Disapproves of: (1) United Nations Security Council Resolution 2334, adopted on December 23, 2016; and (2) President Obama and his administration's failure to veto such resolution. (The resolution reaffirms that settlements established by Israel in Palestinian territory occupied since 1967, including East Jerusalem, constitute a flagrant violation under international law and a major obstacle to a two-state solution and comprehensive peace.) Calls for the U.S. government to oppose and veto Security Council resolutions that are one-sided and anti-Israel. Affirms the commitment of the House of Representatives: (1) to Israel, and (2) to work with future Presidents to strengthen the U.S. alliance with Israel.

Suspends specified provisions of Rule IV of the Rules for the Regulation of the Senate Wing of the U.S. Capitol (prohibiting the taking of pictures in the Senate Chamber) to permit the taking of pictures and filming while the Senate is in session or in recess beginning on the adoption of this resolution and ending on May 1, 2017. Requires the Majority and the Minority Leaders of the Senate, and the Chairman and Ranking Member of the Senate Committee on Rules and Administration to enter into a memorandum of understanding with an individual or entity seeking to take such pictures and conduct such filming to produce a film documentary and a book on the history of the Senate to formalize an agreement on: (1) locations and times for taking pictures and conducting filming, and (2) the use of the pictures taken and film made.

Expresses the sense of the Senate that the President should: (1) ensure the affordability and feasibility of the Department of Defense and Department of Energy plan for modernizing U.S. nuclear weapons by reevaluating and modifying proposals for programs to modernize such weapons and their delivery systems to ensure that such proposals focus on refurbishment to ensure security, safety, and efficiency of existing weapons and delivery systems; and (2) prioritize planned programs so that the United States retains a nuclear arsenal robust enough to meet deterrence needs and so that such programs do not jeopardize other economic investments and security expenditures appropriate to U.S. needs in the 21st century.

Directs the Secretary of the Senate to make corrections in the enrollment of S. 1635 to: authorize the Department of State to transfer certain FY2018 appropriations if necessary to implement the recommendations of the Benghazi Accountability Review Board or to prevent or respond to security situations and requirements; eliminate provisions limiting the amount of such transferred funds to 20% of any appropriation made available for FY2018 for the State Department under the heading "Administration of Foreign Affairs" and limiting to 10% the amount by which such a transfer may increase such appropriation; and modify the requirement that the President direct the U.S. Permanent Representative to the United Nations to call for an examination of the feasibility of establishing a stand-alone U.N. agency to investigate allegations of misconduct or criminal behavior to provide for that agency to replace the offices of inspectors general of relevant U.N. agencies (instead of the Office of Inspector General of the Department of State and the Broadcasting Board of Governors).

West Virginia and the crews of other Navy ships at Pearl Harbor who fought valiantly during the attack. Recognizes the resolve of the Navy in salvaging and repairing the U.S.S. West Virginia and returning it to service during World War II. Reaffirms the commitment of Congress to continue to honor the memory of all such members who lost their lives during that attack.
