Rural and Municipal Utility Cybersecurity Act This bill reauthorizes through FY2030 a program that provides cybersecurity-related assistance and funding to rural electric cooperatives and municipal or small, investor-owned electric utilities. The bill also revises methods of awarding support and expands protections for information shared under the program. This program, known as the Rural and Municipal Advanced Cybersecurity Grant and Technical Assistance Program, is administered by the Department of Energy (DOE). Current law requires DOE to provide technical assistance and funding under the program on a competitive basis; under the bill, assistance and funding may be provided on a competitive or noncompetitive basis. Current law also requires DOE to prioritize providing technical assistance and funding to certain entities, including entities that own defense critical electric infrastructure . The bill specifies that DOE must also prioritize entities that operate such infrastructure. (Defense critical electric infrastructure is electric infrastructure that (1) is located in the contiguous United States, and (2) serves a designated critical defense facility but is not owned or operated by the owner or operator of the critical facility.) Finally, the bill expands an existing protection against disclosure to cover all information shared under the program by or with the federal government or a state, tribal, or local government. This provision protects against disclosure under the Freedom of Information Act and other state, tribal, or local disclosure laws.

ACPAC advises the Department of Transportation in carrying out activities relating to airline customer service improvements. Under current law, the membership must include one representative each of (1) air carriers, (2) airport operators, (3) state or local governments with expertise in consumer protection matters, and (4) nonprofit public interest groups with expertise in consumer protection matters.

Aviation Medication Transparency Act of 2025 This bill directs the Federal Aviation Administration (FAA) to compile, publish, and annually update a list of medications that may be safely prescribed to pilots and air traffic controllers for the purposes of issuing a medical certification. The list must be publicly available on the FAA website and distributed to those seeking a license and medical certification. Currently, the FAA does not have a list of approved medications. However, the FAA does have lists for Aviation Medical Examiners of Do Not Issue medications and Do Not Fly medications.

Spotted Lanternfly Research and Development Act This bill includes combatting the spotted lanternfly (Lycorma delicatula) as a Department of Agriculture (USDA) high-priority research and extension area and reauthorizes other USDA research and extension initiatives. The bill specifically allows grants for developing and disseminating research-based tools and treatments to combat the spotted lanternfly, which is an invasive species native to Asia that feeds on a wide range of crops and plants (e.g., grapes, apples, hops, walnuts, and hardwood trees). Further, the bill reauthorizes USDA grants to support competitive specialized research and extension activities, including high-priority areas, through FY2028. The bill also specifically reauthorizes through FY2028 the Pulse Crop Health Initiative; the Comprehensive Food Safety Training Network; pollinator protection research and extension grants; increased USDA capacity and infrastructure to address and conduct research on colony collapse disorder and other pollinator issues; and a USDA-conducted nationwide honey bee pest, pathogen, health, and population status surveillance program.

Bridge Corrosion Prevention and Repair Act of 2025 This bill establishes certain requirements to address corrosion control in bridge and railroad-bridge projects that receive federal assistance. Specifically, certified contractors must employ a substantial number of individuals who are certified by a qualified training program in corrosion control, mitigation, and prevention in order to work on certain aspects of bridge project activities. A certified contractor must also provide training for any non-certified coating applicators employed by the contractor to work on certain aspects of a project. The bill further requires bridge projects to implement a corrosion management system that utilizes industry-recognized standards and corrosion mitigation and prevention methods for construction, repair, and maintenance projects. In addition, the bill expands the scope of the Railroad Rehabilitation and Improvement Financing Program to include corrosion control work on rail bridges. (This program provides direct loans and loan guarantees for the development of railroad infrastructure.) The bill also requires the Department of Transportation to study and report on best practices for inspecting and addressing corrosion on weathering steel bridges. This report must be made available to state and local governments, metropolitan planning organizations, and regional organizations.

Lower Costs for Everyday Americans Act This bill reauthorizes and establishes programs and requirements regarding health, commerce, and the environment. The bill reauthorizes and expands programs for health care, including by allowing individuals age 65 and over with a medically improved disability to qualify for Medicaid; extending payment increases for certain providers under Medicare, including physicians and rural hospitals;  extending Medicare coverage of certain telehealth services; requiring pharmacy benefit managers to remit 100% of rebates for prescription drugs to group health plans;  reauthorizing programs supporting health care in underserved communities, including the National Health Service Corps; expanding and reauthorizing programs for public health emergency preparedness and response, including pandemic preparedness;  expanding and reauthorizing programs for prevention and treatment of certain conditions, including substance use disorders, traumatic brain injuries, and sickle cell disease; and expanding the Food and Drug Administration’s authority regarding research on rare pediatric diseases. The bill also establishes requirements relating to commerce, including by  prohibiting nonconsensual online publication of intimate visual depictions of individuals,  requiring manufacturers of internet-connected devices to disclose whether the device has a camera or microphone prior to purchase, banning products containing 10% or more of sodium nitrite by weight, and requiring additional disclosures relating to the prices of concert tickets and hotel rooms. Additionally, the bill establishes and reauthorizes programs relating to the environment, including grants for community recycling systems, drinking water infrastructure, and reducing diesel emissions. It also allows gasoline that is blended with 10% to 15% ethanol to be sold year-round.
