Promoting Resilient Buildings Act

Promoting Resilient Buildings Act This bill increases flexibility for predisaster mitigation assistance for building code activities, prohibits using certain loan funds for building code activities, and establishes a pilot program to fund residential resilience retrofits. Under current law, the Federal Emergency Management Agency (FEMA) may provide predisaster hazard mitigation assistance to government entities for implementing the latest published editions of relevant building codes and standards. Also, FEMA must consider a government entity’s adoption of such building codes when determining whether to award it predisaster hazard mitigation assistance. The bill specifies that the building codes applicable in such instances are the two most recently published editions (i.e., either the current edition or the previous one). Also, currently, under FEMA's Safeguarding Tomorrow Revolving Loan Fund (STRLF) program, states and Indian tribal governments may provide loans to local governments for establishing and carrying out building codes and standards. The bill removes this authority, so STRLF loans may not be used for such building code-related activities. Additionally, the bill establishes a pilot program for FEMA to provide grants to government entities that then provide the funding to individuals for residential resilience retrofits. The retrofit projects must reduce risk to homes from local natural hazards and individuals must demonstrate financial need. To implement the pilot program, FEMA may use up to 10% of the funds FEMA provides annually for predisaster hazard mitigation assistance. The pilot program terminates at the end of FY2030.

More Homes on the Market Act This bill increases the amount of gain from the sale of a principal residence that an individual may exclude from gross income (for federal tax purposes). Under the bill, an individual may exclude from gross income gain from the sale of a principal residence of up to $500,000 (currently $250,000), and taxpayers who are married and file a joint federal income tax return may exclude up to $1 million (currently $500.000). The bill also requires these amounts to be adjusted annually for inflation.

Fixing Emergency Management for Americans Act of 2025 or the FEMA Act of 2025 This bill reestablishes the Federal Emergency Management Agency (FEMA) (currently within the Department of Homeland Security) as an independent, cabinet-level agency. It also makes broad changes to FEMA’s disaster and hazard mitigation assistance programs. The bill generally transfers FEMA’s current functions and authorities to the independent FEMA, except for certain security-related programs.  The bill makes various changes to the Public Assistance program, including by establishing new grants for expedited funding to repair or replace disaster-damaged facilities, establishing block grants that recipients may choose instead of Public Assistance for smaller disasters, expediting and expanding uses of funding for emergency response and debris removal, and allowing use of excess administrative funds for increasing recipients’ disaster management capacity.  The bill makes various changes to the Individual Assistance program, including by expanding eligibility for housing assistance, expanding mitigation and direct (non-financial) assistance for residences, reducing certain restrictions on funds duplicating program benefits, and  establishing a unified disaster application system. The bill makes various changes to FEMA’s mitigation programs, including by establishing mitigation plans with preapproved projects, authorizing an entire Hazard Mitigation Grant Program grant to be provided before costs are incurred, changing pre-disaster mitigation assistance to noncompetitive formula grants, and  allowing recipients to combine mitigation project funds from multiple federal programs. Additionally, federal entities must publish various information relating to disaster assistance and conduct various studies on related topics (e.g., preliminary damage assessments, fast-moving disasters, and government emergency alerting systems).

Fostering the Use of Technology to Uphold Regulatory Effectiveness in Supervision Act This bill requires specified federal financial agencies to assess their technological capabilities and procurement practices. Specifically, agencies (the Federal Reserve Board, the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, the Department of the Treasury, the Office of the Comptroller of the Currency, the Financial Crimes Enforcement Network, the Federal Housing Finance Agency, and the National Credit Union Administration) must assess the technology used by the agency and its capabilities to conduct real-time supervisory assessments of entities over which the agency has supervisory authority. Additionally, the agencies must assess the applicable procurement rules and protocols when acquiring or developing new technological systems and identify any opportunities to streamline these procedures. Every five years, these agencies must report to specified congressional committees. Among other topics, the report must contain an overview of the technology used in supervisory assessments and any anticipated upgrades, a description of procurement practices, an overview of the agency’s technology development workforce, and details regarding data sharing procedures.

Housing for the 21st Century Act This bill revises federal housing programs, including by expanding available financing for affordable housing and providing grants for planning and community development activities. For example, the bill increases the statutory maximum loan limits for mortgage insurance programs administered by the Federal Housing Administration for multifamily homes and requires the use of a more specific inflation index for such loans. The bill also increases the maximum eligible income for the Department of Housing and Urban Development's (HUD's) HOME Investment Partnerships Program (grants to states and localities to support housing for low-income households) and establishes a grant program to assist regional, state, and local entities with strategies to support affordable housing. In addition, the bill exempts certain housing-related activities from the environmental review process, including certain construction, improvement, or rehabilitation of residential buildings; excludes veterans' disability benefits from being considered as income for purposes of determining eligibility for the Veterans Affairs Supportive Housing (VASH) program; establishes a pilot program to provide grants to public housing agencies (PHAs) and other owners of federally assisted housing to test the efficacy of temperature sensors to support compliance with temperature requirements; eliminates the requirement that manufactured homes must be constructed with a permanent chassis; and authorizes HUD to conduct performance reviews of organizations that provide housing counseling services. The bill also expands oversight of HUD and PHAs, such as by requiring PHAs to post information about contracts on their websites. For more information about this bill, see CRS Report  R48849 .

End Veteran Homelessness Act of 2025 This bill requires the Department of Veterans Affairs (VA) to furnish case management to certain veterans who are eligible for the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program administered by the Department of Housing and Urban Development (HUD) and the VA. Specifically, the VA must furnish case management to veterans who are eligible for HUD-VASH that the VA determines require case management. The VA must prioritize vulnerable homeless veterans in assigning case managers and providing services. The VA must take certain actions if a veteran refuses case management. HUD or a public housing authority may not revoke assistance solely on the basis that a veteran has refused case management. Additionally, a veteran may not be evicted or penalized by the owner of a property solely on the basis that they have refused case management or cannot be provided case management for health and safety reasons. The Government Accountability Office must report to Congress on veterans who are served by the HUD-VASH program, case managers and case management services provided under the program, and metrics about housing stability for veterans participating in federal housing assistance programs. The bill also provides statutory authority to expand eligibility for the HUD-VASH program to any veteran who is homeless, at risk of homelessness, or receiving assistance under another housing assistance program if the VA determines a voucher under HUD-VASH is more appropriate. (Currently, assistance is statutorily limited to certain veterans who have chronic mental illness or substance use disorders.)

Foster Youth Housing Opportunity Act This bill expands states' permissible uses of federal funds under the John H. Chafee Foster Care Program for Successful Transition to Adulthood (Chafee program) to include supportive housing services. The Chafee program is administered by the Department of Health and Human Services (HHS) Children's Bureau and provides funding to support youth and young adults who are in, or were formerly in, foster care with their transition to adulthood. The program is funded through formula grants awarded to child welfare agencies in states, certain territories, and participating tribes. The bill allows states to use such funds to provide supportive services (e.g., financial counseling) for youth up to the age of 26 who are seeking to obtain or retain housing and who have experienced foster care and receive assistance under the Department of Housing and Urban Development (HUD) Section 8 Family Unification Program. Additionally, HHS and HUD must jointly develop and issue guidance to state public child welfare agencies and public housing authorities to improve alignment and coordination of housing supportive services. HHS, in consultation with HUD, also must report information about foster youth who are receiving federal housing assistance and the outcomes for such youth, including the extent to which such youth are able to access stable housing and the rates of homelessness. The report must include findings from any evaluations of state programs and recommendations for improving coordination between public child welfare agencies and federal housing programs.
