National Defense Authorization Act for Fiscal Year 2027 This bill sets forth policies and authorities for FY2027 for Department of Defense (DOD) programs, activities, and military construction as well as the national security programs of the Department of Energy (DOE). Among other elements, the bill authorizes the procurement of various items, including aircraft and ships; sets active duty and reserve component personnel strength levels; sets policy regarding various aspects of military health care and military compensation; sets policy regarding DOD acquisitions and acquisition management, including contracting authorities and the acquisition workforce; sets policy for various matters related to DOD interactions with foreign nations, including matters concerning Israel, Europe, and the Indo-Pacific; sets policy for various matters related to DOD cybersecurity and artificial intelligence; requires DOD to include projected demand for foreign military sales in certain contexts, including munitions production planning, sustainment planning for major defense acquisition programs, and decisions regarding production rate increases of defense articles; requires DOD to establish an expedited qualification process for new domestic and allied sources of certain strategic materials, including specified metals, alloys, oxides, and magnets; authorizes specified military construction projects and extends the authorization of certain projects from previous fiscal years; and authorizes the National Nuclear Security Administration, Defense Nuclear Facilities Safety Board, Naval Petroleum Reserves, and Maritime Administration. Stop the Sexualization of Children Act This bill prohibits the use of federal elementary and secondary education funds for sexually oriented material. Sexually oriented material is material that (1) includes any depiction, description, or simulation of sexually explicit conduct; or (2) involves gender dysphoria or transgenderism. Specifically, the bill prohibits the use of these funds to develop, implement, facilitate, host, or promote any program or activity for, or to provide or promote literature or other materials to, children under the age of 18 that includes sexually oriented material. This includes any program, activity, literature, or material that exposes children to nude adults, individuals who are stripping, or lewd or lascivious dancing. The bill does not prohibit the use of funds for the teaching of standard science coursework (e.g., biology, genetics, human health, and human anatomy), the texts of major world religions, classic works of literature or art (as defined by the bill), or security measures designed to help students recognize and safely respond to methods and attempts to sexually traffic children or groom children for sexual trafficking.

Provider Reimbursement Stability Act of 2026 This bill allows for larger annual adjustments to the Medicare physician fee schedule. It also requires the Centers for Medicare & Medicaid Services (CMS) to make certain corrections to compensate for expenditures under the fee schedule that exceed a certain amount in a given year, and it limits how much certain adjustment factors may vary each year. Current law prohibits annual adjustments to the Medicare physician fee schedule that would result in a more than $20 million difference between the adjusted amount and the non-adjusted amount of total expenditures. The bill increases this threshold to $54.3 million beginning in 2027, with adjustments for inflation every five years beginning in 2032. Additionally, for certain services, the bill requires the CMS to determine the difference between expenditures based on estimated utilization of the service and expenditures based on actual utilization. If this difference exceeds a certain percentage of total expenditures under the fee schedule, the CMS must reconcile this difference by adjusting payments for the following year. This requirement applies to services for which payment was bundled with another service and there was a separate or add-on payment during the previous year. Finally, the CMS must update the prices and rates of each category of direct costs that affect payments (e.g., prices of equipment) at least every five years, with updates made to each category in the same year. The bill also prohibits the CMS from varying a certain adjustment factor by more than 2.5% each year.
