Reforming Intelligence and Securing America Act This bill reauthorizes Title VII of the Foreign Intelligence Surveillance Act (FISA) for five years and makes changes to FISA, including certain restrictions on surveillance under Section 702. (Sec. 702 concerns electronic surveillance of non-U.S. persons believed to be outside the United States to obtain foreign intelligence information. Information about U.S. persons may incidentally be acquired by this type of surveillance and subsequently searched or "queried" under certain circumstances.) The bill places statutory limits on querying the contents of information collected under Section 702, including prohibiting Federal Bureau of Investigation (FBI) personnel from making U.S. person queries without prior approval by certain FBI supervisors or attorneys unless the query might mitigate or eliminate a threat to life or serious bodily harm; requiring the FBI Deputy Director to approve certain politically sensitive query terms (such as those that identify certain elected and appointed officials); prohibiting the involvement of political appointees in the approval process for such politically sensitive query requests; and requiring the FBI Director to establish consequences for noncompliant querying of U.S. person terms, including zero tolerance for willful misconduct. Other provisions include requiring applications for a surveillance order under FISA to be supported by sworn statements and limiting the use of information in such applications derived from political organizations or media sources, increasing criminal penalties related to FISA, and requiring adverse consequences (e.g., suspension without pay or removal) for government officers and employees who engage in intentional misconduct with respect to proceedings before the Foreign Intelligence Surveillance Court or the Foreign Intelligence Surveillance Court of Review.

Veterans' Compensation Cost-of-Living Adjustment Act of 2024 This act requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2024. The bill requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.

Commission to Study the Potential Transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution Act This bill establishes a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution. Within two years of its first meeting, the commission must submit a report, fundraising plan, and legislative recommendations to Congress and the President. The report must address certain issues, including (1) the impact of the museum on educational and governmental efforts to study and counter anti-Semitism, and (2) financial and legal considerations associated with the potential transfer.

Transportation Security Screening Modernization Act This bill directs the Transportation Security Administration (TSA) to streamline the process for individuals applying for or renewing enrollment in multiple security threat assessment (STA) programs, in particular the Transportation Worker Identification Credential (TWIC) and the Hazardous Materials Endorsement (HME) programs. Among other things, the TSA must permit an individual to enroll at a TSA-authorized enrollment center once and use the application, as well as information generated by TSA’s vetting, to enroll in any other programs; permit an individual to enroll in more than one STA program at the same time for a single fee that is less than the combined fee for applying to the same programs separately; provide for a streamlined and expeditious renewal process; and provide states the expiration dates for each individual’s STA to ensure commercial driver's licenses include an individual's current HME status. Additionally, the TSA must publish on its website information relating to the streamlining of the enrollment system. If the TSA determines it is necessary to implement these changes through rulemaking, the bill provides for an expedited rulemaking process.

This bill creates a good faith exception to certain fines imposed by the U.S. Patent and Trademark Office (USPTO). Currently, the USPTO may reduce patent-related fees for small and micro entities, and an entity that falsely claims a fee reduction shall be subject to a fine. This bill exempts an entity from such a fine if the entity made a good faith assertion or certification that the entity was entitled to a fee reduction.

Jamul Indian Village Land Transfer Act This bill takes approximately 172.1 acres of specified lands in San Diego, California, into trust for the benefit of the Jamul Indian Village of California. Extension of Continuing Appropriations and Other Matters Act, 2024 This bill provides continuing FY2024 appropriations for federal agencies, modifies the requirements for determining eligibility for federal student aid, and provides additional funding for Federal Pell Grants. The bill is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires. The CR provides funding through March 8, 2024, for agencies and programs that were funded in the following four FY2023 appropriations acts: the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023; the Energy and Water Development and Related Agencies Appropriations Act, 2023; the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023; and the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023. For most other federal agencies and programs, the CR provides funding through March 22, 2024. (Under the current CR, the first group of agencies is funded through March 1, 2024, and the remaining agencies are funded through March 8, 2024.) The CR generally funds most programs and activities at the FY2023 levels with several exceptions that provide funding flexibility and additional appropriations for various programs. The bill also revises the computation of the student aid index (SAI) for dependent students, which is used to determine eligibility for federal student aid. The SAI for a dependent student is calculated using the Free Application for Federal Student Aid (FAFSA) data for the student and their parents. The FAFSA Processing System calculates the parents' contribution from income and assets, the student's contribution from income, and the student's contribution from assets; the SAI is the sum of these three values. In particular, the bill specifies that a student's available income shall not be less than -$1,500 for award year 2024-2025 and not less than $0 for award year 2025-2026 and each succeeding award year. The bill also provides specified additional funds for Federal Pell Grants for FY2025 and each succeeding fiscal year.

Airport and Airway Extension Act of 2024 This bill temporarily extends specific Federal Aviation Administration (FAA) programs and activities through May 10, 2024. For example, the bill extends the FAA Unmanned Aircraft Systems (UAS) pilot programs (e.g., the UAS Test Site Program and the UAS remote detection and identification pilot program), weather reporting programs, Remote Tower Pilot Program, and Essential Air Service Program. The bill also extends the authorization for the Airport Improvement Program (AIP). (This program provides grants for planning, development, and noise compatibility projects at or associated with certain public-use airports.) Further, the bill extends through May 10, 2024, the FAA's authority for expenditures from the Airport and Airway Trust Fund (AATF) and to collect various taxes and fees to fund the AATF, including taxes on aviation fuel and airline tickets. (The AATF is the primary funding source for all major FAA accounts that fund federal aviation programs, with the remainder coming from general fund appropriations.) The bill also extends through May 10, 2024, the authority of the Department of Homeland Security and the Department of Justice to take certain actions to mitigate a credible threat to certain facilities or assets from a UAS. These include certain facilities that are located in the United States and identified as high-risk and a potential target for unlawful UAS activity.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration (TSA) PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who are in the patient enrollment system of the Department of Veterans Affairs (VA) and require the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility due to (1) loss, or loss of use, of a limb; (2) full or partial paralyzation; or (3) permanent blindness. The VA and the TSA must develop and implement a process under which eligible veterans may receive the PreCheck Program benefit. Further, the VA and the TSA must develop and implement a process to provide disabled veterans with effective outreach about TSA programs that are designed to improve the screening process for passengers with disabilities.

Royalty Resiliency Act This bill modifies the process under which oil and gas leaseholders who have entered into a joint drilling agreement (i.e., a communitization agreement or a unit agreement) to drill wells on leased land pay royalties to the Department of the Interior under the Federal Oil and Gas Royalty Management Act of 1982. Under current law, Interior must issue a determination of allocations of royalty payments for oil and gas production under a joint agreement within 120 days of a request for determination. Generally, the first leaseholder to drill must pay any royalties due to Interior for all oil and gas production on the land subject to the agreement until Interior determines the royalty allocations of each leaseholder. If Interior fails to issue the determination by that deadline, then it must waive interest due on royalty obligations until the end of the month following the month in which the determination was made. Under the bill, a leaseholder must pay royalties on oil and gas production based on the lessee's proposed allocation of production under the joint agreement until Interior issues a determination of royalty allocations. After Interior issues the determination, then the lessee must correct, if necessary, the amount of royalties paid by the end of the third month following the month in which the lessee received the determination from Interior. The bill also directs Interior to waive interest due on royalty obligations until the end of the third month.

Utah State Parks Adjustment Act This bill requires the Bureau of Land Management and the Forest Service to convey certain federal lands to the state of Utah for inclusion in Utah State Parks. The lands conveyed shall be included in Antelope Island State Park, Wasatch Mountain State Park, and Fremont Indian State Park. Utah must use the lands for public purposes, including parks, campgrounds, recreation, and permitted livestock grazing.

America's Conservation Enhancement Reauthorization Act of 2024 This bill reauthorizes through FY2030 and modifies several wildlife and conservation programs, including the Chronic Wasting Disease Task Force, the management of invasive species under the Fish and Wildlife Coordination Act, the North American Wetlands Conservation Act, the National Fish and Wildlife Foundation Establishment Act, the Chesapeake Bay Program, the Chesapeake Bay Initiative Act of 1998, and fish habitat conservation projects under the America's Conservation Enhancement Act. In addition, the bill modifies the America's Conservation Enhancement Act, including to provide statutory authority for the U.S. Fish and Wildlife Service (FWS) to carry out a black vulture livestock protection program that allows one public entity per state to hold a statewide depredation permit to protect commercial agriculture livestock from black vulture predation. It also authorizes appropriations for the FWS to complete the National Fish Habitat Assessment and the associated database. Finally, the bill extends through FY2030 a prohibition on the Environmental Protection Agency taking any action to regulate the lead content of sport fishing equipment or components under the Toxic Substances Control Act.

BOLD Infrastructure for Alzheimer's Reauthorization Act of 2024 This bill reauthorizes through FY2029 several programs that are administered by the Department of Health and Human Services to support research and resources related to Alzheimer's disease and related dementias. Specifically, the bill reauthorizes (1) cooperative agreements with state, local, and tribal health departments to address Alzheimer's disease and related dementias through education, early detection, caregiver support, and other avenues; (2) regional centers that raise awareness and support research regarding these conditions; and (3) data collection on the incidence and prevalence of these conditions.

Autism Collaboration, Accountability, Research, Education, and Support Act of 2024 or the Autism CARES Act of 2024 This bill reauthorizes several programs that support autism education, research, and resources. Victims' Voices Outside and Inside the Courtroom Effectiveness Act or the Victims' VOICES Act This bill makes a person who has assumed a victim's rights eligible to receive restitution for certain expenses from a convicted defendant. The bill applies to a person (i.e., legal guardian, representative of the victim's estate, another family member, or any other person appointed as suitable by the court) who has assumed the rights of a victim because such victim is under 18 years of age, incompetent, incapacitated, or deceased. Under the Mandatory Victims Restitution Act of 1996, federal courts must order defendants who are convicted of certain crimes to pay restitution to their victims. This restitution must include the costs to reimburse the victim for lost income and necessary child care, transportation, and other expenses incurred while participating in the investigation or prosecution of the offense or attending proceedings relating to the offense, as well as medical and nonmedical care and treatment, and other associated costs. This bill specifies that, in ordering restitution, a court must order the defendant to pay restitution to a person who has assumed the victim's rights. In particular, the defendant must pay restitution to reimburse the person's necessary and reasonable costs for (1) lost income, child care, transportation, and other expenses associated with participating in the investigation or prosecution of the offense or attending proceedings relating to the offense; and (2) lost income, transportation, and other expenses associated with transporting a victim to receive medical and nonmedical care and treatment (including physical and occupational therapy and rehabilitation).

Improving Federal Building Security Act of 2024 This bill requires Facility Security Committees to respond to security recommendations issued by the Federal Protective Service (FPS) regarding facility security. A Facility Security Committee is a committee that (1) consists of representatives of all federal tenants in a specific nonmilitary facility, the security organization for the facility, and the owning or leasing federal tenant; and (2) is responsible for addressing facility-specific security issues and approving the implementation of security measures and practices in the facility. Not later than 90 days after the FPS issues a security recommendation to a Facility Security Committee, that committee must (1) respond to the Department of Homeland Security (DHS) indicating if the committee intends to adopt or reject the recommendation; and (2) provide DHS with a justification, if it intends to reject the recommendation, for accepting the risk posed by that rejection. DHS must (1) develop a procedure to monitor the recommendations and responses and take reasonable action to ensure Facility Security Committee response, and (2) report to Congress 270 days after this bill's enactment and annually thereafter regarding such recommendations and responses and this procedure.

Congressional Budget Office Data Sharing Act This bill specifies that the Congressional Budget Office (CBO) is authorized to obtain data from executive branch agencies with or without a written agreement if CBO maintains the same level of confidentiality that is required of the agency that provides the data. The bill also requires CBO to submit a report to Congress regarding requests for information from executive branch agencies and any challenges it faced in accessing the information.

Cardiomyopathy Health Education, Awareness, Research, and Training in the Schools Act of 2023 or the HEARTS Act of 2023 This bill establishes a series of programs and requirements relating to cardiomyopathy. (Cardiomyopathy refers to a collection of diverse conditions of the heart muscle that can affect the ability of the heart to pump blood.) Specifically, the Department of Health and Human Services must disseminate information about cardiomyopathy and the use of automated external defibrillators to certain school professionals, families, and others, and it must develop specified risk assessment tools for cardiomyopathy. In addition, the Centers for Disease Control and Prevention must report on certain research and surveillance activities, and the National Institutes of Health must report on its research relating to cardiomyopathy.
