Amends the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT ACT) Act of 2001 to extend from December 31, 2005, to July 1, 2006, provisions of that Act and the "lone wolf" provision of the Intelligence Reform and Terrorism Prevention Act of 2004. (The lone wolf provision redefined "agent of a foreign power" to permit issuance of Foreign Intelligence Surveillance Act of 1978 (FISA) orders targeting terrorists without a showing that they are members of a terrorist group or agents of such a group or of any other foreign power.)

Federal Deposit Insurance Reform Conforming Amendments Act of 2005 - Amends the Federal Deposit Insurance Act to make technical and conforming amendments relating to: (1) government deposits; (2) insurance of trust funds; (3) insurance logo for insured depository institutions and insured credit unions; and (4) the credit union share insurance fund. Sets forth technical and conforming amendments relating to: (1) assessments and repeal of special rules relating to minimum assessments and free deposit insurance; (2) replacement of a fixed designated reserve ratio with a reserve range; and (3) merger of the Bank Insurance Fund (BIF) and the Savings Association Insurance Fund (SAIF) into the Deposit Insurance Fund (DIF). Establishes the DIF. Prescribes guidelines for borrowing for the DIF from insured depository institutions and Federal Home Loan Banks. Requires reports to Congress on: (1) refunds, dividends, and credits from the DIF; (2) the Federal Deposit Insurance Corporation (FDIC) structure and expenses and certain activities and further possible changes to the deposit insurance system; and (3) a biannual FDIC survey of efforts by insured depository institutions to bring those individuals and families who have rarely, if ever, held a checking account, a savings account, or other type of transaction or check cashing account at an insured depository institution (the unbanked) into the conventional finance system. Amends the following Acts relating to the merger of the BIF and SAIF to reflect the changes made by this Act: (1) the Revised Statutes of the United States; (2) the Federal Reserve Act; (3) the Federal Home Loan Bank Act; (4) the Home Owners' Loan Act; (5) the National Housing Act; (6) the Financial Institutions Reform, Recovery, and Enforcement Act of 1989; (7) the Gramm-Leach-Bliley Act; and (8) the Bank Holding Company Act of 1956.

Makes technical corrections to the Solid Waste Disposal Act as amended by the Energy Policy Act of 2005 with respect to: (1) regulation of underground storage tanks; and (2) government-owned tanks. Extends the authorization of appropriations for the underground storage tank regulation program through FY2011. Amends the Energy Policy Act of 2005 to permit funds awarded under the Clean Coal Power Initiative for Fischer-Tropsch to be used to finance the cost of loan guarantees for projects that have been awarded such funds. Authorizes the Department of Energy to use for loan guarantee purposes certain funds awarded under the Clean Coal Power Initiative to implement a certain project located in a taconite-producing region that is entitled to enter into a long-term contract approved by a state public utility commission to sell at least 450 megawatts of output to a utility.

TANF and Child Care Continuation Act of 2005 - Extends through March 31, 2006, the Temporary Assistance for Needy Families (TANF) program under part A of title IV of the Social Security Act (SSA) and the national random sample study of child welfare and child welfare waiver authority under SSA. Requires the Secretary, for FY2006-FY2010, to reduce the amount of each state grant involving a bonus to reward a decrease in the state's illegitimacy ratio by an equal percentage necessary to ensure that the total amount of such grants paid does not exceed $73 million.

Amends Public Law 109-77 to extend until December 31, 2005, specified continuing appropriations for FY2006. Declares that, notwithstanding such date, funds shall be available and obligations for mandatory payments due on or about November 1, 2005, December 1, 2005, and January 1, 2006.

Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act of 2005 - Authorizes additional FY2006 funds for bilateral assistance programs in the Democratic Republic of the Congo under the Foreign Assistance Act of 1961, the Agricultural Trade Development and Assistance Act of 1954, and the Arms Export Control Act. Expresses the sense of Congress that: (1) the government of the Democratic Republic of the Congo must be committed to achieving specified policy objectives if U.S. and international efforts are to be effective in bringing relief, security, and democracy to the country; and (2) the international community is providing substantial funding that is giving the government of the Democratic Republic of the Congo an opportunity to make progress towards such policy objectives but this assistance cannot continue in perpetuity. Authorizes the Secretary of State to withhold assistance if the government of the Democratic Republic of the Congo is not making sufficient progress towards accomplishing such policy objectives. States that the President should appoint a Special Envoy for the Great Lakes Region to resolve the instability and insecurity in Eastern Congo and to enhance regional harmonization of U.S. policies and assistance programs. Directs the United States to use its influence in the U.N. Security Council to: (1) address exploitation at the United Nations Peacekeeping Mission in the Democratic Republic of the Congo (MONUC); (2) ensure that appropriate codes of conduct and programs for sexual abuse prevention and trafficking in persons are undertaken by the United Nations; (3) strengthen MONUC; (4) ensure that the recruiting and arming of children in the Democratic Republic of the Congo is halted; (5) strengthen the arms embargo; (6) allow for more effective protection of natural resources in the Democratic Republic of the Congo; and (7) press countries in the Congo region to help facilitate an end to the violence in the Democratic Republic of the Congo. Directs the President to use U.S. influence to seek to increase international humanitarian and development assistance for the Democratic Republic of the Congo.

Milk Regulatory Equity Act of 2005 - Amends the the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to subject specified Class I milk handlers (including producer-handlers) to federal milk marketing order minimum and uniform price requirements applicable to the county in which the plant of the handler is located, at federal order class prices, if the handler has packaged fluid milk product route dispositions, or sales of packaged fluid milk products to other plants, in a marketing area located in a state that requires handlers to pay minimum prices for raw milk purchases. Exempts from such provision: (1) a handler operating a nonpool plant; (2) a producer-handler for any month during which packaged fluid milk route dispositions and sales to other plants are less than three million pounds of milk; or (3) specified handlers whose fluid milk products are disposed of as route dispositions or transfers, or whose dispositions or transfers are in states requiring minimum prices for raw milk purchases. Subjects a Class I milk handler in the Arizona-Las Vegas marketing area (Order 131) to minimum milk price requirements for any month in which the handler distributes in such area at least three million pounds of Class I products from his or her own production. States that minimum milk price and exemption provisions under this Act shall not be construed as affecting, expanding, or contracting the treatment of producer-handlers except as provided for by such provisions. Excludes Nevada from federal milk marketing orders.

Water Resources Research Act Amendments of 2005 - Amends the Water Resources Research Act of 1984 to require each water resources research and technology institute to plan, conduct, or otherwise arrange for competent applied and peer reviewed research that fosters specified goals, including creating new water supplies and solving water supply problems. Directs the Secretary to evaluate each institute at least once every three (currently, five) years to determine, among other things, the effectiveness of its water resources research. Reauthorizes appropriations for FY2006-FY2010, including additional appropriations for research focused on interstate water problems. Requires the Secretary, as part of the annual budget submission to Congress, to provide a crosscut budget detailing expenditures on institute activities and a report on the annual increase in water supplies, annual water yields, advances in water infrastructure improvements, and the level of applied research. Limits amounts utilized for administrative costs to 5% (currently, 15%) of appropriated sums.

Wool Suit Fabric Labeling Fairness and International Standards Conforming Act - Amends the Wool Products Labeling Act of 1939 to declare that specified wool products, including cashmere, are misbranded if their average diameter of wool fiber does not meet certain standards of fineness. Authorizes the Federal Trade Commission to adopt additional standards or deviations.

Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to extend through 2006 mental health parity provisions, which require group health plans to treat equally mental health benefits and medical and surgical benefits for purposes of lifetime limits or annual limits on benefits covered by the plan.

Directs the Secretary of Agriculture to convey two specified parcels of National Forest System (NFS) land in Forest County, Wisconsin, to the towns of Laona and Wabeno, at their request, for use as industrial park sites in exchange for the appraised fair market value of the parcels. Authorizes the Secretary to sell specified parcels of NFS land located in Florence and Langlade counties, Wisconsin, for fair market value. Makes the proceeds available to the Secretary to acquire land for inclusion in the Chequamegon-Nicolet National Forest.

Second Higher Education Extension Act of 2005 - Amends the Higher Education Extension Act of 2005 (P.L. 109–81) to extend the programs under the Higher Education Act of 1965 (HEA) through March 31, 2006. Amends HEA to extend: (1) limitations on a special allowance for loans from the proceeds of tax exempt issues; and (2) an effective date limitation on increased teacher loan forgiveness benefits.

Passport Services Enhancement Act of 2005 - Amends the Passport Act of June 4, 1920 to authorize the Secretary of State to establish and collect a passport application surcharge in order to cover the costs of meeting the increased passport demand resulting from specified compliance actions under the Intelligence Reform and Terrorism Prevention Act of 2004. States that such authority may not be exercised after September 30, 2010.

Coast Guard Hurricane Relief Act of 2005 - Commends and thanks the Coast Guard (CG) for its outstanding efforts in response to Hurricane Katrina. Expresses the sense of Congress that the CG should play a major role in any future national emergency or disaster caused by a natural event in a U.S. coastal or offshore area. Authorizes the Secretary of the department in which the Coast Guard is operating (Secretary) to temporarily extend the duration of merchant mariners' licenses or documents or vessel certificates of registry issued to an individual until not later than February 28, 2006, if such individual is a resident of: (1) Alabama, Mississippi, or Louisiana; or (2) any other state, and the individual's records are located in a CG facility in New Orleans that was damaged by Hurricane Katrina, or were damaged or lost as a result of it. Authorizes the Secretary to extend the duration or the validity of a certificate of inspection or a certificate of compliance issued for up to three months for a vessel inspected by a CG Marine Safety Office located in Alabama, Mississippi, or Louisiana. Authorizes CG members assigned to duty in support of units in the Eighth CG District area to mitigate the consequences of, or assist in the recovery from, Hurricane Katrina during the period from August 28, 2005, to January 1, 2006, and who would lose accumulated leave in excess of 60 days as a result of such assignment, to retain an accumulated total of up to 90 days of leave.

State High Risk Pool Funding Extension Act of 2005 - Amends the Public Health Service Act to reauthorize funds for grants to states for the creation and initial operation of a qualified high risk pool. Amends provision requiring the Secretary of Health and Human Services to award grants to states with existing qualified high risk pools to cover the state's losses to: (1) increase the maximum allowable premium charged under a qualified high risk pool to 200% of the premium for applicable standard risk rates; (2) allow such grants to be made to entities that operate such a pool under applicable state law; and (3) change the allocation of such grants to give 40% to eligible states equally, 30% based on the number of uninsured individuals in the state, and 30% based on the number of enrollees in a state's qualified high risk pool. (Currently, all funds are allotted based solely on the number of uninsured individuals in the state.) Requires a state which charges premiums that exceed 150% of the premium for applicable standard risks to use at least 50% of the grant amount to reduce premiums for enrollees. Requires the Secretary to award grants to states with qualified high risk pools for the provision of supplemental consumer benefits, including: (1) low-income premium subsidies; (2) a reduction in premium trends, actual premiums, or other cost-sharing requirements; and/or (3) an expansion or broadening of the pool of individuals eligible for coverage. Revises the definition of "qualified high risk pool" to allow a state to elect to meet the requirement to provide all eligible individuals with health insurance coverage by utilizing an acceptable alternative mechanism that includes a high risk pool as a component.

Children's Safety and Violent Crime Reduction Act of 2005 - Sex Offender Registration and Notification Act - Requires each state, territory, and federally recognized Indian tribe to maintain a sex offender registry. Prescribes registration, notification, and verification requirements and penalties for violations. Establishes the Jessica Lunsford Address Verification Program and the Megan Nicole Kanka and Alexandra Nicole Zapp Community Program (notification). Requires the Attorney General to: (1) maintain a National Sex Offender Registry at the Federal Bureau of Investigation (FBI); (2) maintain the Dru Sjodin National Sex Offender Public Website; (3) establish a Sex Offender Management Assistance program; (4) carry out a demonstration project on the use of electronic monitoring devices to manage sex offenders; (5) assist jurisdictions in apprehending sex offenders who violate registration requirements; and (6) make registration enforcement grants. Prescribes enhanced penalties for: (1) using a controlled substance to facilitate a sex offense; (2) violent crimes against persons under age 18; (3) sexual offenses against children; (4) conduct relating to child prostitution; (5) aggravated sexual assault; and (6) sexual abuse of a ward. Establishes within the Department of Justice an Office on Sexual Violence and Crimes against Children to administer sex offender-related registration, notification, and assistance programs. Amends: (1) the DNA Identification Act of 1994 to expand the scope of DNA (deoxyribonucleic acid) samples to be included in the Combined DNA Index System; and (2) the DNA Analysis Backlog Elimination Act of 2000 to authorize the Attorney General to collect DNA samples from individuals who are arrested, detained, or convicted under U.S. authority. Calls for state implementation of the Attorney General's model code on investigating missing persons and deaths. Requires background checks and fingerprint-based checks of national crime information databases and state child abuse registries before approval of foster or adoptive placements. Sets forth provisions regarding: (1) the civil commitment of sexually dangerous persons; and (2) grants for state civil commitment programs for such persons. Amends the federal criminal code to: (1) establish recordkeeping requirements for the production of matter containing simulated sexually explicit conduct; and (2) prohibit the production, with the intent to transport in interstate commerce, of obscene matter. Sets forth provisions concerning: (1) judicial branch security; (2) specified crimes against federal officials, judges, law enforcement officers, public safety officers, jurors, and witnesses; and (3) grants to states for witness protection programs, threat assessment databases, juvenile and young adult witness assistance programs, and reentry courts. Authorizes federal judges and prosecutors to carry firearms. Modifies and expands code prohibitions against, and penalties for, criminal street gang activity. Increases penalties for various offenses, including interstate travel or transportation or violent crimes in aid of racketeering. Establishes additional penalties for violent crimes relating to drug trafficking, for using interstate commerce to commit multiple murders, and for certain crimes committed by illegal aliens. Authorizes grants to hire additional prosecutors, and fund technology, equipment, and training, to increase accurate identification of gang members and violent offenders. Directs the Attorney General to award grants for state and local reentry courts. Authorizes the Attorney General to provide a grant to a private, nonprofit organization to undertake specified activities to promote crime prevention.

Gulf Opportunity Zone Act of 2005 - Amends the Internal Revenue Code to: (1) establish a Gulf Opportunity Zone (GO Zone) in areas affected by Hurricane Katrina to provide tax benefits (e.g., tax-exempt bond financing, low-income housing credits, accelerated depreciation and increased expenses of business assets, extended carrybacks of net operating losses for businesses and timber producers, and tax credits for investment in a GO Zone and for the retention of employees working in a GO Zone) for individual and businesses in those areas; (2) provide federal guarantees for certain bonds issued by the states of Alabama, Louisiana, or Mississippi; (3) establish opportunity zones in areas affected by Hurricanes Rita (Rita GO Zone) and Wilma (Wilma GO Zone) and extend tax benefits currently available in the Gulf Opportunity Zone to individuals and businesses affected by Hurricanes Rita and Wilma; and (4) authorize the Secretary of the Treasury to allow the tax deduction for traveling expenses for certain taxpayers away from home for more than a year due to a major disaster. Expresses the sense of Congress that the Secretary should designate a series of bonds or certificates as Gulf Coast Recovery Bonds in response to Hurricanes Katrina, Rita, and Wilma.

Authorizes the Secretary of State to provide for U.S. participation in the Regional Emerging Disease Intervention Center ("REDI Center") in Singapore. Amends the Foreign Service Act of 1980 to credit Department of State medical reimbursements to the currently available appropriation account, which shall be available for expenditure during the fiscal year received or longer as may be provided by law. Amends the Diplomatic Security Act to authorize the Secretary to not convene an Accountability Review Board to conduct an inquiry for incidents that involve serious injury, loss of life, or significant property destruction at a U.S. mission in Iraq or Afghanistan during the period of October 1, 2005 through September 30, 2009. Requires the Secretary, in the case of such an incident, to: (1) notify the appropriate congressional committees; and (2) investigate the incident and report to such committees. Increases the maximum post-differential and danger pay allowance for a Foreign Service employee to 35% of base pay. Amends the Foreign Service Act of 1980 respecting grievance procedures. Amends the Foreign Relations Authorization Act, Fiscal Year 2003 to make the International Broadcasting Bureau personal services contracting pilot program permanent, and increase personnel levels to 100. Authorizes the Department to provide in advance funds available for official residence expenses to those persons currently eligible to receive such reimbursement. Amends the United States International Broadcasting Act of 1994 to authorize the Broadcasting Board of Governors to pay the primary and secondary education costs of dependents of personnel stationed in the Commonwealth of the Northern Mariana Islands, including certain transportation costs, if the Board determines that the schools available in the Commonwealth are unable to provide an adequate education. Limits such payments to amounts similarly permitted to Department of Defense (DOD) dependents' educational expenses in the Commonwealth.

Instructs the Federal Energy Regulatory Commission (FERC), upon licensee request, to: (1) extend the period for commencing construction of project works 4656 (Arrowrock Hydroelectric Project, Idaho) for a period of three years if the license for the project is in effect on the date of the enactment of this Act; or (2) reinstate the license and extend the period for commencing construction of such project works for an additional three-year period if the project license has been terminated before the date of enactment of this Act.

United States-Bahrain Free Trade Agreement Implementation Act - Approves the United States-Bahrain Free Trade Agreement entered into with the government of Bahrain and the statement of administrative action proposed to implement it. Authorizes the President to proclaim actions, and other appropriate officers of the U.S. government to issue regulations, necessary to ensure appropriate implementation of any provision of this Act that takes effect on the date the Agreement enters into force. Provides for: (1) administration of dispute settlement proceedings; and (2) specified tariff modifications. Prescribes requirements for: (1) enforcement of textile and apparel rules of origin; (2) actions for relief from imports benefiting from the Agreement; and (3) certain textile and apparel safeguard measures. Amends the Trade Agreements Act of 1979 to make eligible for U.S. government procurement any product or service of a foreign country or instrumentality that is a party to a free trade agreement that entered into force with respect to the United States between December 31, 2005, and July 2, 2006.

Predisaster Mitigation Program Reauthorization Act of 2005 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to reauthorize through FY2008 the program of technical and financial assistance to states and local governments for cost-effective predisaster hazard mitigation measures. Amends the Disaster Mitigation Act of 2000 to extend through September 30, 2007, the deadline for completion by the Director of the Congressional Budget Office of a study estimating the reduction in federal disaster assistance that has resulted and is likely to result from enactment of such Act.

Authorizes the Secretary of the Navy to enter into a contract for the nuclear refueling and complex overhaul of the U.S.S. Carl Vinson. Places a limit of $89 million on FY2006 funds that may be so used. Allows additional amounts to be obligated for such work for FY2006 only to the extent authority is expressly provided by law, and funds are appropriated by law, for such obligations. Provides conditions on subsequent contract payments. Allows such contract without regard to new spending prohibitions contained in P.L. 109-77 (making continuing appropriations for FY2006).

Stolen Valor Act of 2005 - Amends the federal criminal code to expand the prohibition against wearing, manufacturing, or selling military decorations or medals without legal authorization to prohibit purchasing, soliciting, mailing, shipping, importing, exporting, producing blank certificates of receipt for, advertising, trading, bartering, or exchanging such decorations or medals without authorization. Prohibits falsely representing oneself as having been awarded any decoration or medal authorized by Congress for the Armed Forces or any of the service medals or badges. Increases penalties for violations if the offense involves a distinguished service cross, an Air Force Cross, a Navy Cross, a silver star, or a Purple Heart.

Amends the Internal Revenue Code to extend through 2006 the: (1) allowance of certain nonrefundable tax credits against regular and alternative minimum tax liability; (2) election to deduct state and local sales taxes in lieu of state and local income taxes; (3) tax credit for increasing research activities; (4) tax deduction for higher education tuition and related expenses; (5) tax deduction for elementary and secondary school teacher expenses; (6) authority to issue qualified zone academy bonds; (7) Indian employment tax credit and accelerated depreciation for business property on Indian reservations; (8) tax deduction for corporate donations of computer technology and equipment for educational purposes; (9) eligibility provisions for the medical savings accounts tax deduction; (10) accelerated depreciation of leasehold and restaurant improvements; (11) suspension of the taxable income limit on percentage depletion for oil and natural gas from marginal properties; (12) certain tax benefits for investment in District of Columbia Enterprise Zones; (13) possession tax credit for American Samoa; and (14) parity requirement for the application of group health plan limits to mental health benefits; and (15) authority for certain Internal Revenue Service (IRS) undercover operations. Revises the work opportunity and welfare-to-work tax credits to: (1) consolidate such credits into a single tax credit and extend the consolidated tax credit through 2007; (2) repeal income eligibility requirements for ex-felons; and (3) increase the age limit for food stamp eligibility from 25 to 35. Extends through 2007 the expensing allowance for environmental remediation costs, including remediation of petroleum products. Extends through 2008 the exemption of active financial services income from Subpart F taxation. Extends through 2010 the: (1) tax credit for retirement savings contributions (saver's credit); (2) increased expensing allowances for depreciable business assets; and (3) reduced tax rates for capital gains and dividend income.

Authorizes the President to transfer to the Republic of Korea U.S. Department of Defense (DOD) obsolete or surplus munitions, equipment, and materiel (such as tanks, trucks, artillery, mortars, general purpose bombs, repair parts, barrier material, and ancillary equipment) that are intended for use as reserve stocks for the Republic of Korea and that are stockpiled in the Republic of Korea or Japan. States that: (1) the value of such concessions shall be at least equal to the transferred items' fair market value, less any DOD savings (which may not exceed the fair market value of the items transferred) from the avoidance of removal or disposition costs; and (2) such concessions may include cash compensation, services, waiver of charges otherwise payable by the United States (such as charges for demolition of U.S.-owned or U.S.-intended munitions), and other items of value. Terminates such transfer authority three years after the date of the enactment of this Act. Directs the Secretary of DOD to certify to the appropriate congressional committees whether or not the items in the War Reserves Stockpile for Allies, Korea available for transfer to the Republic of Korea are of any utility to the United States for: (1) counterterrorism operations; (2) contingency operations; (3) training; or (4) stockpile, pre-positioning, or war reserve requirements. Terminates the War Reserves Stockpile for Allies, Korea program at the conclusion of such transfer. Directs DOD to remove or dispose of any remaining items in the War Reserves Stockpile for Allies, Korea.

Southern Oregon Bureau of Reclamation Repayment Act of 2005 - Authorizes any landowner within the Rogue River Valley Irrigation District or the Medford Irrigation District of Oregon to repay, at any time, the construction costs of project facilities allocated to that owner's lands, notwithstanding specified provisions of the Reclamation Reform Act of 1982. Provides that: (1) nothing in this Act modifies any contractual rights between the two districts and the United States or any rights, obligations, or relationships between the districts and their landowners as governed by Oregon law; and (2) upon discharge in full of the repayment obligation, the lands at issue shall not be subject to ownership and full-cost pricing limitations under reclamation and irrigation provisions. Directs the Secretary of the Interior, upon request, to provide certification of the landholder's freedom from such limitations.

Deficit Reduction Omnibus Reconciliation Act of 2005 - Provides for reconciliation of the budget for FY2006 pursuant to H.Con.Res. 95 (congressional budget resolution) by the Senate Committees on: (1) Agriculture, Nutrition, and Forestry; (2) Banking, Housing, and Urban Affairs; (3) Commerce, Science, and Transportation; (4) Energy and Natural Resources; (5) Environment and Public Works; (6) Finance; (7) Health, Education, Labor, and Pensions; and (8) the Judiciary. Agricultural Reconciliation Act of 2005 - Provides for: (1) reduction of commodity program payments; (2) a forfeiture penalty for nonrecourse sugar loans; (3) cotton competitiveness; (4) national dairy market loss payments; (5) advance direct payments; (6) a conservation reserve program; (7) a conservation security program; (8) environmental quality incentives program; and (9) an initiative for future agriculture and food systems. Safe and Fair Deposit Insurance Act of 2005 - Provides for: (1) establishment of the Deposit Insurance Fund; and (2) a merger of the Bank Insurance Fund and the Savings Association Insurance Fund into it. Deposit Insurance Reform Act of 2005 - Revises requirements for deposit insurance. FHA Asset Disposition Act of 2005 - Provides for Federal Housing Administration asset disposition. Digital Transition and Public Safety Act of 2005 - Provides for: (1) an extension of a television broadcast license that authorizes analog television service; (2) additional deadlines for the recovered analog spectrum; (3) supplemental license fees; (4) establishment of the Digital Transition and Public Safety Fund; and (5) additional funds for the essential air service program. Authorizes leasing, development, production, and transportation of oil and gas in and from the Arctic National Wildlife Refuge 1002 Coastal Plain Area (ANWR). Makes technical corrections to the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Amends the Social Security Act regarding: (1) payment for prescription drugs under Medicaid; (2) long-term care under Medicaid; (3) eliminating fraud, waste, and abuse in Medicaid; (3) state financing under Medicaid; (4) revising the Medicaid and State Children's Health Insurance (SCHIP) programs; and (5) an option for Hurricane Katrina disaster states to delay application. Amends the Higher Education Act of 1965 (HEA) with respect to student loans. Hurricane Katrina Higher Education Recovery Act - Requires waiver authority and modifications to certain HEA provisions with respect to certain students and institutions affected by Hurricane Katrina. Directs the Inspector General of the Department of Education to audit and investigate each program carried out by the Department that includes response and recovery activities related to Hurricane Katrina. Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise Pension Benefit Guaranty Corporation (PBGC) premiums. Higher Education Amendments of 2005 - Amends HEA with respect to specified higher education programs. Amends: (1) the Education of the Deaf Act of 1986; (2) the United States Institute of Peace Act; (3) the Higher Education Amendments of 1998; and (4) the Tribally Controlled College or University Assistance Act of 1978. Navajo Nation Higher Education Act of 2005 - Reauthorizes the Navajo Community College Act. Changes the name of the Navajo Community College to Dine College. Amends the Immigration and Nationality Act to recapture unused employment-based immigrant visas and to impose fees for immigration services for intracompany transferees.

National Flood Insurance Program Further Enhanced Borrowing Authority Act of 2005 - Amends the National Flood Insurance Act of 1968 to increase from $3.5 billion to $8.5 billion, through FY2008, the total amount which the Director of the Federal Emergency Management Agency (FEMA) may borrow from the Secretary of the Treasury with the President's approval to carry out the flood insurance program.

Amends federal law declaring that, for purposes of determining the date on which an Indian tribe received a certain reconciliation report for purposes of applying a statute of limitations, any such report provided to or received by an Indian tribe in response to specified requirements under the American Indian Trust Fund Management Reform Act of 1994 shall be deemed to have been received no earlier than December 31, 1999. (The required report is one by the Secretary of the Interior to specified congressional committees identifying for each tribal trust fund account for which the Secretary is responsible a balance reconciled as of September 30, 1995.) Extends from December 31, 1999, to December 31, 2005, the earliest date on which the Indian tribe shall be deemed to have received the reconciliation report. (This allows a longer statute of limitations for the filing of claims against the United States.)
