Good Samaritan Remediation of Abandoned Hardrock Mines Act of 2022 This bill promotes the remediation of abandoned hardrock mine sites by Good Samaritans. A Good Samaritan means a person that is (1) not a past or current owner or operator of the abandoned site; (2) had no role in the creation of the historic mine residue; and (3) is not potentially liable under any law for the remediation, treatment, or control of the historic mine residue. The bill requires the Environmental Protection Agency (EPA) to establish a Good Samaritan pilot program. Under the program, the EPA may issue permits to allow Good Samaritans to remediate historic mine residue at abandoned hardrock mine sites without assuming liability under specified environmental laws for past, present, or future releases, threats of releases, or discharges of hazardous substances or other contaminants at or from the abandoned mine site. In addition, the bill establishes a Good Samaritan Mine Remediation Fund for land management agencies that authorize Good Samaritans to conduct remediation projects on federal land.

Watershed Results Act This bill provides funding for the Department of the Interior, in coordination with the Department of Agriculture and the Environmental Protection Agency, to establish a total of not less than two and not more than five watershed pilot programs in certain western states that use pay-for-performance contracts. Interior is required to designate a management team for each watershed pilot project. Each team must develop and implement a five-year plan for carrying out the applicable pilot. Interior and the management team for each watershed pilot must use advance watershed analytics throughout the planning, implementation, measuring, and monitoring of projects within the pilot. This technical analysis must be conducted to identify quantifiable outcomes, costs, feasibility, and impacts of the projects before making funding available for a watershed pilot. Further, Interior and the management team for a watershed pilot are required to set and publish minimum per-unit outcome prices. Interior must also enter into a pay-for-performance contract to achieve outcome-based goals described in the plan developed for the pilot. Interior must also submit specified annual and five-year reports to Congress.

Black Hills Forest Protection and Jobs Preservation Act of 2022 This bill provides for vegetation management projects and timber production projects on certain National Forest System lands in Montana, South Dakota, and Wyoming. The bill directs the Forest Service to issue one or more decisions using expedited authorities for compliance with environmental review requirements to carry out vegetation management projects on land in the Black Hills National Forest. Furthermore, the Forest Service shall categorize the Black Hills National Forest and the Bighorn National Forest as being very high priority for ecological restoration that involves vegetation removal. The Forest Service must also use specified amounts made available for forest thinning and timber harvesting for timber production in the Bighorn National Forest, the Custer Gallatin National Forest, and the Black Hills National Forest. In carrying out such timber production, the Forest Service shall use, to the extent practicable, the categorical exclusion for certain forest management activities and specified emergency action authority. A vegetation management or timber production project carried out under this bill shall not be subject to judicial review. Such a project may not be carried out on (1) a component of the National Wilderness Preservation System, or (2) an inventoried roadless area.

United States-Ecuador Partnership Act of 2022 This bill requires the Department of State and the U.S. Agency for International Development (USAID) to develop and implement strategies and programs to strengthen the U.S.-Ecuador relationship. The State Department must develop and implement a strategy to strengthen commercial and economic ties between the United States and Ecuador, including by (1) promoting cooperation and information sharing to increase trade and investment opportunities, and (2) supporting efforts by Ecuador's government to promote a more open and competitive business environment. The State Department must also develop and implement a strategy to increase the capacity of Ecuador's justice system and law enforcement to combat crime, corruption, and the harmful influence of malign foreign and domestic actors. USAID must develop and implement a strategy to support inclusive economic development across Ecuador's national territory, including by facilitating increased access to financing and investment for small- and medium-sized businesses. USAID must also, by working through appropriate nonprofit organizations, develop and implement programs to provide training and technical assistance to strengthen the National Assembly of Ecuador. USAID must also develop and implement programs to improve ecosystem conservation and enhance the effective stewardship of Ecuador's natural resources. The State Department and USAID must periodically report to Congress on the implementation of these strategies and programs.

Volcanic Ash and Fumes Act of 2022 This bill incorporates the capacities and expertise of the National Oceanic and Atmospheric Administration (NOAA) into the National Volcano Early Warning and Monitoring System. Specifically, the bill integrates into the purposes of the system relevant capacities of NOAA to strengthen the warning and monitoring systems of volcano observatories in the United States. The Department of Commerce must (1) submit to the U.S. Geological Survey (USGS) annual cost estimates for modernization activities and support of the system for NOAA; and (2) collaborate with the USGS to implement activities related to the expertise of NOAA, including observations and modeling of results from volcanic eruptions.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act This bill increases thresholds for requiring a farm to have a plan to address oil spills. Currently, regulations require a farm to have an oil spill control and prevention plan that is certified by a professional engineer if the farm's aboveground oil storage capacity is above a certain threshold or if the farm has a reportable oil discharge history. A farm with lower aboveground storage capacity and no reportable history is either allowed to self-certify its plan or not required to have a plan at all, depending on the farm's storage capacity. Under the bill, the Environmental Protection Agency must require a farm to have a professionally certified plan if the farm has an aggregate aboveground oil storage capacity of 40,000 gallons or more, whereas the current threshold is 20,000 gallons. The bill also raises the aggregate capacity thresholds at which a farm with no reportable oil discharge history may self-certify its plan or is not required to have a plan. The bill also limits when a farm's aboveground oil storage containers on separate parcels shall count toward the farm's oil storage capacity for the purposes of these thresholds.

Liegen der Bundesregierung inzwischen Erkenntnisse darüber vor, wie viele neu entstandene Clanstrukturen oder clanähnliche Personenzusammenschlüsse, die nicht den Strukturen krimineller Angehöriger türkisch-libanesischstämmiger Clanfamilien mit Mhallamiye-Bezug zuzurechnen sind und die mit bereits ansässigen Clans in Konkurrenz getreten sind, bundesweit in Deutschland existieren und kriminelle Strukturen aufgebaut haben, nachdem laut Medienberichten die Berliner Polizei kürzlich gegen eine im Clan-Milieu aufstrebende algerische Großfamilie, die sich funktionierende Strukturen aufgebaut habe, vorgehen musste (vgl. Bild (2022): Rückschlag für aufstrebenden Algerier-Clan, www.bild.de/regional/berlin/berlin-aktuell/nach-razzia-in-berlin-polizei-verpasst-aufstrebendem-clan-tiefschlag-80774500.bild.html), was wiederum Entwicklungen in Nordrhein-Westfalen bezüglich aufstrebender syrischer Clans ähnelt, auf die die Bundesregierung in ihrer Antwort auf meine Schriftliche Frage 36 auf Bundestagsdrucksache 20/1184 hingewiesen hatte?
