute such violation. States that nothing in this Act shall be construed as an authorization for the use of military force.

Tax Increase Prevention Act of 2014 - Title I: Certain Expiring Provisions - Amends the Internal Revenue Code to extend certain expiring tax provisions relating to individuals, businesses, and the energy sector. Subtitle A: Individual Tax Extenders - Extends through 2014: the tax deduction of expenses of elementary and secondary school teachers; the tax exclusion of imputed income from the discharge of indebtedness for a principal residence; the equalization of the tax exclusion for employer-provided commuter transit and parking benefits; the tax deduction of mortgage insurance premiums; the tax deduction of state and local general sales taxes in lieu of state and local income taxes; the tax deduction of contributions of real property interests for conservation purposes; the tax deduction of qualified tuition and related expenses; and the tax exemption of distributions from individual retirement accounts for charitable purposes. Subtitle B: Business Tax Extenders - Extends through 2014: the tax credit for increasing research activities; the low-income housing tax credit rate for newly constructed non-federally subsidized buildings; the Indian employment tax credit; the new markets tax credit; the tax credit for qualified railroad track maintenance expenditures; the tax credit for mine rescue team training expenses; the tax credit for differential wage payments to employees who are active duty members of the Uniformed Services; the work opportunity tax credit; authority for issuance of qualified zone academy bonds; the classification of race horses as three-year property for depreciation purposes; accelerated depreciation of qualified leasehold improvement, restaurant, and retail improvement property, of motorsports entertainment complexes, and of business property on Indian reservations; accelerated depreciation of certain business property (bonus depreciation); the special rule allowing a tax deduction for charitable contributions of food inventory by taxpayers other than C corporations; the increased expensing allowance for business assets, computer software, and qualified real property (i.e., leasehold improvement, restaurant, and retail improvement property); the election to expense advanced mine safety equipment expenditures; the expensing allowance for film and television production costs and costs of live theatrical productions; the tax deduction for income attributable to domestic production activities in Puerto Rico; tax rules relating to payments between related foreign corporations and dividends of regulated investment companies; the treatment of regulated investment companies as qualified investment entities for purposes of the Foreign Investment in Real Property Tax Act (FIRPTA); the subpart F income exemption for income derived in the active conduct of a banking, financing, or insurance business; the tax rule exempting dividends, interest, rents, and royalties received or accrued from certain controlled foreign corporations by a related entity from treatment as foreign holding company income; the 100% exclusion from gross income of gain from the sale of small business stock; the basis adjustment rule for stock of an S corporation making charitable contributions of property; the reduction of the recognition period for the built-in gains of S corporations; tax incentives for investment in empowerment zones; the increased level of distilled spirit excise tax payments into the treasuries of Puerto Rico and the Virgin Islands; and the tax credit for American Samoa economic development expenditures. Amends the Housing Assistance Tax Act of 2008 to extend through 2014 the exemption of the basic military housing allowance from the income test for programs financed by tax-exempt housing bonds. Subtitle C: Energy Tax Extenders - Extends through 2014: the tax credit for residential energy efficiency improvements; the tax credit for second generation biofuel production; the income and excise tax credits for biodiesel and renewable diesel fuel mixtures; the tax credit for producing electricity using Indian coal facilities placed in service before 2009; the tax credit for producing electricity using wind, biomass, geothermal, landfill gas, trash, hydropower, and marine and hydrokinetic renewable energy facilities; the tax credit for energy efficient new homes; the special depreciation allowance for second generation biofuel plant property; the tax deduction for energy efficient commercial buildings; tax deferral rules for sales or dispositions of qualified electric utilities; and the excise tax credit for alternative fuels and fuels involving liquefied hydrogen. Subtitle D: Extenders Relating to Multiemployer Defined Benefit Pension Plans - Extends through 2015 the automatic extensions of amortization periods for multiemployer defined benefit pension plans and for multiemployer funding rules under the Pension Protection Act of 2006. Title II: Technical Corrections - Tax Technical Corrections Act of 2014 - Makes technical and clerical amendments to: the American Taxpayer Relief Act of 2012; the Middle Class Tax Relief and Job Creation Act of 2012; the FAA Modernization and Reform Act of 2012; the Regulated Investment Company Modernization Act of 2010; the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010; the Creating Small Business Jobs Act of 2010; the Hiring Incentives to Restore Employment Act; the American Recovery and Reinvestment Tax Act of 2009; the Energy Improvement and Extension Act of 2008; the Tax Extenders and Alternative Minimum Tax Relief Act of 2008; the Housing Assistance Tax Act of 2008; the Heroes Earnings Assistance and Relief Tax Act of 2008; the Economic Stimulus Act of 2008; the Tax Technical Corrections Act of 2007; the Tax Relief and Health Care Act of 2006; the Safe, Accountable, Flexible, Efficient Transportation Equity Act of 2005: A Legacy for Users; the Energy Tax Incentives Act of 2005; and the American Jobs Creation Act of 2004. Eliminates provisions in the Internal Revenue Code that are not used in computing current tax liabilities (referred to as deadwood provisions). Title III: Joint Committee on Taxation - Provides that any refund or credit in excess of $5 million due to a C corporation taxpayer may not be made until the Secretary of the Treasury submits a report to the Joint Committee on Taxation providing information on such refund or credit. Title IV: Budgetary Effects - Prohibits the entry of the budgetary effects of this Act on certain PAYGO scorecards.

No Social Security for Nazis Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to consider the following individuals to be removed under the Immigration and Nationality Act and so to have their OASDI benefits terminated: an individual with respect to whom an order admitting the individual to citizenship has been revoked and set aside where such action is based on conduct relating to participation in Nazi persecution, concealment of a material fact about such conduct, or willful misrepresentation about such conduct; and an individual who, pursuant to a settlement agreement with the Attorney General (AG), has admitted to such conduct and has lost status as a U.S. national by renouncing that status. Requires such individuals to have been considered removed under such Act as of the date of the revocation, setting aside, or renunciation. Prohibits such individuals from receiving other Social Security benefits based on the wages and self-employment income of any other individual. Prohibits the payment to such individuals also of any benefits under SSA tile XVI (Supplemental Security Income) (SSI). Requires the AG or the Secretary of Homeland Security (DHS) to notify the Commissioner of Social Security of such revocations, setting asides, and renunciations of nationality.

STELA Reauthorization Act of 2014 - Title I: Communications Provisions - Amends the Communications Act of 1934 to extend until December 31, 2019, the exemption from retransmission consent requirements for satellite retransmissions of network station signals to subscribers located outside of a station's local market who reside in unserved households. Extends until January 1, 2020: (1) the prohibition on exclusive retransmission consent contracts, and (2) the requirement that television broadcast stations and multichannel video programming distributors (MVPDs) negotiate in good faith. Allows the FCC, following a written request with respect to a particular commercial television broadcast station, to add communities to or exclude communities from a station's local market. Directs the FCC to afford particular attention to the value of localism by taking into account: (1) whether the station has been carried historically within such community; (2) whether the station provides coverage or other local service to such community; (3) whether modifying the local market of the television station would promote consumers' access to television broadcast station signals that originate in their state of residence; (4) whether any other television station that is eligible to be carried by a satellite carrier in such community covers news, sporting, and other events of interest to the community; and (5) viewing patterns in households that subscribe, and in households that do not subscribe, to MVPD services. Permits the FCC to determine that communities are part of more than one local market. Prohibits the FCC's market determinations from creating additional carriage obligations that are not technically and economically feasible for a satellite carrier by means of its satellites in operation at the time of the determination. Prohibits a satellite carrier from deleting from carriage the signal of a commercial television broadcast station during the pendency of any such proceeding. Directs the FCC to revise regulations governing the exercise by television broadcast stations of the right to grant retransmission consent. Requires such revised regulations to prohibit television broadcast stations, unless such stations are under common de jure control permitted by the FCC, from: (1) coordinating negotiations or negotiating on a joint basis with another television broadcast station in the same local market to grant retransmission consent to an MVPD, and (2) limiting the ability of an MVPD to carry a television signal that has been deemed significantly viewed (or any other television broadcast signal such distributor is authorized to carry under current laws governing the carriage of local, distant, or significantly viewed television signals by satellite carriers or the carriage of local commercial television signals by cable operators) into the local market of such station. Directs the FCC to review its totality of the circumstances test for good faith negotiations. Delays the FCC's amendments to joint sales agreement (JSA) rules under which a television station that sells more than 15% of the weekly advertising time of another station in the same market is attributed an ownership interest subject to ownership limitations. Provides JSA parties an additional six months to comply with the amended rules. Removes a prohibition against deletion or reposition of a local commercial television station during periods in which major television ratings services measure the size of local television station audiences. Terminates, one year after this Act's enactment, the FCC's set-top box integration ban that prohibits MVPDs from placing in service new navigation devices that perform both conditional access and other functions in a single integrated device. Directs the FCC to establish a working group to identify and recommend standards for a not unduly burdensome, uniform, technology-neutral, software-based, downloadable security system that promotes the competitive availability of such devices. Requires a Comptroller General (GAO) report concerning changes to carriage requirements currently imposed on MVPDs that would be required or beneficial to consumers if Congress implemented a phase-out of statutory compulsory licensing procedures under federal copyright law. Directs satellite carriers to submit annual reports to the FCC regarding: (1) the local markets in which television broadcast station signals are retransmitted with a community of license, and (2) the use and potential use of satellite capacity for the retransmission of local signals in each local market. Terminates such reporting requirements after each satellite carrier has submitted five reports. Requires the FCC to submit to Congress: (1) an analysis of consumers' access to broadcast programming from television broadcast stations located outside their local market, (2) alternatives to designated market areas to provide consumers with more programming options, and (3) recommendations to increase localism in counties served by out-of-state designated market areas. Requires the FCC's annual report on cable rates to include the aggregate average total amount that cable systems pay for retransmission consent. Requires the FCC to establish a streamlined process for the filing of effective competition petitions by small cable operators, particularly those that serve primarily rural areas. Title II: Copyright Provisions - Extends until December 31, 2019, the statutory license under which satellite carriers retransmit distant television broadcast stations to viewers who are unable to receive signals for such stations in their local market. Expands the local service area for cable retransmissions of low power television stations. Title III: Severability - Provides that if any provision of this Act is held to be unconstitutional, the other provisions shall not be affected.

Propane Education and Research Enhancement Act of 2014 - Amends the Propane Education and Research Act of 1996 to direct the Propane Education and Research Council to develop for propane distributors and consumers training programs on strategies to mitigate negative effects of future propane price spikes. Directs the Secretary of Commerce to use the refiner price to end users of consumer grade propane as published by the Energy Information Administration when preparing the annual analysis of changes in the price of propane relative to other energy sources.

Adding Ebola to the FDA Priority Review Voucher Program Act - Amends the Federal Food, Drug, and Cosmetic Act to add filoviruses, a family of viruses that includes the Ebola virus, to the list of tropical diseases under the priority review voucher program, which awards vouchers to sponsors of human drug applications that are approved to prevent or treat tropical diseases. (A voucher entitles the holder to have a future human drug application acted upon by the Food and Drug Administration (FDA) within six months.) Changes the process by which infectious diseases that do not significantly impact developed nations and disproportionately affect poor and marginalized populations can be designated as tropical diseases from rulemaking to order of the Secretary of Health and Human Services (HHS). Allows priority review vouchers to be transferred between sponsors of human drug applications any number of times. Reduces from 365 days to 90 days the advance notice required before submitting a human drug application subject to a priority review voucher.

Allows specified amendments to the Agreement Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland for Cooperation on the Uses of Atomic Energy for Mutual Defense Purposes to be brought into effect as if all requirements of the Atomic Energy Act of 1954 for congressional consideration of those amendments had been satisfied. Subjects such amendments, upon coming into effect, to the requirements of the Atomic Energy Act of 1954, and any other applicable U.S. law, as if they had come into effect in accordance with those requirements.

Continuing Appropriations Resolution, 2015 - Provides continuing FY2015 appropriations to federal agencies at the current annual rate until December 11, 2014, or specified conditions are met. Appropriates funds to federal agencies for continuing projects and activities at the rate and under the authority and conditions provided in the applicable divisions of the Consolidated Appropriations Act, 2014: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2014; the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2014; the Department of Defense Appropriations Act, 2014; the Energy and Water Development and Related Agencies Appropriations Act, 2014; the Financial Services and General Government Appropriations Act, 2014; the Department of Homeland Security Appropriations Act, 2014; the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2014; the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2014; the Legislative Branch Appropriations Act, 2014; the Military Construction and Veterans Affairs, and Related Agencies Appropriations Act, 2014; the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2014; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2014. Provides funding until whichever of the following first occurs: (1) enactment of an appropriation for any project or activity funded in this joint resolution, (2) enactment of the applicable FY2015 appropriations Act without any provision for the project or activity, or (3) December 11, 2014. Extends the operating authority of the Export-Import Bank through June 30, 2015. Provides funding to the Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC) to respond to the outbreak of the Ebola virus in Africa. Extends the Internet Tax Freedom Act through December 11, 2014. Provides U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement with funding flexibility to sustain staffing levels, border security operations, and immigration enforcement activities. Specifies additional changes to existing law and funding levels.

Department of Veterans Affairs Expiring Authorities Act of 2014 - Title I: Extensions of Authority Relating to Health Care - Amends veterans' health benefit provisions to extend through 2015: the requirement that the Secretary of Veterans Affairs (VA) provide nursing home care to certain veterans with service-connected disabilities; the pilot program on counseling in retreat settings for women veterans newly separated from service in the Armed Forces; the pilot program on assistance for child care for certain veterans receiving health care; the requirement for the Director of the Department of Defense-Department of Veterans Affairs Interagency Program Office to report to the Secretary of Defense (DOD), the VA, and Congress on Office activities during the preceding calendar year; and the VA's authority to use physicians other than VA employees to conduct medical disability evaluations of VA benefit applicants. Extends through FY2015: funding for the grant program to provide innovative transportation options to veterans in highly rural areas, the requirement that veterans make specified copayments for each day they receive hospital care and nursing home care from the VA, and the federal government's authority to recover from third parties the cost of care and services furnished to veterans with health insurance contracts for non-service-connected disabilities. Title II: Extensions of Authority Relating to Homelessness - Extends: the current funding level for Comprehensive Service Programs for veterans for FY2015 and each subsequent fiscal year; the authorization of appropriations for Homeless Veterans Reintegration Programs, through FY2015; the authority of the Secretary and the Secretary of Labor to enter into a contract to provide referral and counseling services to certain veterans who are at risk of homelessness, through FY2015; the Secretary's authority to provide treatment and rehabilitation services for seriously mentally ill and homeless veterans, through FY2015; the Secretary's authority to enter into agreements with nonprofit organizations, states, or localities to provide housing assistance to homeless veterans, through FY2015; funding for the provision of financial assistance to private nonprofit organizations or consumer cooperatives for supportive services for very low-income veteran families in permanent housing, through FY2015; funding for the grant program for veterans with special needs, through FY2015; and the authority for the Advisory Committee on Homeless Veterans, through 2017. Title III: Extensions of Authority Relating to Benefits - Extends: the authority for the Veterans' Advisory Committee on Education, through 2017; to loans closed before FY 2015, the method by which the Secretary is to calculate the net value of real property at foreclosure for which there is a veteran's loan, guaranteed by the VA, for the purchase or construction of a home; the upper percentage of the purchases of such foreclosed property that may be financed by a loan from the Secretary, through FY2015; and the Secretary's authority to provide rehabilitation and vocational benefits to members of the Armed Forces with severe injuries or illnesses, through 2015. Title IV: Other Extensions of Authority and Other Matters - Extends: the Secretary's authority to transport individuals to and from VA facilities or any other place in connection with vocational rehabilitation, counseling, or health care that is covered by the VA, through 2015; the Secretary's authority to maintain a regional office in the Philippines, through FY2015; the requirement that the Secretary report to Congress on the disposition of each case recommended to the Secretary for equitable relief from the denial of VA benefits due to administrative error, through 2015; the authority for the Advisory Committee on Minority Veterans, through 2017; the Secretary's authority to provide specially adapted housing assistance to certain veterans who have lost the use of one or both of their lower extremities, through FY2015; and the Secretary's authority to enter into an agreement with National Academy of Sciences (NAS) for a study of the associations between diseases and exposure to dioxin and other chemical compounds in herbicides, through 2015. Requires the Office of Special Counsel to provide veterans with assistance in securing the employment and reemployment rights and benefits to which they are entitled with respect to a federal executive agency or the Office of Personnel Management (OPM). Establishes a process that allows such veterans to file a complaint directly with the Office of Special Counsel. Provides that payments under the Education Debt Reduction Program may be made to the holders of educational loans to cover the principal and interest VA health care personnel owe on such loans. Makes miscellaneous and technical amendments to the Veterans Access, Choice, and Accountability Act of 2014, including those involving: veterans' access to health care from VA and non-VA facilities; collaboration between the VA and the Indian Health Service (IHS) to increase access to, and the quality and coordination of, health care services; and the care provided by the VA's mobile vet centers and mobile medical centers, including readjustment counseling. Requires the Secretary, for purposes of veterans' educational benefits, to disapprove courses of education provided by a public institution of higher learning if the institution charges veterans living in the state higher tuition and fees than it charges in-state residents, regardless of the veteran's state of residence.

Directs the Federal Aviation Administration (FAA) to release the city of St. Clair, Missouri, from all restrictions on the use, encumbrance, conveyance, and closure of the St. Clair Regional Airport. Prohibits such release from being executed before the city transfers to the Missouri Department of Transportation: (1) specified amounts to be used for capital improvements for airport development consistent with such Department's obligations under the FAA's state block grant program; and (2) for no consideration, all airport and aviation-related equipment of the Airport owned by the city and determined to be salvageable. Describes such specified amounts as: (1) the fair market value for the highest and best use of the Airport property; (2) the unamortized portion of any federal development grants other than land paid to the city for use at the airport, which may be paid with, and shall be an allowable use of, airport revenue; and (3) the airport revenues remaining in the Airport's account and otherwise due to or received by the city. United States-Israel Strategic Partnership Act of 2014 - Expresses the sense of Congress that Israel is a major U.S. strategic partner. Amends the Department of Defense Appropriations Act, 2005 to extend authority to transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Amends the Foreign Assistance Act of 1961 to extend authority to make additions to foreign-based defense stockpiles for use as war reserve stocks through FY2015. Directs the President to take steps to make Israel eligible for the strategic trade authorization exception to the requirement for a license for the export, reexport, or in-country transfer of an item subject to certain export controls. Authorizes the President to carry out U.S.-Israel cooperative activities and to provide assistance for cooperation in the fields of energy, water, homeland security, agriculture, and alternative fuel technologies. Directs the President to report to Congress regarding U.S.-Israel cyber cooperation. Expresses the sense of Congress that the Secretary of Homeland Security (DHS) should designate Israel as a visa waiver program county when Israel meets certain program requirements. Amends the Energy Independence and Security Act of 2007 to authorize the Secretary of Energy to: enter into cooperative agreements supporting dialogue and planning involving international partnerships between the Department of Energy (DOE), including DOE National Laboratories, and the government of Israel and its ministries, offices, and institutions; and establish a joint United States-Israel Center based in an area of the United States with offshore energy development expertise to develop academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of geopolitical implications of new natural resource development. Extends, and expands the scope of covered energy, under the grant program to support U.S.-Israel research, development, and commercialization of renewable energy or energy efficiency.

DHS OIG Mandates Revision Act of 2014 - Repeals requirements that the Department of Homeland Security (DHS) Inspector General: (1) conduct an annual evaluation of the cargo inspection targeting system for international intermodal cargo containers; (2) conduct an annual review of the performance by the Coast Guard of its missions, with particular emphasis on its non-homeland security missions; (3) authenticate the National Drug Control Program agencies' annual detailed accounting of all funds expended by such agencies for Program activities for the preceding year prior to its submission to the Director of the Office of National Drug Control Policy; and (4) annually audit and report on the use and effectiveness of DHS grants to a sample of states and high-risk urban areas to prevent, prepare for, protect against, or respond to natural disasters, acts of terrorism, or other man-made disasters.

EARLY Act Reauthorization of 2014 - Amends the Public Health Service Act to reauthorize through FY2019 the Young Women's Breast Health Education and Awareness Requires Learning Young Act of 2009, which supports: (1) campaigns to educate the public and health care professionals about young women's breast health, (2) research into prevention of breast cancer in young women, and (3) support for young women with breast cancer.

Afghan Allies Protection Act of 2014 - Amends the Afghan Allies Protection Act of 2009 to: (1) increase to 4,000 the number of Afghan special immigrant visas available in FY2014, and (2) extend unused visa carryover authority through December 31, 2016. Directs the Secretary of State to temporarily increase the fee or surcharge (by $1.50) for processing machine-readable nonimmigrant visas and machine-readable combined border crossing identification cards and nonimmigrant visas.

Enhance Labeling, Accessing, and Branding of Electronic Licenses Act of 2014 or the E-LABEL Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to promulgate regulations or take other appropriate action to allow manufacturers of radiofrequency devices with display the option to use electronic labeling for the equipment in place of affixing physical labels to the equipment. Defines "radiofrequency device with display" as any equipment or device that: (1) requires the FCC's authorization before the equipment or device may be marketed or sold within the United States, and (2) is capable of digitally displaying required labeling and regulatory information.

Federal Duck Stamp Act of 2014 - Amends the Migratory Bird Hunting and Conservation Stamp Act to increase the price of duck stamps, which are required to hunt migratory waterfowl, from $15 to $25. Authorizes the Department of the Interior to reduce the price of stamps for a hunting year if the increase in the stamp price resulted in a reduction in revenues deposited in the Migratory Bird Conservation Fund. Establishes a subaccount in the Fund to be used by Interior to acquire easements for the conservation of migratory birds. Directs the Secretary of the Treasury to transfer all amounts in excess of $15 from the sale of each stamp to the subaccount. Requires Interior to include in an annual report of the Migratory Bird Conservation Commission an assessment of the status of wetlands conservation projects for migratory bird conservation purposes, including an accounting of all expenditures made for acquisition of federal lands.

EPS Service Parts Act of 2014 - Amends the Energy Policy and Conservation Act to exempt external power supplies (EPS) for four years from energy conservation standards established by the Department of Energy in 2014. (EPS convert household electric current into direct current or lower-voltage alternating current to operate a consumer product such as a laptop computer or smart phone.) Applies this exemption to service parts or spare parts for products that were manufactured before February 10, 2016.

Examination and Supervisory Privilege Parity Act of 2014 - Amends the Consumer Financial Protection Act of 2010, with respect to the supervision of nondepository covered persons, to include state agencies that licence, supervise, or examine the offering of consumer financial products or services among the regulatory agencies with which the Consumer Financial Protection Bureau (CFPB) is required to coordinate its supervisory activities. Declares that the sharing of information with such regulators, authorities, and agencies shall not be construed as waiving, destroying, or otherwise affecting any privilege claimed by nondepository covered persons under federal or state law regarding such information as to any person or entity other than the CFPB, agency, supervisor, or authority.

May 31, 1918 Act Repeal Act - Repeals the 1918 Act (authorizing the establishment of a town site on the Fort Hall Indian Reservation in Idaho). Grants the Shoshone-Bannock Tribes of the Fort Hall Reservation the exclusive right of first refusal to purchase at fair market value any land offered for sale within the Fort Hall Townsite. Requires the United States to hold in trust for the benefit of the Tribes or a member of the Tribes, as applicable, any land owned or acquired by the Tribes or a member of the Tribes within the Fort Hall Townsite before, on, or after this Act's enactment.

Highway and Transportation Funding Act of 2014 - Continues from October 1, 2014, through May 31, 2015, and authorizes appropriations through that period for, specified federal-aid highway programs under: the Moving Ahead for Progress in the 21st Century Act (MAP-21), the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Technical Corrections Act of 2008, the Transportation Equity Act for the 21st Century (TEA-21), the National Highway System Designation Act of 1995, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), and other specified law. Subjects funding for such programs generally to the same manner of distribution, administration, limitation, and availability for obligation, but at a specified pro rata of the total amount, as funds authorized for appropriation out of the Highway Trust Fund (HTF) for such programs and activities for FY2014. Amends MAP-21 to authorize appropriations out of the general fund of the Treasury for the Tribal High Priority Projects program for the same period. Prescribes an obligation ceiling of $26,800,569,863 for federal-aid highway and highway safety construction programs for the same period. Authorizes appropriations from the HTF (other than the Mass Transit Account) for administrative expenses of the federal-aid highway program for the same period. Extends for the same period the authorization of appropriations for specified National Highway Traffic Safety Administration (NHTSA) safety programs (including administrative expenses) and Federal Motor Carrier Safety Administration (FMCSA) programs. Requires a specified amount of the total amount apportioned to states for highway safety programs for a cooperative program to research and evaluate priority highway safety countermeasures for the same period. Amends the Dingell-Johnson Sport Fish Restoration Act to continue, for the same period, the authorized distribution of funds for coastal wetlands, recreational boating safety, projects under the Clean Vessel Act of 19921, boating infrastructure projects, and the National Outreach and Communications Program. Extends the apportionment of nonurbanized (rural) area formula grants for competitive grants and formula grants for public transportation on Indian reservations for the same period. Extends the apportionment of urbanized area formula grants for passenger ferry projects for the same period. Extends for the same period the authorization of appropriations from the HTF Mass Transit Account for: (1) formula grants for public transportation; (2) research, development demonstration, and deployment projects; (3) the transit cooperative research program; (4) technical assistance and standards development grants; (5) human resources and training grants; (6) capital investment grants; and (7) administration expenses. Allocates, for the same period, certain amounts to states and territories for formula bus and bus facilities grants. Authorizes appropriations for the same period for hazardous materials (hazmat) transportation safety projects. Authorizes the Secretary of Transportation (DOT) to make certain expenditures from the Hazardous Materials Emergency Preparedness Fund for the same period. Amends the Internal Revenue Code to extend through May 31, 2015, the authority for expenditures from: (1) the HTF Highway and Mass Transit Accounts, (2) the Sport Fish Restoration and Boating Trust Fund, and (3) the Leaking Underground Storage Tank Trust Fund. Makes appropriations out of the Treasury to the HTF Highway and Mass Transit Accounts. Makes appropriations out of the Leaking Underground Storage Tank Trust Fund and transfers them to the HTF Highway Account. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend, through September 30, 2024, certain customs user fees for the processing of merchandise entered or released into the United States.

Traumatic Brain Injury Reauthorization Act of 2014 - Amends the Public Health Service Act to authorize appropriations through FY2019 for traumatic brain injury (TBI) prevention and surveillance or registry programs. Reauthorizes through FY2019 the programs of grants to: (1) states and Indian consortia for TBI services, and (2) protection and advocacy systems for the purpose of enabling the systems to provide services to individuals with TBI. Directs the Secretary of Health and Human Services (HHS) to develop a plan for improved coordination of federal activities with respect to traumatic brain injury that will: review interagency coordination efforts; identify areas for improved coordination between federal agencies and programs, including those with a focus on serving individuals with disabilities; and incorporate feedback from stakeholders, including individuals with TBI and their caregivers. Directs the Centers for Disease Control and Prevention (CDC) to review the scientific evidence related to brain injury management in children and identify opportunities for research.

Improving Medicare Post-Acute Care Transformation Act of 2014 or the IMPACT Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to: (1) require post-acute care (PAC) providers to report standardized patient assessment data, data on quality measures, and data on resource use and other measures; (2) require the data to be interoperable to allow for its exchange among PAC and other providers to give them access to longitudinal information so as to facilitate coordinated care and improve Medicare beneficiary outcomes; and (3) modify PAC assessment instruments applicable to PAC providers for the submission of standardized patient assessment data on such providers and enable assessment data comparison across all such providers. Directs the Secretary to: (1) provide confidential feedback reports to PAC providers on their performance with respect to required measures; and (2) arrange for public reporting of PAC provider performance on quality, resource use, and other measures. Directs the Medicare Payment Advisory Commission (MEDPAC) to: (1) evaluate and recommend to Congress features of PAC payment systems that establish, or a unified PAC payment system that establishes, payment rates according to characteristics of individuals instead of according to the PAC setting where the Medicare beneficiary involved is treated; and (2) recommend to Congress a technical prototype for a PAC prospective payment system. Directs the Secretary to reduce by 2% the update to the market basket percentage for skilled nursing facilities which do not report assessment and quality data. Directs the Secretary to study: (1) the effect of individuals' socioeconomic status on quality, resource use, and other measures for individuals under the Medicare program; and (2) the impact on such measures of specified risk factors.

Preventing Sex Trafficking and Strengthening Families Act - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act (SSA) to require the state plan for foster care and adoption assistance to demonstrate that the state agency has developed policies and procedures for identifying, documenting in agency records, and determining appropriate services with respect to, any child or youth over whom the state agency has responsibility for placement, care, or supervision who the state has reasonable cause to believe is, or is at risk of being, a victim of sex trafficking or a severe form of trafficking in persons. Authorizes a state, at its option, to identify and document any individual under age 26 without regard to whether the individual is or was in foster care under state responsibility. Adds as state plan requirements: (1) the reporting to law enforcement authorities of instances of sex trafficking, as well as (2) the locating of and responding to children who have run away from foster care. Includes sex trafficking data in the adoption and foster care analysis and reporting system (AFCARS). Directs the state agency to report immediately information on missing or abducted children or youth to law enforcement authorities for entry into the National Crime Information Center (NCIC) database of the Federal Bureau of Investigation (FBI) and to the National Center for Missing and Exploited Children. Requires the designated state authority or authorities to: (1) develop a reasonable and prudent parent standard for the child's participation in age or developmentally appropriate extracurricular, enrichment, cultural, and social activities; and (2) apply this standard to any foster family home or child care institution receiving funds under title IV part E. Directs the Secretary to provide assistance to states on best practices for devising strategies to assist foster parents in applying a reasonable and prudent parent standard in a specified manner. Makes it a purpose of the John H. Chafee Foster Care Independence Program to ensure that children who are likely to remain in foster care until age 18 have regular, ongoing opportunities to engage in age or developmentally-appropriate activities. Authorizes increased appropriations for the program beginning in FY2020. Limits to children age 16 or older the option, in an initial permanency hearing, of being placed in a planned permanent living arrangement other than a return to home, referral for termination of parental rights, or placement for adoption, with a fit and willing relative (including an adult sibling), or with a legal guardian. Prescribes documentation and determination requirements for such an option. Gives children age 14 and older authority to participate in: (1) the development of their own case plans, in consultation with up to two members of the case planning team; as well as (2) transitional planning for a successful adulthood. Specifies additional requirements for a case plan. Requires the case review system to assure that foster children leaving foster care because of having attained age 18 (or a greater age the state has elected), unless in foster care less than six months, are not discharged without being provided with a copy of their birth certificate, Social Security card, health insurance information, copy of medical records, and a driver's license or equivalent state-issued identification card. Amends SSA title XI to establish the National Advisory Committee on the Sex Trafficking of Children and Youth in the United States. Amends SSA title IV part E to extend through FY2016 revise certain requirements for the adoption incentive program, renaming it the adoption and legal guardianship incentive payments program. Requires states to report annually to the Secretary on the calculation and use of savings resulting from the phase-out of eligibility requirements for adoption assistance. Preserves the eligibility of a child for kinship guardianship assistance payments when a guardian is replaced with a successor guardian. Requires notification of parents of a sibling, where the parent has legal custody of the sibling, when a child is removed from parental custody. Extends the family connection grant program through FY2014. Revises requirements for international child support recovery. Grants Indian tribes access to the Federal Parent Locator Service (FPLS). Expresses the sense of the Congress about the offering of voluntary parenting time arrangements. Sets forth requirements for data exchange standards for improved interoperability. Amends part D (Child Support and Establishment of Paternity) of SSA title IV to give the employer the option of using electronic transmission methods prescribed by the Secretary for income withholding in the collection and disbursement of child support payments.

Federal Information Security Modernization Act of 2014 - Amends the Federal Information Security Management Act of 2002 (FISMA) to: (1) reestablish the oversight authority of the Director of the Office of Management and Budget (OMB) with respect to agency information security policies, and (2) set forth authority for the Secretary of Homeland Security (DHS) to carry out the operational aspects of such policies for information systems. Requires the Secretary to develop and oversee implementation of operational directives to agencies to implement the Director's standards and guidelines, as well as the requirements of this Act. Authorizes the Director to repeal operational directives that are not in accordance with the Director's policies. Requires the Secretary (currently, the Director) to ensure the operation of the federal information security incident center (FISIC). Provides for OMB's information security authorities to be delegated to the Director of National Intelligence (DNI) for certain systems operated by an element of the intelligence community. Directs agency heads to ensure that: (1) senior agency officials, including chief information officers, carry out their information security responsibilities; and (2) all personnel are held accountable for complying with the agency-wide information security program. Requires agencies to notify Congress of discovered security incidents within seven days. Directs agencies to submit an annual report regarding major incidents to OMB, DHS, Congress, and the Comptroller General (GAO). Authorizes GAO to provide technical assistance to agencies and inspectors general, including by testing information security controls and procedures. Directs FISIC to provide agencies with intelligence about cyber threats, vulnerabilities, and incidents for risk assessments. Requires OMB to revise OMB Circular A-130 to eliminate inefficient and wasteful reporting. Directs the Information Security and Privacy Advisory Board to advise and provide annual reports to DHS. Requires OMB to establish procedures for agencies to follow in the event of a breach involving disclosure of personally identifiable information, including requirements for notice to affected individuals, FISIC, and Congress.

National Cybersecurity and Communications Integration Center Act of 2014 - Amends the Homeland Security Act of 2002 to authorize an operations center in the Department of Homeland Security (DHS) to carry out the responsibilities of the DHS Under Secretary responsible for overseeing critical infrastructure protection, cybersecurity, and related DHS programs with respect to security and resilience. Specifies activities that may be carried out, including: (1) federal civilian information sharing; (2) sharing of cybersecurity threat, vulnerability, impact, and incident information and analysis by and among federal, state, and local government entities and private sector entities; and (3) providing technical assistance and recommendations to federal and non-federal entities. Requires the operations center to be composed of: (1) representatives of federal agencies, including civilian and law enforcement agencies and elements of the intelligence community; and (2) state and local governments and other non-federal entities, including private sector owners and operators of critical information systems. Provides the Under Secretary with discretion as to whether governmental or private entities are included in the operations center or are provided assistance or information.

Bill Williams River Water Rights Settlement Act of 2014 - Authorizes, ratifies, and confirms the Big Sandy River-Planet Ranch Water Rights Settlement Agreement between the Hualapai Tribe, the Department of of the Interior, the Arizona Game and Fish Commission, the Arizona Department of Water Resources, and the Freeport Minerals Corporation. Authorizes, ratifies, and confirms the Hualapai Tribe Bill Williams River Water Rights Settlement Agreement between the Tribe, the United States as trustee for the Tribe, and Freeport Minerals Corporation. Directs the Secretary of Interior to execute both agreements. Sets forth provisions regarding the waiver, release, and retention of specified water rights claims.

Honor Flight Act - Directs the Administrator of the Transportation Security Administration (TSA) to establish a process for providing expedited and dignified passenger screening services for veterans traveling on an Honor Flight Network private charter, or another not-for-profit organization that honors veterans, to visit war memorials built and dedicated to honor their service.

Reauthorizes provisions of the Defense Production Act of 1950 (provides authority for the President and federal agencies to prepare for national defense, military conflicts, disasters, or acts of terrorism using the domestic industrial base to supply materials and services) through September 30, 2019. Revises requirements relating to the Defense Production Act Committee to: (1) direct the Committee to coordinate and plan (currently, advise the President) according to specified priorities and allocation authorities; (2) require the Chairperson to be the head of the agency to which the President has delegated primary responsibility for government-wide coordination of such activities; and (3) require the Chairperson to appoint a coordinator of Committee activities (currently, the President appoints an Executive Director). Expands the Committee's annual report to Congress to include a description of contingency planning by federal agencies, legislative recommendations, and updated copies of federal agencies' rules to promote national defense under both emergency and nonemergency conditions. Requires federal agencies delegated defense production authority to review such rules annually and make updates whenever appropriate. Prohibits the President from: (1) delegating a determination to execute a contract for an industrial resource, material, or critical technology that is essential to national defense; (2) executing contracts for such capabilities unless the purchases are the most cost effective, expedient, and practical alternative method for meeting the need; and (3) taking action to correct an industrial resource shortfall without congressional authorization if such action would cause the aggregate outstanding amount of all such actions to exceed $50 million.

Coast Guard Authorization Act for Fiscal Years 2015 and 2016 - Authorizes FY2015-FY2016 appropriations for the Coast Guard. Authorizes: (1) specified levels of end-of-year strength for active duty personnel and military training student loads; (2) leasing of submerged lands and tidelands under the control of the Coast Guard for periods longer than five years; (3) the establishment of an Interagency Arctic Maritime Domain Awareness Committee; and (4) the Secretary of Homeland Security (DHS) to construct or lease hangar, berthing, and messing facilities in the Arctic Region and Bering Sea-Aleutian Islands operating area. Requires the Coast Guard to be the sole supplier of icebreaking services to federal agencies, unless the Coast Guard is unable to provide the services. Amends policies related to Coast Guard personnel and their families, including retirement, employment, debt cancelation, child care, education, orders to return to active duty for emergencies, medical care reimbursements, and housing. Increases specified fines and penalties. Requires the Secretary to provide prompt notice of casualties to state and tribal governments. Applies the Coast Guard's drug testing reporting requirements to applicants for federal employment. Establishes a Support of Seafarers Fund. Requires the Secretary to publish a final rule implementing the proposed rule "Vessel Requirements for Notices of Arrival and Departure, and Automatic Identification System." Amends provisions of the Federal Water Pollution Control Act (commonly known as the Clean Water Act) related to area contingency plans for the discharge of oil and hazardous substances Sets forth provisions concerning the Coast Guard's response to oil spills.
