Welcomes: (1) the historic meeting between Prime Minister of Turkey Recep Tayyip Erdogan and Ecumenical Patriarch Bartholomew I; and (2) the positive gestures by the government of Turkey towards the Ecumenical Patriarch, including allowing the liturgical celebration by the Ecumenical Patriarch at the historic Sumela Monastery and returning the former Greek Orphanage on Buyukada Island to the Ecumenical Patriarchate. Urges the government of Turkey to facilitate the reopening of the Ecumenical Patriarchate's Theological School of Halki and to address other longstanding concerns relating to the Ecumenical Patriarchate.

Expresses the sense of the House of Representatives that all further assistance provided by the United States to Antigua and Barbuda should be suspended until Antigua and Barbuda provide complete redress of specified issues regarding an investigation of the Stanford Financial Group fraud. Includes among such redress: (1) an agreement by of Antigua and Barbuda to be subject to the jurisdiction and bound by the judgment of any U.S. court that adjudicates the claims relating to the Stanford Financial Group fraud; (2) the transfer of the assets seized by Antigua and Barbuda, or obtained by the joint liquidators of Stanford International Bank, to the U.S. district court-appointed receiver for the benefit of victims of the fraud; (3) a specified contribution by Antigua and Barbuda to the U.S. receivership estate for the benefit of victims of the fraud; (4) fulfillment by Antigua and Barbuda of their obligations relating to the expropriation of the Half Moon Bay Resort; and (5) an agreement by Antigua and Barbuda to neither interfere with the receivership commenced by the United States, nor seek control of assets claimed by the United States. Expresses the sense of the House that the Secretary of the Treasury should direct the U.S. Executive Directors of the International Bank for Reconstruction and Development and the International Development Association (World Bank) and the International Monetary Fund (IMF) to use the voice and vote of the United States to ensure that any future loan made by the World Bank or the IMF to Antigua and Barbuda is conditioned upon providing complete redress of these matters, and satisfaction of this resolution.

Supports the goals of International Day for the Abolition of Slavery. Recognizes the 10th anniversary of the adoption of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the United Nations Convention against Transnational Organized Crime. Encourages member states of the United Nations (U.N.) and international organizations to devote additional resources to prosecute persons engaged in human trafficking and to dismantle related criminal enterprises. Encourages the people of the United States to observe the International Day for the Abolition of Slavery by participating in activities designed to heighten public awareness of human trafficking. Commends the efforts of domestic and international nongovernmental organizations to expose and prevent all forms of modern-day slavery and human trafficking and to assist victims reintegrate into society and notes that such efforts follow in the tradition of Frederick Douglass and other great 19th century abolitionists.

Mourns with the people of the Philippines and all the areas affected for the loss of life caused by Tropical Storm Washi and the ensuing floods. Conveys deepest sympathy to the relatives of the victims. Reaffirms the longstanding U.S.- Philippines friendship. Expresses the sense of the House of Representatives that: (1) it supports the U.S. Soldier's Creed and the Warrior Ethos, which state that "I will never leave a fallen comrade"; (2) it believes it is unacceptable to abandon the search efforts for members of the Armed Forces who are missing or captured in the line of duty; and (3) the United States has a responsibility to continue fulfilling the promises made to members who are currently in a missing status as a result of service in Iraq and Afghanistan while the United States begins its strategic withdrawal.

Sets forth the rule for consideration of the Senate amendments to the bill (H.R. 3630) to provide incentives for the creation of jobs, and for other purposes; providing for consideration of the resolution (H. Res. 501) expressing the sense of the House of Representatives regarding any final measure to extend the payroll tax holiday, extend Federally funded unemployment insurance benefits, or prevent decreases in reimbursement for physicians who provide care to Medicare beneficiaries.

Expresses the sense of the House of Representatives that any final measure to extend the payroll tax holiday, extend federally funded unemployment insurance benefits, or prevent decreases in reimbursement for physicians who provide care to Medicare beneficiaries: (1) extend the payroll tax holiday through December 31, 2012; (2) extend and reform federally funded unemployment insurance benefits; (3) eliminate for two years the cut in reimbursement for physicians who provide care to Medicare beneficiaries; (4) reduce spending from areas throughout the federal government, including a freeze on congressional salaries, in order to protect the Social Security Trust Fund, whose solvency would otherwise be diminished as a result of the payroll tax holiday; and (5) provide immediate job creation through final approval of the Keystone XL pipeline, expensing for capital assets placed in service in 2012, and drafting new regulations for boilers that are achievable and cost-effective.

Expresses the sense of the Senate that: (1) all political leaders in the Democratic Republic of the Congo and their supporters should resolve any disagreements regarding the November 2011 presidential election through peaceful and legal remedies, (2) authorities of the Democratic Republic of the Congo should complete the electoral process with maximum transparency, and (3) the U.S. government should engage with other governments in Central Africa to encourage President Joseph Kabila and opposition candidate Etienne Tshisekedi to embrace a peaceful solution to the potential impasse facing the Democratic Republic of the Congo.

Directs the Clerk of the House of Representatives to make corrections in the enrollment of H.R. 3672 (Disaster Relief Appropriations Act, 2012) to: (1) make an across-the-board 1.83% rescission in discretionary spending for FY2012, with exceptions for the Departments of Defense (DOD) and Veterans Affairs (VA), disaster relief, and Overseas Contingency Operations/the Global War on Terrorism; and (2) require the Director of the Office of Management and Budget (OMB) to report on the account and amount of each rescission.

Expresses the firm belief that: (1) disposing any part of the remains of a deceased member of the Armed Forces as medical waste is repugnant, disrespectful, and intolerable; (2) such practice should cease and all military branches should take steps to prevent the recurrence of such repugnant acts, including cessation of any further association with the mortuary in question; and (3) information should be provided promptly, respectfully, and with contrition to any family member of a deceased member of the Armed Forces who inquires after the treatment of remains left in the care of the military or otherwise.

Expresses the sense of the House of Representatives that: (1) the Secretary of Defense (DOD) should take immediate action to ensure that all classified information that pertains to any member of the Armed Forces who is missing and unaccounted for from World War II, the Korean War, the Vietnam War, or the Cold War be declassified and provided to the primary or designated next-of-kin, and made available to the National Archives and Records Administration; (2) sufficient funding and personnel should be approved for the POW/MIA accounting community for expanding such declassification and related efforts and activities; and (3) such funding should be sufficient to allow for the expansion of accounting efforts for all members missing and unaccounted for from all wars without degrading efforts related to the most recent wars and conflicts or reducing efforts to account for members in cases where acidic soil is destroying remains, development is encroaching, and eyewitnesses are dying.

Supports the democratic aspirations of the people of Nicaragua. Deplores the interruption of constitutional order in Nicaragua that led to the fraudulent reelection of Daniel Ortega on November 6, 2011. Condemns the acts of violence perpetrated on election day and calls upon Nicaraguan authorities to prosecute those responsible. Urges: (1) President Obama and Secretary of State Clinton to take measures to encourage the restoration of constitutional rule in Nicaragua; (2) issuance of a final report on the Mission of Electoral Accompaniment of the Organization of American States (OAS); and (3) the U.S. Ambassador to the OAS to lead an OAS effort to restore democracy and the rule of law in Nicaragua, including formally suspending the Nicaraguan government under Articles 20 and 21 of the Inter-American Democratic Charter.

Condemns the crackdown in the Socialist Republic of Vietnam against community organizers, bloggers, and democracy activists. Calls on the government of Vietnam to: (1) repeal articles 79 and 88 of the Vietnamese penal code and similar vague national security measures used to persecute peaceful political dissent; and (2) release all political prisoners, especially activists, writers, and bloggers who have been detained or sentenced under articles 79 and 88. Urges the Department of State to monitor rule of law developments in Vietnam.

Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to require a Member, Delegate, or Resident Commissioner (Member) to place into a blind trust all securities, commodities for future delivery, security-based swaps, or swaps that are transacted on or through the facilities of a national securities exchange or from or through a broker or dealer, unless the Member files with the Clerk of the House a specified detailed disclosure report of all such transactions within five business days after the last day of a calendar month in which a transaction is completed. Requires the Clerk to make available to the public a detailed summary of each such disclosure report. Prohibits a Member or officer or employee of the House from purchasing or selling a security, commodity for future delivery, security-based swap, or swap, on or through the facilities of a national securities exchange or from or through a broker or dealer, while in possession of material, nonpublic information obtained by reason of employment in the House.
