Promoting Resilient Buildings Act This bill increases flexibility for predisaster mitigation assistance for building code activities, prohibits using certain loan funds for building code activities, and establishes a pilot program to fund residential resilience retrofits. Under current law, the Federal Emergency Management Agency (FEMA) may provide predisaster hazard mitigation assistance to government entities for implementing the latest published editions of relevant building codes and standards. Also, FEMA must consider a government entity’s adoption of such building codes when determining whether to award it predisaster hazard mitigation assistance. The bill specifies that the building codes applicable in such instances are the two most recently published editions (i.e., either the current edition or the previous one). Also, currently, under FEMA's Safeguarding Tomorrow Revolving Loan Fund (STRLF) program, states and Indian tribal governments may provide loans to local governments for establishing and carrying out building codes and standards. The bill removes this authority, so STRLF loans may not be used for such building code-related activities. Additionally, the bill establishes a pilot program for FEMA to provide grants to government entities that then provide the funding to individuals for residential resilience retrofits. The retrofit projects must reduce risk to homes from local natural hazards and individuals must demonstrate financial need. To implement the pilot program, FEMA may use up to 10% of the funds FEMA provides annually for predisaster hazard mitigation assistance. The pilot program terminates at the end of FY2030.

Fixing Emergency Management for Americans Act of 2025 or the FEMA Act of 2025 This bill reestablishes the Federal Emergency Management Agency (FEMA) (currently within the Department of Homeland Security) as an independent, cabinet-level agency. It also makes broad changes to FEMA’s disaster and hazard mitigation assistance programs. The bill generally transfers FEMA’s current functions and authorities to the independent FEMA, except for certain security-related programs. The bill makes various changes to the Public Assistance program, including by establishing new grants for expedited funding to repair or replace disaster-damaged facilities, establishing block grants that recipients may choose instead of Public Assistance for smaller disasters, expediting and expanding uses of funding for emergency response and debris removal, and allowing use of excess administrative funds for increasing recipients’ disaster management capacity. The bill makes various changes to the Individual Assistance program, including by expanding eligibility for housing assistance, expanding mitigation and direct (non-financial) assistance for residences, reducing certain restrictions on funds duplicating program benefits, and establishing a unified disaster application system. The bill makes various changes to FEMA’s mitigation programs, including by establishing mitigation plans with preapproved projects, authorizing an entire Hazard Mitigation Grant Program grant to be provided before costs are incurred, changing pre-disaster mitigation assistance to noncompetitive formula grants, and allowing recipients to combine mitigation project funds from multiple federal programs. Additionally, federal entities must publish various information relating to disaster assistance and conduct various studies on related topics (e.g., preliminary damage assessments, fast-moving disasters, and government emergency alerting systems).

Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2025 This bill requires the Department of Homeland Security (DHS) to develop and conduct an exercise to enhance collective domestic preparedness for and response to a terrorist attack during an extreme cold weather event (e.g., an event caused by a polar vortex when Arctic air expands southward). The scenario in the exercise must involve a terrorist attack causing cascading effects on critical infrastructure (i.e., systems and assets of vital importance to national security, public health, or safety) and must address how public and private entities can coordinate to mitigate such effects and bolster community resilience. Within 60 days after completion of the exercise, DHS must submit to Congress an after-action report including the initial findings of the exercise, plans for incorporating lessons learned into future operations, and any proposed legislative changes.

National Earthquake Hazards Reduction Program Reauthorization Act of 2025 This bill reauthorizes through FY2030 the activities of the U.S. Geological Survey (USGS) under the National Earthquake Hazards Reduction Program (NEHRP). It also expands certain USGS activities under NEHRP relating to earthquake warnings and mapping and expands other NEHRP activities. NEHRP is a coordinated earthquake hazards reduction program administered by four federal agencies: the National Institute of Standards and Technology, USGS, the Federal Emergency Management Agency, and the National Science Foundation. Under NEHRP, USGS is responsible for monitoring and early warnings (including operating the Advanced National Seismic System, a nationwide network of seismic stations), hazard assessments and mapping, and research regarding earthquakes. The bill reauthorizes such USGS activities through FY2030. Additionally, the bill requires USGS to coordinate with the Federal Communications Commission to ensure alerts and early warnings are broadcast as rapidly as possible for maximum warning time, expand the early warning system to additional high-risk areas, issue forecasts for aftershocks following significant earthquakes, and include tsunamis and other hazards associated with earthquakes in seismic hazard maps. Also, NEHRP activities to develop building codes and standards must include recovery objectives addressing post-earthquake occupancy and functionality of infrastructure.

Wildfire Emergency Preparedness Act of 2025 This bill establishes grants, training, and interagency coordination for responding to wildfires and fires in the wildland-urban interface (WUI) (i.e., where undeveloped land or vegetation meets human infrastructure). It also requires measures for protecting the health of firefighters and emergency responders. The bill establishes an Under Secretary of Agriculture for Fire Coordination to manage coordination of government preparation and response to wildfires and WUI fires. Such office may award grants to fire departments and emergency medical services organizations for training firefighting personnel or obtaining personal protective equipment for responding to such fires. Also, the Forest Service must establish a national plan with guidelines for training structural (i.e., urban) firefighters to respond to wildfires and WUI fires. The Forest Service may provide grants to certain nonprofit organizations to carry out training programs pursuant to the plan. Upon request from agencies, the Department of Defense (DOD) may allow its firefighters to conduct operations or assist in responding to wildfires and WUI fires. Agencies must reimburse DOD for such services. Additionally, the National Institute for Occupational Safety and Health must perform research and development and report to Congress on protecting the respiratory health of firefighters and identifying certain hazardous substances in areas affected by wildfires and WUI fires. Also, task forces within the National Urban Search and Rescue Response System of the Federal Emergency Management Agency (FEMA) must train each member in peer mental health support and include members who are mental health practitioners.

Emergency Disaster Relief Fund Act of 2025 This bill provides FY2025 supplemental appropriations to the Federal Emergency Management Agency (FEMA) for the Disaster Relief Fund (DRF). (The DRF is the primary funding source for federal programs for disaster response, recovery, and mitigation.) The amounts provided by the bill are designated as emergency spending pursuant to the Statutory Pay-As-You-Go Act of 2010 (PAYGO) and other congressional budget enforcement procedures. (This generally excludes the budget effects from being counted for the purposes of congressional budget enforcement procedures.)

Promoting Opportunities to Widen Electrical Resilience Act of 2025 or the POWER Act of 2025 This bill authorizes electric utilities receiving certain emergency assistance for the restoration of power to also carry out cost-effective hazard mitigation activities in combination with the power restoration activities. Additionally, the bill specifies that electric utilities receiving such assistance for a facility may, if otherwise eligible, also receive hazard mitigation assistance for the same facility under the Federal Emergency Management Agency's Public Assistance program.

Preventing Our Next Natural Disaster Act This bill modifies the Building Resilient Infrastructure and Communities (BRIC) grant program of the Federal Emergency Management Agency (FEMA). Specifically, the bill increases the amount that may be set aside from FEMA's Disaster Relief Fund for BRIC from 6% to 15% of certain disaster grant amounts; authorizes FEMA to set aside 2% from the BRIC 15% set-aside for assistance with community planning and capacity building; provides a 90% federal cost share for BRIC grants to environmental justice communities, and increases the maximum number of people in small impoverished communities, which are also eligible for the 90% BRIC federal cost share; and authorizes FEMA to develop guidance regarding how to incorporate climate change into the National Risk Index, benefit-cost analyses, and improved codes, specifications, and standards to address natural hazards. FEMA must prioritize BRIC assistance for high hazard risk communities, environmental justice communities, communities with low tax revenue base per capita, and communities with a low rate of code adoption and enforcement and infrastructure maintenance expenditures; provide community outreach on project planning and grant administration; and establish a central federal database to consolidate funding data collected by all local, state, and federal agencies involved in post-disaster response and pre-disaster mitigation spending and categorize the data by type of project, funding source, and hazard types using a user-friendly database and interactive map.

Housing Survivors of Major Disasters Act This bill expands eligibility for disaster housing assistance under the Federal Emergency Management Agency (FEMA) Individuals and Households Program (IHP) with respect to property damage, availability of housing resources, and constructive (i.e., implied) ownership. Specifically, the bill lowers the level of damage required to be eligible for IHP housing assistance, so the residence must be damaged by a major disaster instead of rendered uninhabitable. Also, under current law, FEMA is authorized to provide IHP assistance for permanent housing construction where (1) no alternative housing resources are available; and (2) other types of temporary housing assistance are unavailable, infeasible, or not cost-effective. The bill authorizes IHP permanent housing construction where FEMA determines such assistance is a cost-effective alternative to other housing solutions, such as providing for temporary housing costs. Additionally, the bill requires FEMA to consider an individual's or household’s claim of constructive ownership, where evidence supports such ownership is more likely than not, when determining eligibility for IHP financial assistance for home repair or replacement for a residence without documented ownership rights. FEMA must consider all evidence provided (e.g., deeds, tax receipts, insurance documents) when determining whether constructive ownership more likely than not exists. If FEMA determines the evidence is insufficient, FEMA may require a signed declarative statement describing the constructive ownership.

Securing Taxpayer Assistance during Natural Disasters Act or the STAND Act This bill prohibits the Department of State and the U.S. Agency for International Development from obligating or expending federal funds for bilateral, multilateral, or humanitarian non-defense foreign assistance within the first 60 days following a presidentially declared major disaster. The prohibition may be waived if a joint resolution of Congress providing for such a waiver is enacted into law.

Support Neighborhoods Offset Winter Damage Act of 2025 or the SNOW Act of 2025 This bill authorizes Federal Emergency Management Agency (FEMA) grant funding for winter storm hazard mitigation and requires FEMA rulemaking to expand assistance for winter storms. It also increases the federal cost share for various FEMA grants, for any hazard type, in rural or disadvantaged areas. The bill specifically authorizes the use of grant funding under the Hazard Mitigation Grant Program (HMGP) and Building Resilient Infrastructure and Communities program to reduce the risk of future damage in areas affected by winter storms, such as by acquiring snow removal equipment. Also, under current FEMA policy, in determining eligibility and recommending a presidential major disaster declaration for a snowstorm, FEMA’s considerations include whether data shows record (or near record) snowfall and whether estimated statewide costs meet applicable thresholds. The bill requires FEMA to create regulations waiving these eligibility requirements for a major disaster declaration for a snowstorm in certain circumstances. FEMA must also create regulations to provide certain assistance for winter storms, including for debris removal and specified infrastructure, as well as individual and emergency assistance when the state determines the storm exceeds state and local capacity. In addition, for any hazard type, the bill requires FEMA to increase the federal cost share from 75% to 90% for certain assistance provided in rural or disadvantaged areas. It also authorizes an increased HMGP federal cost share amount from 75% to 90% for assistance in rural or disadvantaged areas.

Post-Disaster Assistance Online Accountability Act This bill establishes a centralized location to publish information on disaster assistance provided by federal agencies. The Small Business Administration, the Department of Housing and Urban Development, and any agencies providing disaster assistance must make available to the public on a quarterly basis information regarding (1) the total amount of assistance provided by the agency; (2) the amount provided that was expended or obligated; and (3) all projects or activities for which assistance was expended, obligated, or used.

Disaster Resiliency and Coverage Act of 2025 This bill establishes a grant program for certain hazard mitigation measures for homes in disaster risk areas and provides a tax credit for up to 30% of expenditures on such mitigation measures. It also excludes from taxable income certain payments for residential hazard mitigation and federal emergency agricultural assistance. The bill requires the Federal Emergency Management Agency (FEMA) to award grants to states and Indian tribal governments for specified hazard mitigation activities on residential properties at a high risk of experiencing a major disaster. FEMA must establish and periodically update disaster risk areas in which homes are eligible for the grant funding. Individual residential households, subject to certain income limitations, may receive up to $10,000 (adjusted for inflation) for eligible hazard mitigation activities, such as reinforcing a roof, installing a flood control system, or reducing flammable vegetation near the home. The bill also provides an income tax credit to individuals and businesses for up to 30% of expenditures on the specified residential mitigation activities eligible under the grant program. Additionally, under current law, payments for disaster relief and payments under federal hazard mitigation programs are excluded from taxable income. The bill specifically excludes from taxable income payments to an individual for hazard mitigation improvements to their residence under any program established or administered by a state or local government. The bill also excludes certain federal emergency and disaster agricultural assistance from taxable income as a type of disaster relief payment.

FEMA Operations Continuity Act of 2025 This bill authorizes the Federal Emergency Management Agency (FEMA) to continue certain disaster relief, recovery, and mitigation operations during a lapse in appropriations (i.e., government shutdown). Specifically, the bill authorizes FEMA to continue all disaster relief, recovery, and mitigation operations funded through the Disaster Relief Fund (DRF); obligate and disburse DRF balances for all existing and future disaster declarations, including individual and public assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act; and maintain personnel and contract support necessary to ensure uninterrupted processing of claims and payments. The bill also (1) requires all unobligated balances in the DRF to remain available to FEMA for expenditure during a lapse in appropriations; and (2) prohibits the funds from being withheld, sequestered, or reprogrammed during a lapse in appropriations, except as necessary to comply with the Antideficiency Act. Finally, the bill specifies that, for the purposes of the Antideficiency Act, the FEMA operations authorized by this bill must be considered essential to protect human life and property and are exempt from government shutdown restrictions.

Sinkhole Mapping Act of 2025 This bill directs the U.S. Geological Survey (USGS) to establish a program to study the short-term and long-term mechanisms that cause sinkholes, including extreme storm events, prolonged droughts causing shifts in water management practices, aquifer depletion, and other major changes in water use; and develop maps, using three-dimensional elevation data, that depict zones that are at greater risk of forming sinkholes. The USGS must establish a public website that displays such maps and other relevant information critical for use by community planners and emergency managers.

Gold Shield Families consist of the families of fallen police officers, firefighters, emergency medical technicians, correction officers, emergency dispatch officers, and emergency service providers.

The system, implemented by the USGS in collaboration with the National Oceanic and Atmospheric Administration, includes a monitoring network, volcano observatories, a national data center, and external research grants.

Securing the Cities Improvement Act This bill makes changes to the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office's (CWMD's) Securing the Cities program, which seeks to detect nuclear or radiological materials to prevent terrorist attacks and other events posing a risk to cities in the United States. Specifically, the bill requires the CWMD to establish performance metrics and milestones for the program and to track performance against them. Also, under current law, in carrying out the Securing the Cities program, the CWMD may only partner with cities that are high-risk urban areas , which are designated by the Federal Emergency Management Agency under a different program. Instead, the bill requires the CWMD to designate the jurisdictions it may partner with for the program, and the designations must be based on the capability and capacity of the jurisdiction relating to preparedness and response, as well as the relative threat to, vulnerability of, and consequences for, such jurisdiction regarding terrorist attacks and other high-consequence events utilizing nuclear or radiological materials. Additionally, within two years of enactment of the bill, the CWMD must submit a report to Congress regarding participation in the Securing the Cities program, the establishment of metrics and milestones, performance against such metrics and milestones, and plans for any changes to the program.

Federal Disaster Assistance Coordination Act This bill requires the Federal Emergency Management Agency (FEMA) to streamline disaster information collection, convene a working group on preliminary damage assessments, and provide a report to Congress. FEMA must (1) conduct a study and develop a plan under which the collection of information from disaster assistance applicants and grantees will be made less burdensome, duplicative, and time consuming for applicants and grantees; and (2) develop a plan for the regular collection and reporting of information on federal disaster assistance awarded. Additionally, not later than two years after enactment of the bill, FEMA must convene a working group on a regular basis to (1) identify potential areas of duplication or fragmentation in preliminary damage assessments after disaster declarations; (2) determine the applicability of having one federal agency make the assessments for all agencies; and (3) identify potential emerging technologies, such as unmanned aircraft systems (i.e., drones), to expedite the administration of preliminary damage assessments. FEMA must submit a comprehensive report on the plans for streamlining and consolidating information collection and the findings and recommendations of the working group to Congress with a briefing. The report must be made available to the public and posted on FEMA's website.

Disaster Assistance Simplification Act This bill directs the Federal Emergency Management Agency (FEMA) to develop and establish a unified intake process and system for applicants for assistance provided by a disaster assistance agency. The system must facilitate a consolidated application for any form of disaster assistance provided by a disaster assistance agency when appropriate to support the nature and purposes of the assistance; carry out the purposes of disaster assistance programs swiftly, efficiently, equitably, and in accordance with specified laws and privacy and data protections; and support the detection, prevention, and investigation of waste, fraud, abuse, or discrimination in the administration of disaster assistance programs. Further, the system must, among other things accept applications for disaster assistance programs; permit applicants to receive status updates on such applications; allow applicants to update disaster assistance information throughout their recovery journeys; permit the distribution of information on additional recovery resources to disaster survivors that may be available in a disaster-stricken jurisdiction in coordination with appropriate federal, state, local, and tribal partners; and permit disaster assistance agencies to communicate directly with disaster survivors. Not later than 30 days after receiving a request from a disaster assistance agency to update questions in the consolidated application needed to administer the disaster assistance programs of the agency, FEMA must make those updates. The bill requires reports and congressional briefings from FEMA, and a report from the Government Accountability Office, relating to the bill's implementation.

Stop Disaster Price Gouging Act This bill prohibits certain price increases following presidentially declared major disasters or emergencies, requires the Federal Trade Commission (FTC) to enforce the prohibition, and authorizes states and private parties to bring legal action for violations. The bill prohibits entities from increasing prices in affected areas by more than 10% above pre-disaster prices for 30 days after the declaration date for essential consumer goods and services (e.g., food, emergency supplies, and transportation), hotel lodging, and residential rental properties. For repair or reconstruction services this prohibition lasts 180 days. Also, for 30 days, entities may not charge more than 50% above their cost for such goods, services, or housing if they did not charge that price pre-disaster. The bill provides exceptions, including for higher costs. Violations of the prohibition are subject to specified civil penalties. Amounts recovered by the FTC must be used to assist communities in areas affected by a major disaster or emergency. Additionally, the bill authorizes states, with prior notice to the FTC, to bring a civil action in state or federal court when their residents are threatened or affected by a violation of the bill. It also authorizes private parties to bring an action if commenced within two years after discovering the violation.

Disclosing Aid Spent to Ensure Relief Act of 2025 or the DISASTER Act of 2025 This bill requires the Office of Management and Budget to submit an annual report to Congress on all disaster-related assistance provided by the federal government. The report must include all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs.

Strengthening Wildfire Resiliency Through Satellites Act of 2025 This bill requires the U.S. Geological Survey to establish a competitive grant program to fund satellite monitoring of wildfires. The entities eligible to receive the grants are state foresters, emergency managers, and equivalent state officials. Grant recipients must use the funds for purchasing and integrating satellite data on wildfire monitoring and for using the data to detect and manage wildfires.

This joint resolution terminates the national emergency relating to energy declared by the President on January 20, 2025, in Executive Order 14156. The executive order states that the supply of and infrastructure for energy in the United States is insufficient to meet the country's needs. It defines energy as crude oil, natural gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, the kinetic movement of flowing water, and critical minerals. The executive order directs the heads of executive departments and agencies to use available emergency and other authorities to take certain actions to address this topic, including approving development of domestic energy resources, expediting the completion of authorized energy infrastructure (particularly in the Northeast, West Coast, and Alaska), and pursuing the use of emergency permitting provisions under certain environmental regulations. The executive order also directs the Department of Defense to conduct an assessment of its ability to acquire and transport energy resources (particularly in the Northeast and West Coast), and invokes emergency military construction authority to address any vulnerabilities identified in the assessment.

Building Resilient Infrastructure and Communities for All Act of 2025 This bill changes grants historically provided under the Building Resilient Infrastructure and Communities (BRIC) program from competitive grants to noncompetitive formula grants allocated to each eligible state. These grants fund activities that reduce risk from natural hazards. The bill also provides eligibility for projects to receive grant funds from two different mitigation programs. Under current law, the Federal Emergency Management Agency (FEMA) may provide BRIC grants to states and Indian tribal governments through a competitive application process. The bill requires FEMA to instead allocate such grants based on a specified formula which distributes funding to each eligible state while giving certain preference proportionally to states with higher populations and states with the most vulnerability of critical infrastructure to natural hazards. States must distribute at least 50% of the grant funds to local governments carrying out mitigation projects. The bill also specifies a minimum for the amount to be provided to tribes. To be eligible to receive a formula grant under the bill, a state must annually recommend to FEMA specific predisaster mitigation projects. States generally may only use the grants for projects they recommended. Additionally, under current law, a project is not eligible to receive funds from two different FEMA grant programs for the same purpose. The bill prohibits FEMA from considering a project’s receipt of BRIC (or other predisaster mitigation) grant funding in determining such project’s eligibility to receive funding under the Hazard Mitigation Grant Program, and vice versa.

Don’t Penalize Victims Act This bill enables persons receiving funds from a federal disaster assistance program to also receive funds for that same purpose from any other source except for another federal program or insurance. Under current law, federal agencies providing financial assistance for losses resulting from a major disaster or emergency are prohibited from allowing recipients to receive other funds for that same purpose from any other source. Persons seeking federal disaster assistance must report the availability or receipt of duplicative funds and federal agencies will reduce the amount of disaster assistance accordingly to prevent a duplication of benefits. The bill narrows the duplication restriction to apply only to funds from other federal programs or insurance, so federal agencies providing disaster assistance may allow recipients to also receive funds for that same purpose from any other sources (e.g., charitable gifts, legal claims).
