Recognizes the cooperation in science and technology between the governments of the United States and China since 1979. Emphasizes the importance of open markets, intellectual property rights, and the free exchange of information to the development of science and technology. Supports the principles of the Agreement Between the Government of the United States and the Government of the People's Republic of China on Cooperation in Science and Technology, done at Washington January 31, 1979, to which both countries remain committed.

Amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate to limit, with exceptions, consideration of a motion to proceed to the consideration of any debatable matter to not more than two hours, equally divided between, and controlled by, the Majority Leader and the Minority Leader or their designees. Considers cloture of debate to have been invoked upon affirmative vote on the question of closing debate by three-fifths of Senators (two-thirds of those present and voting on a measure or motion to amend the Senate rules). Makes it in order for the Majority Leader (or his or her designee), if the question on closing debate is decided in the affirmative by a majority of Senators voting but less than three-fifths of the Senators duly chosen and sworn (or less than two-thirds of the Senators voting, a quorum being present, in the case of a measure or motion to amend the Senate rules), to initiate a period of extended debate, to begin one hour later, upon the measure, motion, or other matter pending before the Senate, or the unfinished business, in relation to which the motion to close debate was offered. Provides procedures applicable during such extended debate concerning: (1) the consideration of the measure, motion, or other pending matter, or the unfinished business, as the unfinished business to the exclusion of all other business; (2) the raising of a question about the presence of a quorum; (3) motions to adjourn or recess during such debate; (4) the number of times a Senator may speak; (5) postponement of a vote by the Majority Leader; and (6) the effects upon cloture if at any time no Senator seeks recognition. Limits to two hours post-cloture debate on the question of advice and consent to a nomination other than one to a position as Justice of the Supreme Court. Amends Rule XXVIII (Conference Committees; Reports; Open Meetings) to make in order and limit to two hours consideration of a nondivisible motion to: (1) disagree to a House amendment or insist upon a Senate amendment, (2) request a committee of conference with the House or to agree to a House request for a committee of conference, and (3) authorize the Presiding Officer to appoint conferees. Amends Rule XXII (Precedence of Motions) to authorize either Leader, after debate has concluded but before final disposition of the pending matter, to offer up to three leadership amendments if they have been timely filed and are germane to the matter being amended. Limits debate on such an amendment to one hour equally divided. Prohibits a leadership amendment from being divided.

Declares that the following presidential actions shall constitute impeachable "high crimes and misdemeanors," which will cause the House of Representatives to vote articles of impeachment to send to the Senate for trial: initiating war without express congressional authorization; killing American citizens in the United States or abroad who are not engaged in active hostilities against the United States without due process (unless the citizen was under indictment for a felony and the killing was necessary to prevent imminent serious physical danger to third parties); failing to superintend subordinates guilty of chronic constitutional abuses; expending money in violation of conditions imposed for the expenditure of appropriated funds; intentionally lying to Congress to obtain an authorization for war; failing to take care that the laws be faithfully executed through signing statements or systematic policies of non-enforcement; substituting executive agreements for treaties; intentionally lying under oath to a federal judge or grand jury; misusing federal agencies to advance a partisan political agenda; and refusing to comply with a congressional subpoena for documents or testimony issued for a legitimate legislative purpose. Makes this Act effective January 20, 2017.

Supports the goals and ideals of World AIDS Day. Commends the progress in global AIDS programs supported through the efforts of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the Global Fund to Fight AIDS, Tuberculosis and Malaria, and UNAIDS. Urges full implementation of the Global Plan Towards the Elimination of New HIV Infections Among Children by 2015 and Keeping Their Mothers Alive, and further expansion of antiretroviral treatment programs. Calls for scaling up treatment to reach all individuals eligible for treatment under World Health Organization (WHO) guidelines. Calls for greater focus on HIV/AIDS vulnerabilities of women and girls. Supports efforts to ensure program access and appropriate rights protections for those most at risk of HIV/AIDS and hardest to reach. Encourages additional private-public partnerships to research and develop better and more affordable tools for HIV diagnosis, treatment, and cure. Supports continued U.S. leadership in bilateral, multilateral, and private sector efforts to fight HIV. Stresses the importance of ensuring that HIV and AIDS are central to the post-2015 United Nations (U.N.) development agenda. Supports greater degrees of ownership and shared responsibility by developing countries in order to ensure sustainability of their domestic responses. Encourages other members of the international community to sustain and scale up their support for worldwide efforts to combat HIV/AIDS.

Mourns the death of Abdul-Rahman Peter Kassig and expresses condolences to his family and loved ones. Condemns the terrorist acts by the Islamic State of Iraq and the Levant (ISIL), including the targeting of innocent civilians, journalists, and aid workers. Urges the United States and the international community, working in partnership with the governments and citizens of the Middle East, to address the threat posed by ISIL and the suffering of innocent civilians impacted by the conflict. States that nothing in this resolution is a declaration of war or authorization to use force.

Condemns the mass murder in Indonesia in 1965-1966. Expresses concern about the lack of accountability enjoyed by those who carried out crimes during this period. Urges political leaders in Indonesia to consider a truth, justice, and reconciliation commission to address alleged crimes against humanity and other human rights violations related to such mass killing. Calls on the Department of State, the Department of Defense (DOD), the Central Intelligence Agency (CIA), and others involved in developing and implementing policy towards Indonesia during such period to establish an interagency working group to: (1) locate and make available to the public all classified records and documents related to such mass killings, and (2) report to Congress.

Sets forth the rule for consideration of the Senate amendment to the bill (H.R. 83) to require the Secretary of the Interior to assemble a team of technical, policy, and financial experts to address the energy needs of the insular areas of the United States and the Freely Associated States through the development of energy action plans aimed at promoting access to affordable, reliable energy, including increasing use of indigenous clean-energy resources, and for other purposes; waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

Directs the House of Representatives to bring a civil action in U.S. District Court for the District of Columbia for declaratory or injunctive relief to challenge Department of Homeland Security (DHS) policy to: exercise prosecutorial discretion with respect to individuals who came to the United States as children, as announced by DHS on June 15, 2012; or exercise further prosecutorial discretion with respect to certain other unlawfully present aliens, as directed in a November 20, 2014, memorandum and related executive branch memoranda. Declares that: any amounts obligated or expended by the House to carry out this resolution shall be derived from existing appropriations for House salaries and expenses, and nothing in this resolution may be construed as authorizing an increase of House budget authority; and nothing in this resolution may be construed to affect the Speaker's authority to initiate, or intervene in, any civil action on behalf of the House.

Recognizes the contributions of the Montagnards who fought loyally and bravely with U.S. Armed Forces during the Vietnam War, and who continue to suffer persecution in Vietnam as a result of this relationship. Condemns actions taken by the government of Vietnam to suppress basic human rights and civil liberties for all its citizens. Urges the President and Congress to develop policies that: (1) support Montagnards and other marginalized ethnic minority and indigenous populations such as the Khmer Krom and the Hmong in Vietnam, and (2) reflect U.S. interests and commitment to upholding human rights and democracy abroad.

Calls on the government of Burma to: develop a non-discriminatory and comprehensive solution that addresses Rakhine State's needs for peace and development under equitable application of the rule of law; end all forms of persecution and discrimination of the Rohingya people, and ensure respect for internationally recognized human rights for all ethnic and religious minority groups within Burma; respect the Rohingya's right to self-identification; support an international and independent investigation into the violence that has occurred in Rakhine State and prosecute the perpetrators consistent with due process; and conform to international norms on the provision of unrestricted humanitarian access by international organizations. Welcomes Burma's announcement that Medecins Sans Frontieres has been invited back to work in Rakhine State. Calls on the regional governments to protect the rights of Rohingya asylum seekers and refugees, as well as to respect the international legal principle of non-refoulement. Calls on the U.S. government and the international community to call on the government of Burma to end the persecution of the Rohingya population and to protect the fundamental rights of all ethnic and religious minority groups in Burma.

Recognizes the significance of North Korea's past willingness to resume reunions of divided family members between North Korea and South Korea. Acknowledges North Korea's release in November 2014 of incarcerated American citizens Kenneth Bae and Matthew Miller. Encourages North Korea to permit reunions between Korean Americans and their relatives in North Korea. Calls on the Department of State to further prioritize efforts to reunite Korean Americans with their divided family members. Acknowledges the efforts of the American Red Cross to open channels of communication between Korean Americans and their family members in North Korea. Encourages the government of South Korea to include U.S. citizens in future family reunions planned with North Korea. Praises humanitarian efforts to reunite all individuals of Korean descent with their relatives and engender a lasting peace on the Korean Peninsula.
