Amends the law making continuing appropriations for FY 2004 (the law) to increase from $3.8 billion to $7.667 billion the limitation on new loan guarantee commitments of the Federal Housing Administration (FHA), General and Special Risk Insurance Fund, for the period of applicability of the law. Allows such increase only: (1) after a certification by the Director of the Office of Personnel Management to the congressional appropriations committees that the use of such authority will not result in loan guarantee commitments for all of FY 2004 at a level in excess of the limitation set forth in the FY 2003 appropriations Act, and that the apportionment of loan commitment authority provided for the Fund and the FHA Mutual Mortgage Insurance Fund is in compliance with the terms and conditions set forth in the law; (2) if the authority for such increase applies only to new commitments issued after the enactment of this Act; and (3) if nothing in this Act is construed to pardon or release a Government officer or employee for violations of Federal law prohibiting an officer or employee from expending amounts in excess of appropriated amounts or expending sequestered amounts (the Antideficiency Act) or other applicable laws. Amends the law making continuing appropriations to provide a $141.4 million rate of operations for the Federal Aviation Administration Operations Account Staff Offices line of business.

Preserving Independence of Financial Institution Examinations Act of 2003 - Amends Federal criminal law to subject to criminal penalties: (1) personnel of a financial institution who offer a loan or gratuity to a financial institution examiner; and (2) a financial institution examiner who accepts such loan or gratuity. Excludes from the meaning of financial institution covered by this Act a credit union, a Federal Reserve Bank, a Federal home loan bank, or a depository institution holding company.

Mental Health Parity Reauthorization Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to extend mental health parity provisions through 2004.

Anti-counterfeiting Amendments of 2003 - Rewrites Federal criminal code provisions regarding trafficking in counterfeit labels. Prohibits knowingly trafficking in: (1) a counterfeit label affixed to, enclosing, or accompanying (currently, affixed to) a phonorecord, a copy of a computer program, a copy of a motion picture or other audiovisual work, or documentation or packaging; or (2) counterfeit documentation or packaging. Expands the definition of "counterfeit label" to include a genuine label that is: (1) distributed for a product for which it was not intended, without authorization of the copyright owner; or (2) altered to falsify the number of authorized copies, the authorized user, or the edition of the program. Authorizes the court, when a person is convicted of violating this Act, to order the forfeiture and destruction or other disposition of any equipment, device, or material used to manufacture, reproduce, or assemble the counterfeit labels. Authorizes a copyright owner who is injured, or threatened with injury, by a violation of this Act to bring a civil action in U.S. district court. Authorizes the court: (1) to grant one or more temporary or permanent injunctions to prevent or restrain violations of this Act; (2) to order the impounding of any article in the alleged violator's custody or control that the court has reasonable cause to believe was involved in a violation; and (3) to award to the injured party reasonable attorney fees and costs, actual damages, and any additional profits of the violator or statutory damages, as specified. Sets forth provisions regarding subsequent violations and limitation on actions.

Extends through March 15, 2004, any program, authority, or provision, including any pilot program, that is authorized under the Small Business Act or the Small Business Investment Act of 1958 as of September 30, 2003. Amends the Small Business Investment Act of 1958 to increase from 1.38 to 1.46 the percentage fee authorized to be charged by the Small Business Administration to cover the cost of guaranteeing certain participating securities issued by small business investment companies.

Medical Devices Technical Corrections Act - Amends the Federal Food, Drug, and Cosmetic Act, as amended by the Medical Device User Fee and Modernization Act of 2002, to revise medical device fee schedule provisions. Revises facility inspection and accredited inspector provisions, including permitting a company that markets at least one medical device in the United States and one medical device in another country to satisfy inspection requirements by: (1) certifying that a foreign country recognizes Food and Drug Administration (FDA) inspection; and/or (2) marketing its devices in a country that recognizes third party inspectors. (Current law requires a company to meet both requirements.) Includes within permitted electronic labeling provisions in vitro diagnostic devices intended for use by health care professionals or in blood establishments. Extends the effective date of the provision deeming a device introduced into interstate commerce to be misbranded if the identification of the manufacturer is not conspicuously displayed from 18 months to 36 months after enactment of the Medical Device User Fee and Modernization Act of 2002 (October 26, 2002). Permits a person to sell a device under the humanitarian exemption from certain effectiveness requirements for more than its research, fabrication, and distribution costs if: (1) such device is intended for pediatric treatment or diagnosis; and (2) the exemption request is made on or after October 1, 2007. (Defines "pediatric patient" as a patient under 14 years old at the time of treatment or diagnosis.)

National Museum of African American History and Culture Act - Establishes within the Smithsonian Institution (SI) the National Museum of African American History and Culture, to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans that encompass the period of slavery, the era of reconstruction, the Harlem renaissance, the civil rights movement, and other periods of the African American diaspora. Establishes the National Museum of African American History and Culture Council to: (1) advise and assist the SI Board of Regents on Museum planning, design, construction, operation, and budgets; and (2) have responsibility and authority with respect to the Museum's collections and work, subject to the Board of Regents' general policies. Requires the Secretary of SI to appoint a Director to manage the Museum. Authorizes the Director of the Museum to carry out educational and liaison programs in support of Museum goals. Requires the Director of the Institute of Museum and Library Services to establish specified grant, scholarship, internship, and fellowship programs relating to African American museums. Directs the Board of Regents to select the Museum's site from one of four specified sites on, adjacent to, or near the national mall. Requires the Board of Regents to pay costs of planning, design, and construction of the Museum on the chosen site as follows: 50 percent from Federal funds and 50 percent from non-Federal sources. Directs the Council and the Board of Regents, in carrying out their duties under this Act, to consider the reports and plans submitted by the National Museum of African American History and Culture Plan for Action Presidential Commission under the National Museum of African American History and Culture Plan for Action Presidential Commission Act of 2001 (Public Law 107-106).

Amends the Bend Pine Nursery Land Conveyance Act to direct the Secretary of Agriculture to offer to sell for recreational use the Bend Pine Nursery Administrative Site to the Bend Metro Park and Recreation District, Deschutes County, Oregon. Directs the Secretary to convey for no consideration certain land for educational use to Administrative School District No. 1, Deschutes County, Oregon.

National Archives and Records Administration Efficiency Act of 2003 - Requires the Archivist of the United States to promulgate regulations establishing a streamlined process for extending agency records retention periods beyond those periods specified in disposal schedules. Authorizes the Records Center Revolving Fund of the U.S. Treasury to cover expenses for uniforms for National Archives and Records Administration (NARA) personnel. Authorizes the Archivist to collect reasonable fees for the occasional, non-official use of NARA facilities and related services by the public and to use such fees for educational and public program purposes. Authorizes the Archivist to enter into cooperative agreements that involve the transfer of NARA funds to State and local governments, other public entities, educational institutions, or private nonprofit organizations to carry out NARA programs.

Brown Tree Snake Control and Eradication Act of 2003 - Expresses the sense of Congress that there is a need for better coordinated control, interdiction, research, and eradication of the brown tree snake. Requires all Federal agencies to take measures to prevent the introduction or spread of the snake in the United States and to fund programs for the control and eradication of the snake. Directs the Secretaries of the Interior and Agriculture to: (1) fund snake control, interdiction, research, and eradication efforts; (2) establish quarantine protocols to prevent the introduction or spread of the snake in the United States; and (3) establish a committee to be known as the Brown Tree Snake Control and Eradication Committee to coordinate activities among Federal agencies and between the U.S. Government and State, territorial, and local governments for the control, interdiction, research, and eradication of the snake. Designates the brown tree snake as: (1) an agricultural pest under the Federal Insecticide, Fungicide, and Rodenticide Act; and (2) non-mailable matter.

SUTA Dumping Prevention Act of 2003 - Amends the Social Security Act (SSA) with respect to administration of unemployment taxes and benefits. Revises SSA title III (Grants to States for Unemployment Compensation Administration) to require State unemployment compensation laws, as a condition of State eligibility for such grants, to provide for transfer of unemployment experience upon transfer or acquisition of a business. Directs the Secretary of Labor to study and report to Congress on State implementation of such requirement. Revises SSA title IV part D (Child Support and Establishment of Paternity) to direct the Secretary of Health and Human Services to disclose information on individuals and their employers in the National Directory of New Hires to a State agency that, for purposes of administering a Federal or State unemployment compensation law, transmits such individuals' names and social security account numbers to the Secretary. Requires such disclosure only to the extent that it would not interfere with effective operation of the part D program.

Overseas Private Investment Corporation Amendments Act of 2003 - Amends the Foreign Assistance Act of 1961 to continue through FY 2007 the authority of the Overseas Private Investment Corporation (OPIC) to issue investment insurance and guaranties. Authorizes OPIC to make transfers from its noncredit activities to pay for administrative costs of its investment guaranties and direct loan programs as well as (under current law) to pay for their subsidy costs. Changes to a noncredit account revolving fund in the Treasury the current insurance and guaranty fund, with its separate Insurance Reserve and Guaranty Reserve accounts, hereby abolished. Revises requirements for the OPIC Board of Directors to require the seven U.S. Government directors to be principal officers (currently, officials) whose duties relate to OPIC programs. Extends OPIC investment insurance coverage to loss of investment in an approved project due to expropriation or confiscation by any political subdivision of, or a corporation owned or controlled by, a foreign government (currently, expropriation or confiscation only by the foreign government itself). Authorizes OPIC to issue loan guaranties: (1) denominated in currencies other than U.S. dollars (local currencies); and (2) to local financial institutions, that is, any bank or financial institution organized under the laws of any country or area in which the OPIC operates, but excluding a branch, however organized, of a bank or other financial institution organized under the laws of a country in which OPIC does not operate. Directs OPIC to collect and report annually to Congress about data on the involvement of minority- and women-owned businesses in OPIC-supported projects, including: (1) the amount of insurance and financing provided by OPIC to such businesses; and (2) the involvement of such businesses in OPIC-conducted and -supported procurement activities (to the extent such information is available).

Provo River Project Transfer Act - Conveys the Provo Reservoir Canal and the Pleasant Grove Property to the Provo River Water Users Association. Conveys the Salt Lake Aqueduct to the Metropolitan Water District of Salt Lake and Sandy, Utah. Confirms that all existing contracts are not impaired in any way. Requires payment of net present value for the land, but allows a deduction for reimbursements described in the Contributed Funds Act Agreement. Provides that the Association and the District are no longer entitled to reclamation benefits with respect to the transferred land or facilities.

Marine Turtle Conservation Act of 2003 - Directs the Secretary of the Interior to use amounts in the Multinational Species Conservation Fund to finance projects for the conservation of marine turtles and their nesting habitats in foreign countries. Authorizes the Secretary to approve projects that help recover and sustain viable populations of marine turtles in the wild by assisting conservation programs in foreign countries. Gives preference to projects which: (1) are designed for long-term conservation of marine turtles and their nesting habitats; and (2) have matching funds available. Establishes the Marine Turtle Conservation Fund as a separate account in the Multinational Species Conservation Fund. Authorizes the Secretary to convene an advisory group of individuals representing public and private organizations actively involved in the conservation of marine turtles.

Amends the Department of Defense Appropriations Act, 2003 to extend through November 7, 2003, the waiver of certain conditions on the planning, design, or construction of a chemical weapons destruction facility in Russia.

Craig Recreation Land Purchase Act - Requires: (1) that, if the City of Craig, Alaska (the City), tenders all right, title, and interest of the City in and to the municipal lands identified as the "Sunnahae Trail and Recreation Parcel and Craig Cannery Property" and dated August 2003, to the Secretary of Agriculture not later than six months after the date the City receives the results of the Secretary's appraisal, the Secretary shall accept such tender; (2) the City to use the funds received for such transfer to purchase the "Wards Cove Property"; (3) that the lands being transferred shall be of equal value; (4) the Secretary, prior to any conveyance under this Act, to conduct the appraisal of the municipal lands in accordance with specified standards; and (5) that the municipal lands received by the Secretary shall become part of the Tongass National Forest.

National Flood Insurance Program Reauthorization Act of 2004 - Amends the National Flood Insurance Act of 1968 to extend through 2004: (1) the authority under which the Director of the Federal Emergency Management Agency may issue notes and other obligations to the Secretary of the Treasury for the purpose of carrying out the national flood insurance program; (2) the authority to enter into new flood insurance contracts; (3) requirements for carrying out emergency implementation of the flood insurance program; and (4) the authorization of appropriations for carrying out studies under the Act.

American Indian Probate Reform Act of 2003 - Amends the Indian Land Consolidation Act to revise the requirements for testamentary and nontestamentary disposition of interests in trust, restricted lands, and personal property of an Indian. Repeals the limitation of any devise of an interest in trust, restricted land, or personal property to a decedent's Indian spouse. Retains permission to devise such an interest to the Indian tribe with jurisdiction over the land. Adds permission to devise such an interest to any lineal descendant of the testator or any person who owns a preexisting undivided trust or restricted interest in the same parcel of land in trust or restricted status. Considers such a devise as the devise of the interest in trust or restricted status, unless: (1) language in the will clearly evidences the testator's intent that the interest is to vest in the devisee as a fee interest without restrictions; or (2) the interest devised is a life estate. Limits the order of the devise of an interest in trust or restricted land as a life estate or in fee for an interest not devised according to the general rule. Permits the owner of an interest in trust or restricted personal property to devise such an interest to any person or entity. States that if a testator devises interests in the same parcel of trust or restricted (currently, restricted) lands to more than one person, in the absence of express language (currently, language) in the devise to the contrary, the devise shall be presumed to create joint tenancy with the right of survivorship in the interests (currently, land) involved. Provides for the partition and purchase of highly fractionated Indian land by eligible Indian tribes. Prescribes means by which co-owners of trust or restricted interests in a parcel of land may enter into surface leases of such parcel without the Secretary of the Interior's approval. Declares that nothing in this Act shall be construed to limit or otherwise affect the application of any Federal law requiring the Secretary to approve mineral leases or other agreements for the development of the mineral interest in trust or restricted land. Allows interests in a parcel of trust or restricted land in the decedent's estate, under specified conditions, to be purchased at probate in accordance with this Act. Prohibits the Secretary from approving a tribal probate code that prevents the devise of an interest in trust or restricted land by an Indian lineal descendant of the original allottee, or an Indian who is not a member of the tribe with jurisdiction over the interest, unless it provides for the renouncing of interests, the reservation of life estates, and payment of fair market value. Provides that the authority available to an Indian tribe to acquire an interest in trust or restricted land devised by the owner to a non-Indian shall not apply if the interest is part of a family farm that is devised to a member of the decedent's family, and the devisee agrees that the Indian tribe will have the opportunity to acquire the interest for fair market value if it is offered for sale to an entity that is not a member of the family of the owner of the land. Makes the fractional interest acquisition program permanent. Sets forth procedures with respect to the sale of interests to Indian landowners. Requires the Secretary to place a lien on any revenue accruing to an acquired fractional interest until the Secretary provides for the removal of the lien under specified conditions, and upon payment into the Acquisition Fund of an amount equal to the purchase price of that interest. Provides that the rules of intestate succession under the Indian Land Consolidation Act or a tribal probate code approved under such Act or regulations promulgated under it shall apply to that land for which patents have been executed and delivered. Requires the Secretary to award grants to nonprofit entities to provide legal assistance services for Indian tribes, individual owners of interests in trust or restricted lands, or Indian organizations pursuant to Federal poverty guidelines. Requires the Secretary to notify each Indian landowner of specified information concerning each tract of trust or restricted land in which the Indian landowner has an interest. Prohibits such individual from being denied access to the information. Directs the Secretary to develop a pilot project for the creation and management of private and family trusts for interests in trust or restricted lands. Presumes an undivided trust, restricted interest in a parcel of land owned by a person, or such related property to be abandoned after a specified six-year period, and subject to this Act. Requires the Secretary to give: (1) written notifications to all heirs before holding a hearing to determine the heirs to trust or restricted property, or making a decision determining such heirs; and (2) an annual notice, response form, and a change of name and address form to owners of interests in trust or restricted land.

Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to make a technical amendment to the definition of qualifying State used for purposes of giving certain States operating under waivers of specified State plan requirements the authority to use up to 20 percent of their FY 1998 through 2001 SCHIP allotments, for fiscal years in which they are available, for paying the costs of covering under Medicaid (SSA title XIX) certain low-income children whose family income meets an income eligibility standard under such waivers of at least 185 percent of the poverty line. Extends the meaning of qualifying State to include waivers first implemented, and 185 percent-of-the-poverty-line eligibility standards operating, on several specified dates to allow additional States (New Mexico, Maryland, Hawaii, and Rhode Island) to use such portion of their unspent SCHIP funds for covering such children under Medicaid.

Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan, 2004 - Makes emergency supplemental appropriations for FY 2004 for military and foreign affairs operations concerning Iraq and Afghanistan, including for Iraqi relief and reconstruction. Makes appropriations to the Department of Defense (DOD) for: (1) military personnel; (2) operation and maintenance (O&M); (3) overseas humanitarian, disaster, and civic aid; (4) the Iraq Freedom Fund; (5) procurement; (6) research, development, test and evaluation; (7) Defense Working Capital Funds and the National Defense Sealift Fund; (8) the Defense Health Program; (9) drug interdiction and counter-drug activities related to Afghanistan; and (10) the Intelligence Community Management Account. Allows DOD O&M funds to be used to: (1) provide logistical support to coalition forces supporting military and stability operations in Iraq; and (2) enhance the capability of the New Iraqi Army and the Afghan National Army to combat terrorism and support U.S. military operations in Iraq and Afghanistan. Appropriates funds to DOD to be used only for recovery and repair of damage due to natural disasters, including Hurricane Isabel. Earmarks specified O&M funds for the Commander's Emergency Response Program (urgent Iraqi humanitarian relief). Makes appropriations for: (1) the Department of Homeland Security for the Coast Guard for costs related to Hurricane Isabel damage; (2) military construction; and (3) military family housing O&M. Authorizes the Secretary of Defense to use O&M funds for military construction projects in support of Operation Iraqi Freedom or the Global War on Terrorism. Makes appropriations for: (1) Department of Justice for general legal activities; (2) diplomatic and consular programs and emergencies in the diplomatic consular service; (3) embassy security, construction, and maintenance; (4) contributions for international peacekeeping activities; (5) international broadcasting operations; (6) the United States Agency for International Development; (7) the Economic Support Fund; (8) international disaster and famine assistance; (9) international narcotics control and law enforcement; (10) nonproliferation, anti-terrorism, demining, and related programs; (11) the Foreign Military Financing Program; and (12) peacekeeping operations to support the global war on terrorism. Makes appropriations for: (1) the Iraq Relief and Reconstruction Fund for security, relief, rehabilitation, and reconstruction in Iraq; and (2) the Coalition Provisional Authority in Iraq. Requires: (1) public disclosure of noncompetitive contracting for the reconstruction of infrastructure in Iraq; (2) monthly reports from the Coalition Provisional Authority on Iraqi oil production and revenues; and (3) quarterly reports from the President on military operations and reconstruction efforts in Iraq and Afghanistan.

Authorizes the President to award congressional gold medals posthumously, to their next of kin, on behalf of Reverend Joseph A. DeLaine, Harry and Eliza Briggs, and Levi Pearson, in recognition of their contributions to the Nation as pioneers in South Carolina in the effort to desegregate public schools that led directly to the landmark desegregation case of Brown et al. v. the Board of Education of Topeka et al. Directs that amounts received from the sale of duplicate bronze medals be deposited in the U.S. Mint Public Enterprise Fund.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Amends Federal law to transfer from the Joint Committee on Printing to the Public Printer authority over the individuals responsible for preparing indexes of the Congressional Record. (Currently the Joint Committee designates to the Public Printer competent persons who are employees of the Congressional Record Index Office.) Transfers employees of the Congressional Record Index Office (as well as their accrued annual and sick leave) to the Government Printing Office.
