Cahokia Mounds Mississippian Culture Study Act This bill directs the Department of the Interior to conduct a special resource study of an area made up of (1) Cahokia Mounds State Historic Site in Collinsville, IL; (2) the Emerald Mounds in St. Clair County, Illinois; and (3) the Pulcher Mounds in Monroe and St. Clair Counties, Illinois. (The National Park Service uses special resource studies when determining whether to designate sites as National Historical Sites.) The study must evaluate the national significance of the study area; determine the suitability and feasibility of designating the study area as a unit of the National Park System; consider other alternatives for preservation, protection, and interpretation of the study area by other governmental entities or nonprofit organizations; and identify cost estimates for any federal acquisition, development, interpretation, operation, and maintenance associated with such alternatives. Interior must report on the results of the study and make recommendations to specified congressional committees.

Overcoming Prevalent Inadequacies in Overdose Information Data Sets Act or the OPIOIDS Act This bill establishes and revises certain grants and resources to address opioid-related overdoses. Specifically, the bill authorizes the Department of Justice (DOJ) to award grants to states, territories, and localities to improve data and surveillance related to opioid overdoses. Additionally, the bill directs DOJ to award grants to law enforcement agencies and forensic laboratories in communities with high rates of drug overdoses to (1) provide training to help officers better identify overdoses, (2) upgrade essential systems for drug tracing and processing samples in forensic laboratories, or (3) provide training to better trace criminals through the dark web. The bill requires the Federal Law Enforcement Training Centers to provide training to state and local law enforcement agencies on how to best coordinate with state and federal partners for tracking drug-related activity. The bill allows funds under the Community Oriented Policing Services grant program to be used to provide training and resources for equipment that protects first responders from secondary fentanyl exposure. Finally, the bill directs the Drug Enforcement Administration to (1) develop uniform reporting standards for information concerning drug control activities, and (2) budget for a program that analyzes fentanyl samples.

Supporting Victims of Human Trafficking Act This bill increases the percentage of the total allocation made available for trafficking victim services grants that may be set aside for research and for training and technical assistance.  Specifically, the bill increases from 3% to 7% the amount that may be set aside for research, evaluation, and statistics; and increases from 5% to 10% the amount that may be set aside for training and technical assistance. Further, the bill allows the amount set aside for training and technical assistance to be used for strengthening program administration and budgeting. The bill also increases from 75% to 95% the federal share of project costs.

Federal Improvement in Technology Procurement Act or the FIT Procurement Act This bill addresses various issues related to federal procurement policy and the federal acquisition workforce. &nbsp; For example, the bill requires the Federal Acquisition Institute (FAI) to establish a pilot program to consider incorporating experiential learning into the Federal Credentials Program, the Federal Acquisition Certification-Contracting Officer’s Representative Program, and the Federal Acquisition Certification for Program and Project Managers Program; FAI to provide information and communications technology acquisition training for certain acquisition workforce members; the General Services Administration to assume responsibility from the Office of Management and Budget for developing and implementing an artificial intelligence training program for certain acquisition workforce members; the Office of Federal Procurement Policy (OFPP) to issue guidance on when a wider range of projects, including commercial or non-government projects, should be accepted as relevant past performance so as&nbsp;to increase competition among eligible firms; and the OFPP to implement regulatory and other non-legislative actions, based on input from the Chief Acquisition Officers Council and the public, to remove barriers to entry for small businesses seeking to participate in federal government procurement. The bill also increases the simplified acquisition threshold from $250,000 to $500,000 and the micro purchase threshold from $10,000 to $25,000. (The federal government uses less complex procedures for the purchase of property and services valued below the simplified acquisition threshold. Purchases below the micro purchase&nbsp;threshold generally do not require soliciting competitive quotations if the contracting officer considers the price to be reasonable.)

Accurately Counting Risk Elimination Solutions Act or the ACRES Act This bill establishes requirements regarding&nbsp;reports&nbsp;about hazardous fuels reduction activities and&nbsp;standardized procedures for tracking data for hazardous fuels reduction. Hazardous fuels reduction activities means any vegetation management activities that reduce the risk of wildfire but excludes the award of contracts to conduct hazardous fuels reduction activities. First, the Department of Agriculture (USDA) and the Department of the Interior must include in the materials submitted in support of the President's budget each fiscal year a report on the number of acres of federal land on which such activities were carried out during the preceding year. Next, USDA and Interior must implement standardized procedures for tracking data related to such activities. The standardized procedures must include regular, standardized data reviews of the accuracy and timely input of data used to track hazardous fuels reduction activities; verification methods that validate whether such data accurately correlates to such activities; an analysis of the short- and long-term effectiveness of such activities on reducing the risk of wildfire; and for hazardous fuels reduction activities that occur partially within the wildland-urban interface, methods to distinguish which acres are located within and which located outside the wildland-urban interface. Finally, the Government Accountability Office must (1) conduct a study on this bill's implementation, and (2) submit a report to Congress with the results of the study.

Billion Dollar Boondoggle Act of 2025 This bill requires the Office of Management and Budget (OMB) to collect information from federal agencies and report to Congress regarding projects that are behind schedule or have expenditures that have exceeded the original cost estimate.&nbsp; Specifically, the bill requires OMB to issue guidance directing federal agencies to annually submit specified information to OMB regarding certain federally funded projects that (1) are more than five years behind schedule, or (2) have expenditures that are at least $1 billion more than the original cost estimate for the project.&nbsp; Among other information, the agencies must submit to OMB a description of each project; an explanation of any change to the original scope of the project; the original and current expected dates for the completion of the project; the original and current cost estimates adjusted for inflation;&nbsp; an explanation for any delays in completing the project or increases in the cost; and the amount of and rationale for any award, incentive fee, or other type of bonus awarded for the project. The bill also requires OMB to submit an annual report to Congress containing the information submitted by the agencies&nbsp;and post the report on the OMB website.&nbsp;
