Combating Trafficking of Cuban Doctors Act of 2021 This bill requires the Department of State to reinstate the Cuban Medical Professional Parole program to authorize the admission into the United States of Cuban medical personnel conscripted to study or work in a third country under the direction of the Cuban government. The State Department must also submit an annual report and determination on the international trafficking of Cuban medical personnel, as well as report on and make recommendations related to the role of the Pan American Health Organization in this practice.

International Press Freedom Act of 2021 This bill establishes programs to address international threats to press freedom and allows qualifying threatened journalists to be admitted into the United States. The bill establishes an Office on International Press Freedom within the Department of State. The office's duties shall include (1) advocating for freedom of the press and freedom of expression abroad, (2) advising on U.S. policy on advancing such freedoms abroad, and (3) representing the United States in matters relating to such freedoms. The bill also establishes the At-Risk Journalists Fund. The State Department shall use the fund to support journalists operating in restrictive environments and provide emergency assistance to journalists who have been threatened. If the assistance provided through the fund is insufficient to protect the safety of an alien journalist who has been threatened, the journalist may receive a foreign media nonimmigrant visa upon meeting certain qualifications. The State Department must prioritize the review of a visa application for such a threatened journalist. Similarly, the Department of Homeland Security must consider providing humanitarian parole to threatened journalists and provide an admission preference to certain threatened journalists (generally if the journalist's life or safety is at risk and if paroling the journalist would further U.S. foreign policy or national security interests). The Department of Justice must provide training to all officials adjudicating refugee cases about issues involving freedom of the press. The State Department must also provide training on such issues to certain Foreign Service officers working overseas.

Ending China's Exit Ban for American Citizens Act of 2021 This bill bars an official of China's government from obtaining a visa to enter the United States if the official was involved in prohibiting a U.S. citizen from leaving China in an attempt to achieve certain goals, such as convincing a relative of the U.S. citizen to submit to Chinese government custody for prosecution. Any existing visa belonging to such an official shall be revoked.

Holocaust Insurance Accountability Act of 2021 This bill allows a beneficiary (or an heir of a beneficiary) of certain insurance policies in effect during the Holocaust to sue in U.S. district court to enforce rights under such policies. An insurance policy covered under this bill must have been (1) in effect at any time between January 31, 1933, and December 31, 1945, and (2) issued to a policyholder domiciled in Nazi-controlled territory or Switzerland. A court shall award to a prevailing beneficiary (1) the amount due under a policy, (2) prejudgment interest of 6% a year, (3) attorney's fees and costs, and (4) treble damages if the insurer acted in bad faith. An action under this bill or state law related to a covered insurance policy shall be considered timely if filed within 10 years of this bill's enactment. Judgments and agreements entered before this bill's enactment shall not preclude a claim brought under the bill, with certain exceptions. Neither executive agreements between the United States and a foreign government nor U.S. executive foreign policies shall (1) affect or preclude claims brought under this bill, or (2) supersede or preempt any state laws relating to insurance policies covered by this bill.

Iranian Sanctions Enforcement Act of 2023 This bill establishes an Iran Sanctions Enforcement Fund to pay expenses relating to seizures and forfeitures of Iranian property and provides statutory authority for the Export Enforcement Coordination Center, which is in the Department of Homeland Security (DHS) and investigates and prosecutes violations of U.S. export control laws. Specifically, the Iran Sanctions Enforcement Fund may be used to pay (1) investigative costs incurred by a law enforcement agency of DHS or the Department of Justice; (2) expenses related to detention, security, or disposal of seized property; or (3) the costs of contracting associated with the seizure or forfeiture of Iranian property.

Counterterrorism Screening and Assistance Act of 2019 This bill directs the Department of State to report biennially on U.S. initiatives to build capacity in foreign countries to prevent travel by terrorists and foreign fighters, and accelerates programs to share equipment with countries to prevent such travel. The report shall include (1) an assessment of the countries of greatest concern, (2) data such as the number of flights from such countries to the United States, (3) information on existing U.S. programs to build capacity to prevent travel by terrorists in those countries, and (4) a plan for prioritizing U.S. resources toward the countries of greatest concern. The Department of Homeland Security (DHS) shall accelerate provisions to foreign governments of (1) U.S. Customs and Border Protection's global travel targeting and analysis systems and (2) the State Department's watch-listing, identification, and screening systems. DHS may provide equipment, training, and maintenance services related to such systems. DHS shall notify Congress when it provides such equipment to a foreign government, along with information such as the specific risk that will be mitigated by the system and the total dollar value of the equipment provided. The bill directs the State Department to report to Congress each year on countries that fail to meet minimum standards to combat terrorist and foreign fighter travel. The State Department is authorized to suspend certain foreign assistance to countries that do not make significant efforts to meet such standards.

Democracy Technology Partnership Act This bill establishes the International Technology Partnership Office, led by the Special Ambassador for Technology, in the Department of State. The office shall advance U.S. technology policy through the creation of an International Technology Partnership with specified foreign countries. Specifically, the office must create a partnership of democratic countries to develop technology governance regimes, with a focus on key technologies such as artificial intelligence and machine learning, 5G telecommunications, semiconductor chip manufacturing, biotechnology, and quantum computing. Partner countries must be democratic countries with advanced technology sectors that have a demonstrated record of trust or an expressed interest in international cooperation and coordination with the United States on defense and intelligence matters. The bill also establishes the International Technology Partnership Fund in the Department of the Treasury. The State Department may use amounts from this fund to support joint research projects from International Technology Partnership member countries and technology investments in third-country markets. The State Department must also submit reports (1) outlining a national strategy for technology and national security; and (2) assessing other countries' standards and governance regimes for privacy, human rights, consumer protection, and free expression.

Save our Allies Congressional Gold Medal Act This bill provides for the presentation of a Congressional Gold Medal to Chad Robichaux, Sarah Verardo, Tim Kennedy, Kevin Rourke, Sean Gabler, Dave Johnson, and Dennis Price, in recognition of their exceptional efforts and selfless dedication during the Afghanistan evacuation in 2021, which led to the safe evacuation of over 17,000 people from Taliban-controlled Afghanistan. Combatting Foreign Surveillance Spyware Sanctions Act This bill authorizes the President to impose property- and visa-blocking sanctions on (1) foreign companies that develop, maintain, own, sell, lease, license, or otherwise make available spyware that allows for the targeting of U.S. government officials or personnel of the intelligence community; (2) foreign persons who sell such foreign spyware; and (3) foreign government officials (or those acting on their behalf) who use such foreign spyware.

No Russian Tunnel to Crimea Act This bill requires the President to impose visa- and property-blocking sanctions on foreign persons who knowingly participate in the construction, maintenance, or repair of a tunnel or bridge that connects the Russian mainland with the Crimean Peninsula. The bill provides exceptions to these sanctions in certain circumstances (such as providing humanitarian assistance or to comply with international obligations). The President may also waive such sanctions on the basis of U.S. national security interests.
