US-Kazakhstan Trade Modernization Act This bill addresses trade between the United States and&nbsp;Kazakhstan.&nbsp; Specifically, the bill authorizes the President to determine that&nbsp;Section 402 of the Trade Act of 1974 (commonly known as the Jackson-Vanik amendment) does not apply to Kazakhstan. The Jackson-Vanik amendment&nbsp;denies normal trade relations (NTR) status to some current and former&nbsp;nonmarket economy countries unless they comply with certain freedom-of-emigration requirements. Under a provision of this amendment, the President may&nbsp;extend NTR status to a country affected by the amendment by waiving the freedom-of-emigration requirements or determining that the country is not in violation of those requirements, subject to an annual review.&nbsp;Kazakhstan has received temporary NTR status since 1992. Additionally, the bill authorizes the President to extend&nbsp;permanent NTR status to Kazakhstan.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Individuals coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. A physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the physician's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

American Dream and Promise Act of 2025 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the individual&nbsp;applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS or DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

College for All Act of 2025 This bill establishes measures to expand access to higher education, including by eliminating tuition and required fees for eligible students, revising the Federal Pell Grant program, and reauthorizing certain programs to assist students from disadvantaged backgrounds. Specifically, the bill provides funding to enable states and tribal colleges and universities, through a federal-state partnership, to eliminate tuition and required fees for (1) all students at community colleges and two-year tribal colleges and universities, and (2) working- and middle-class students at four-year public institutions of higher education and tribal colleges and universities. The bill provides funding to enable private, nonprofit historically Black colleges and universities and minority-serving institutions to eliminate tuition and required fees for eligible students. The bill permanently reauthorizes and otherwise revises the Federal Pell Grant program by providing funding to increase the maximum award for each eligible student, increasing the duration limit for the use of Pell Grants, allowing students to use their awards to cover living and nontuition expenses, and expanding eligibility to Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status and who entered the United States before the age of 16) and students with other immigration statuses. Further, the bill requires the Department of Education to award grants to eligible states and tribal colleges and universities for improving student outcomes. The bill reauthorizes through FY2035 the Federal TRIO Programs and reauthorizes through FY2029 the Gaining Early Awareness and Readiness for Undergraduate Programs.

Fairness to Freedom Act of 2025 This bill establishes a right to legal representation in certain immigration proceedings (e.g., removal and immigration bond hearings) at the government's expense for individuals who cannot afford representation. The bill also establishes various entities to facilitate such legal representation. Currently, individuals in these immigration proceedings may be represented by counsel but not at government expense. The bill addresses various issues related to such legal representation, including (1) the scope of the representation, (2) criteria for determining whether the individual is financially unable to afford representation, and (3) requirements relating to allowing the individual to meet with their lawyer and receiving relevant documents. Immigration proceedings may not commence until counsel has been appointed. The bill also establishes the Office of Immigration Representation to ensure that qualified individuals who cannot afford legal representation receive the representation as required by this bill. The office's duties shall include establishing (1) administrative regions throughout the United States, and (2) a local immigration representation board for each region. The local boards must, subject to the office's approval, develop and implement plans for providing legal representation under this bill. To provide such legal representation, the local boards may (1) establish one or more immigrant public defender organizations, (2) contract with existing community defender organizations, and (3) establish a panel attorney system. The bill establishes minimum funding requirements for the office.

Protecting Sensitive Locations Act This bill prohibits immigration enforcement actions within 1,000 feet of a sensitive location except in exigent circumstances, such as the&nbsp;imminent risk of death, violence, or physical harm to any person. Sensitive locations include&nbsp; health care facilities; schools and school bus stops; places that provide assistance for people such as children, pregnant women, and abuse victims; child care facilities; places that provide disaster or emergency services; places of worship; courthouses and lawyers’ offices; facilities&nbsp;used as polling&nbsp;places; certain labor union facilities; and public assistance offices. The prohibition shall apply to Department of Homeland Security officers and agents, as well as state employees pursuing immigration enforcement actions. If an enforcement action is carried out in violation of this prohibition (1) no information resulting from the action may be entered into the record in a resulting removal proceeding, and (2) the affected individual may move to immediately terminate such a proceeding. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall annually report to Congress about enforcement actions taken at sensitive locations in the preceding year.&nbsp;

American Families United Act This bill authorizes the Department of Homeland Security (DHS) or the Department of Justice (DOJ) to exercise discretion in certain immigration cases. Under this bill, DOJ or DHS may, on a case-by-case basis, exercise discretion by declining to remove a non-U.S. national ( alien under federal law) or bar an alien from entering the United States to prevent hardship for the alien's U.S. citizen spouse, parent, or child. This discretion may also be exercised if the alien is the spouse or child of a deceased U.S. citizen. For the purposes of this bill, it shall be presumed that family separation constitutes hardship. However, DOJ or DHS may not exercise this discretion if the alien is removable or inadmissible due to certain grounds, including specified crime- and security-related grounds. This exercise of discretion may be applied to an alien who was ordered removed or denied entry prior to this bill's enactment if the alien files a motion to reopen or reconsider within two years of this bill's enactment.

Northern Border Security Enhancement and Review Act This bill requires the Department of Homeland Security (DHS) to regularly perform a threat analysis of the northern U.S. border. The analysis must be performed every three years and include terroristic and criminal threats, recent changes in apprehensions, and improvements needed to prevent terrorism and reduce criminal activity. DHS must update its northern border strategy not later than September 2, 2026, and every five years thereafter, incorporating the results from the latest threat analysis. DHS must also provide a classified briefing to the appropriate congressional committees. U.S. Customs and Border Protection’s Air and Marine Operations (AMO) must develop performance metrics to assess the AMO’s effectiveness at securing the northern border between ports of entry in air and maritime environments.
