Authorizes a specified amount from the contingency fund of the Senate for FY 2004 to assist in meeting the official expenses of a preliminary meeting relative to the formation of a United States Senate-China interparliamentary group including travel, per diem, conference room expenses, hospitality expenses, and food and food-related expenses.

Expresses the sense of the Senate that the Federal Communications Commission should: (1) reconsider a specified decision of its Enforcement Bureau in light of the public policy considerations in protecting children from indecent broadcasting material; (2) return to enforcing its own standard for indecency in broadcast media as established under a specified declaratory order; (3) undertake new efforts to sanction broadcast licensees that refuse to adhere to the standards established by such order; (4) protect children from the degrading influences of indecent programming; (5) use its authority to protect the public from indecent broadcasts; (6) expeditiously resolve all indecency complaints and consider reviewing all such complaints at the full Commission level; and (7) aggressively investigate and enforce all indecency allegations.

Resolves that: (1) the House of Representatives (House) does not support the lowering of standards or the weakening of the rules of the Federal Communications Commission (FCC) prohibiting obscene and indecent broadcasts to allow network or other communications to use language that is indecent or vulgar; (2) the FCC has a responsibility to utilize its enforcement authority to maintain those rules; and (3) the House will not allow the FCC to permit intrusion upon the family's ability to raise their children in an environment that is not inundated with indecent or profane language on our public airwaves.

Expresses strong concern over the recent signing by a group of Israeli and Palestinian citizens of the Geneva Accord, which compromises the principles of the Middle East Road Map for Peace. Reaffirms commitment to the principles of the Road Map and to the principles outlined by President Bush in his speech of June 24, 2002, as a prerequisite for peace. Encourages the Government of Israel and the Palestinian Authority to return to the Road Map as a framework for a Middle East peace initiative.

Expresses the sense of the Senate that: (1) the Secretary of Defense should reconsider the mandatory nature of the anthrax and smallpox vaccine immunization program pending the development of new and better vaccines that are under development; (2) the Secretary and Board for Correction of Military Records should reconsider adverse actions already taken or intended to be taken against servicemembers for refusing to accept the anthrax or smallpox vaccine; (3) the Secretary of Defense and the intelligence community should reevaluate the threat of anthrax and smallpox attacks on troops in Afghanistan and Iraq; and (4) the Secretary of Veterans Affairs should assess those adverse events being reported with respect to the anthrax and smallpox vaccines, research causal relationships, and estimate a future cost to the Department to treat these conditions.

Expresses the sense of the Senate that: (1) Congress should take whatever steps necessary to affirm the fact that marriage in the United States shall consist only of the union of one man and one woman; (2) same-sex marriage is not a right, fundamental or otherwise, recognized in this country; (3) neither the U.S. Constitution nor any Federal law shall be construed to require that marital status or its legal incidents be conferred upon unmarried couples or groups; (4) the Defense of Marriage Act is a proper and constitutional exercise of Congress's powers under the effects clause of section 1 of Article IV; and (5) that no State, territory, or possession of the United States, or Indian tribe, shall be required to give effect to any public act, record, or judicial proceeding of any other State, territory, possession, or tribe respecting a relationship between persons of the same sex that is treated as a marriage under the laws of such entities, or a right or claim arising from such relationship.

Congratulates the people and Government of the Republic of Kazakhstan on the 12th anniversary of the independence of Kazakhstan and the establishment of diplomatic relations with the United States. Welcomes and supports political and economic transformations achieved by Kazakhstan. Expresses gratitude for the leadership of Kazakhstan in establishing inter-religious dialogue. Commends Kazakhstan on toughening measures to stop human trafficking. Recognizes the need to provide permanent normal trade relations status to Kazakhstan. Expresses gratitude for the support and assistance of the people of Kazakhstan in the antiterrorist campaign of the United States and the reconstruction of Iraq. Applauds the decision of Kazakhstan's leadership to renounce deployment of its inherited nuclear weapons and calls upon the President to actively popularize Kazakhstan's example in negotiations with other countries that are trying to acquire, develop, or deploy nuclear weapons. Urges further strengthening of strategically important relations between Kazakhstan and the United States.

Condemns in the strongest possible terms the terrorist attacks in Istanbul, Turkey, on November 15 and 20, 2003. Expresses: (1) the condolences of the Senate to the families of the individuals murdered in the terrorist attacks, its sympathies to those injured, and its hope for the rapid and complete recovery of all such injured individuals; and (2) solidarity with the United Kingdom, Turkey, and all other countries that stand united against terrorism and work together to bring to justice the perpetrators of these and other terrorist attacks.

Expresses the sense of Congress with respect to: (1) the Russian Federation's compliance with the minimum standards of democratic governance and rule of law characteristic of Group of 8 (G8) member countries; (2) conditioning participation by the Russian Federation in the G8 on acceptance of, and adherence to, the democratic standards and principles adhered to by the other G8 nations; and (3) steps to suspend Russian Federation participation until the President determines and reports to Congress that the Russian Government is committed to respecting and upholding these democratic principles.

Expresses: (1) condolences and deepest sympathy to the families of the young women killed in the State of Chihuahua, Mexico, since 1993, many of whom appear to be victims of one or more serial murders; and (2) the solidarity of the people of the United States with the people of Mexico in the face of these tragic and senseless acts. Recognizes the courageous struggle of the victims' families in seeking justice for them. Condemns: (1) the abductions and murders of such young women in Ciudad Juarez and the city of Chihuahua; (2) the use of torture as a means of investigation into these crimes; and (3) all senseless acts of violence in all parts of the world and violence against women in particular. Urges the President and Secretary of State to express: (1) concern over these abductions and murders to the Government of Mexico and to request that the investigative and preventative efforts of such Government become part of the bilateral agenda between the Governments of Mexico and the United States; and (2) support for the efforts of the victims' families to seek justice for the victims, to express concern relating to the continued harassment of these families and the human rights defenders with which they work, and to express concern with respect to impediments in the ability of the families to receive prompt and accurate information in their cases. Supports multilateral efforts to create a DNA database that would allow families to positively identify the remains of the victims and encourages the Secretary to facilitate U.S. participation in such database. Encourages the Secretary to: (1) include in the Department of State's annual Country Report on Human Rights all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of young women in the State of Chihuahua; and (2) urge the Government of Mexico to ensure fair and proper judicial proceedings for the individuals accused of these abductions and murders and to impose appropriate punishment for those individuals subsequently determined to be guilty of such crimes. Recommends that the U.S. Ambassador to Mexico visit Ciudad Juarez and the city of Chihuahua to meet with the victims' families, women's rights organizations, and Mexican Federal and State officials responsible for investigating these crimes and preventing future such crimes.

Expresses the sense of Congress that: (1) National Survivors of Suicide Day provides a special opportunity to educate the American people about suicide and to work to prevent suicide; (2) it is appropriate to mourn the 29,000 victims of suicide each year and to praise the courage and strength of the surviving loved ones of a victim of suicide; (3) national and community organizations and private sector supporters should be recognized for their work in promoting awareness of suicide and providing treatment for depression; and (4) Congress supports the goals and ideals of National Survivors of Suicide Day.

Resolves that: (1) the President should take action, through the liquidation of blocked Iraqi assets or other appropriate sources, to ensure that prisoners of war (POWs) during the 1991 Gulf War, and their immediate family members, receive without delay just compensation for their suffering as awarded by the United States District Court for the District of Columbia; and (2) Congress will continue to oversee provisions of the Emergency Wartime Supplemental Appropriations Act of 2003 to ensure that it is not misinterpreted, including by divesting U.S. courts of jurisdiction, with respect to the POWs and other victims of Iraqi terrorism.
