This resolution calls on the President and the Department of State to (1) make the repeal of blasphemy, heresy, and apostasy laws a priority in bilateral relationships between the United States and countries that have such laws; (2) designate countries that enforce such laws as countries of particular concern for religious freedom; and (3) oppose efforts by the United Nations to implement an international anti-blasphemy norm. The resolution also calls on the governments of countries that enforce such laws to amend or repeal them and to release anyone imprisoned pursuant to them.

This resolution recognizes and honors Smokey Bear's 75 years of service to the United States. The resolution also expresses support for Smokey Bear's commitment to preventing unwanted human-caused wildfires and promoting forest health. Finally, the resolution encourages the Forest Service, the National Association of State Foresters, and the Ad Council to explore ways Smokey Bear's message can be modernized to reflect current science and differentiate between unwanted human-caused wildfires and beneficial natural and prescribed fires.

Moving Our Democracy and Congressional Operations Towards Modernization Resolution This resolution implements recommendations made by the House Select Committee on the Modernization of Congress. Among other things, the resolution establishes a centralized human resources program; revises orientation for Members-Elect; requires a survey of Members to determine the level of interest in establishing an academy to provide continuing education opportunities for Members; and requires reports on actions to address technology issues, the accessibility of legislative information, and the accessibility of U.S. Capitol buildings and grounds. The resolution authorizes the Committee on House Administration to carry out recommendations included in the reports.
