Requires each state grantee to develop and implement a state child and youth strategy that assesses children's needs and the assets within the state that can be mobilized, coordinated, and integrated to achieve quantifiable progress toward goals that include ensuring that: (1) children are ready for school; (2) students are engaged and achieving in school; (3) students are physically, mentally, socially, and emotionally healthy; (4) schools and neighborhoods are safe and provide a positive climate for learning; (5) families are supportive and engaged in their children's education; (6) students are ready for postsecondary education and 21st Century careers; and (7) students are contributing to their communities. Directs the consortia to develop and implement a local child and youth strategy that integrates multiple private and public services into a comprehensive, coordinated continuum of services directed toward achieving quantifiable progress toward such goals. Requires the Secretary to award competitive grants directly to local consortia if appropriated funds fall below a specified amount.

SAVE Act

Safe Schools Against Violence in Education Act or the SAVE Act - Amends the Elementary and Secondary Education Act of 1965 to require states to allow a student who is attending a public school that does not have a safe climate for academic achievement, or who becomes a victim of a violent criminal offense while on school grounds, at a school event, or on a school bus to transfer to a safe public school within the school district. (Currently, the school must be persistently dangerous and the offense must occur on school grounds.) Requires states to: (1) permit schools to provide counseling and educational services to violent offenders in alternative settings; (2) require schools that know a violent offender is returning to school to notify the victim's parents that the offender is returning; and (3) provide school students, families, and staff with an annual report containing certain school crime statistics. Requires a state's determination that a school is unsafe to: (1) be based on those school crime statistics and certain other school data that the state is to collect; (2) be relayed to local educational agencies (LEAs) so that LEAs can relay such information to parents in a timely manner; and (3) result in ameliorative efforts by unsafe schools. Directs the Secretary of Education to: (1) make school crime statistics publicly available; and (2) publish a handbook to assist states and LEAs in meeting this Act's school crime, offense, and incident disclosure requirements. Amends the Safe and Drug-Free Schools and Communities program to augment the information LEAs must provide to states concerning students with guns to include incidents that do not involve a student's expulsion and school-related off-campus incidents, including those involving non-students. Includes bullying and cyberbullying prevention, and emergency preparedness in the federal activities required under the program. Directs the Secretary to fund schoolwide climate surveys of students, parents, and school personnel for use in creating collaborative plans for school improvement. Gives funding priority to unsafe schools.

Authorizes appropriations. Directs the Secretary of the Treasury to instruct the U.S. Executive Director of the Asian Development Bank to: (1) advocate for the Bank to encourage best practices in the areas of climate change adaptation, water resource management, aquatic and terrestrial systems management, and food security; and (2) encourage the Bank to enhance its coordination with other multilateral and bilateral assistance programs in the Mekong River Basin to reduce risks to the region's environment, economy, and food security. States that it is U.S. policy to: (1) support the adoption of policies and practices that ensure conflict sensitivity in lending; (2) discourage multilateral development banks from providing financing for coal-fired power plants unless the bank has provided financing or technical assistance to develop the borrower country's capacity to examine alternatives to coal-fired power; and (3) promote the phasing out of fossil fuel subsidies and provide financial assistance to support deployment of sustainable clean energy in developing countries.

Public Access to Historical Records Act - Directs the Administrator of the National Aeronautics and Space Administration (NASA) to establish an official dataset on the historical temperature record. Requires NASA to utilize the raw data related to temperature that is collected by applicable stations and vessels and to quantify the statistical uncertainty of each temperature observation and any subsequent products based on that observation. Requires the gaps that exist in temperature station and temperature reading data to be clearly and fully identified. Creates a panel to assist the Administrator in the establishment of the dataset. Requires the Administrator of NASA, at least once every three years, to contract with an appropriate independent entity to perform a verification and validation of the dataset and requires the publication of any algorithms utilized, and any determinations made, in verifying and validating the dataset. Requires persons and entities engaged in global climate research funded by the federal government to utilize the dataset as a source of data on the historical temperature record. Directs the Secretary of Commerce to provide for the immediate release of: (1) all raw temperature station data from cooperative observers and automated stations collected by the National Climatic Data Center; and (2) an analysis of the differences between raw and final temperature datasets collected by the Center.

States as Energy Leaders for the Future Act or SELF Act - Establishes in the Department of Energy (DOE) a program to provide grants to eligible entities, on a competitive basis, to develop and carry out clean energy and carbon reduction measures, such as renewable electricity standards, regional or statewide climate action plans, and participation in a regional greenhouse gas reduction program. Directs the Secretary of DOE, in establishing criteria for grants, to take into account: (1) regional disparities in the ways in which energy is produced and used; and (2) the clean energy resource potential of the measures. Amends the Internal Revenue Code to exclude from the definition of "domestic production gross receipts" for purposes of the tax deduction for income attributable to domestic production, the gross receipts of a major integrated oil company which are derived from oil related qualified production activities.

Practical Energy and Climate Plan Act of 2010

Practical Energy and Climate Plan Act of 2010 - Revises the Corporate Average Fuel Economy (CAFE) standards by requiring at least a 4% annual increase in the average fuel economy level beginning in model year 2017, unless the standards are technologically unachievable, cannot be achieved without materially reducing the overall safety of automobiles, or are not cost effective. Requires the Secretary of Transportation (DOT) to: (1) prescribe separate standards for passenger and non-passenger automobiles to achieve a combined fuel economy average of at least 34.1 miles per gallon for model year 2016 (currently 35 miles per gallon for model year 2020) for the total fleet of automobiles manufactured; and (2) determine the greatest achievable fuel efficiency improvement targets for rules pertaining to commercial medium- and heavy-duty vehicles and work trucks. Authorizes the Secretary to implement regulations for vehicle classes and components of such vehicles on an accelerated basis. Requires manufacturers to ensure that 50% of automobiles and light duty trucks manufactured in model years 2013-2014 are dual fueled (90% in 2015 and subsequent model years). Amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to require an electric utility to obtain no less than 15% of the base quantity of electricity it sells to consumers from diverse energy for 2015-2019, 20% for 2020-2024, 25% for 2025-2029, 30% for 2030-2049, and 50% for 2050. Requires the Secretary of Energy (DOE) to establish a federal diverse energy credit trading program. Requires the Administrator of the Environmental Protection Agency (EPA) to establish an incentive program to permanently retire conventional coal plants with the largest pollution-related liabilities. Amends the Energy Policy Act of 2005 to: (1) replace the incentive program for the production of cellulosic biofuels with one for the production of renewable fuels; and (2) require the Secretary of the Treasury to transfer funding to the Secretary of Energy for the cost of loan guarantees to promote the development of advanced nuclear energy facilities. Amends the Internal Revenue Code to: (1) allow a refundable and transferable income tax credit for fuel savings amounts achieved by a new qualified fuel-efficient motor vehicle; and (2) impose an excise tax on the sale of a fuel guzzler motor. Amends the Energy Conservation and Production Act to require the Secretary of Energy to: (1) update national model building energy codes at least every three years; and (2) establish targets for overall energy savings in buildings and minimum building efficiency standards. Establishes in DOE a Homes and Buildings Energy Retrofits Program that has an annual target energy efficiency retrofit rate of 5% for homes and 2% for commercial buildings. Amends the National Energy Conservation Policy Act to: (1) direct federal agencies to ensure that new federal buildings are designed to enhance energy efficiency; (2) revise requirements concerning agency procurement of energy efficient products; and (3) direct agency heads to implement best management practices for energy-efficient management of servers and data centers. Amends the Farm Security and Rural Investment Act of 2002 to direct the Secretary of Agriculture to make loans to public power districts, public utility districts, or specified electric cooperatives that borrowed and repaid, prepaid, or are paying electric loan made or guaranteed by the Rural Utilities Service for making loans to consumers for implementing energy efficient measures. Amends the Energy Policy and Conservation Act to: (1) require the Secretary of Energy to carry out a grant program to pay the federal share of creating a revolving loan program for manufacturers to implement commercially available technologies or processes that significantly reduce system energy intensity and improve U.S. industrial competitiveness; (2) include computer monitors and displays as covered products under the energy conservation program for consumer products other than automobiles; and (3) require the Secretary to establish an energy conservation standard for each type or class of covered industrial equipment.

Amends the Consolidated Farm and Rural Development Act to: (1) authorize the Secretary to make and insure loans to improve the economic and environmental climate by encouraging the development and construction of infrastructure to provide access to natural gas in rural communities; and (2) define "natural gas" as unmixed natural gas or any mixture of natural and artificial gas.

Declares that this Act does not preempt or interfere with: (1) any authority to consider the climate change effects of proposed legislation or regulations specifically addressing greenhouse gas emissions; or (2) requirements to consider the potential effects of climate change on proposals for agency action during planning or design processes under provisions of law other than NEPA.

Long Island Sound Improvement Act Amendments of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to create additional duties for the Long Island Sound Office of the Environmental Protection Agency (EPA), including studying the impacts of climate change on the Sound watershed. Requires a municipality that owns or operates a municipal separate storm sewer system to obtain, without regard to the size of the population served by the system, a permit for discharges composed entirely of stormwater for any portion of the municipality that is located within both the Long Island Sound watershed and an urbanized area. Authorizes such permits to be issued on a regional basis. Requires the EPA Administrator to ensure that: (1) permits held by industrial stormwater dischargers and permits held by construction activity dischargers conform to regional permits' conditions; and (2) monitoring requirements are included in a regional permit. Authorizes the Administrator to provide technical assistance to municipalities with respect to establishing regional permits. Establishes: (1) reporting requirements for the Office; and (2) requirements directing agencies to ensure that their property, actions, and activities within the watershed are consistent with the Long Island Sound Comprehensive Conservation and Management Plan (Plan) and to develop plans to maximize forest cover and riparian habitat and minimize stormwater discharge on agency property. Requires the Administrator to establish a voluntary interstate nitrogen trading program with respect to the Sound that includes the generation, trading, and use of nitrogen credits to facilitate the attainment and maintenance of the Sound Total Maximum Daily Load (TMDL). Authorizes: (1) grants for a prioritized list of projects and studies that will assist in meeting the Plan's goals and objectives; and (2) the Administrator to make grants for the construction of a publicly owned treatment work within Connecticut, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont solely to a municipal or state agency if the state has established allocations for discharges within the state in a Long Island Sound TMDL. Requires the Administrator to: (1) consider the use of innovative stormwater management practices and approaches in meeting the requirements of the Act; and (2) implement a pilot project to demonstrate the efficacy of nutrient bioextraction for the removal of nitrogen and phosphorous from the waters of the Sound watershed.

Defines "qualified waste-to-energy property" as property comprising a system that uses municipal solid waste or sewage sludge as the feedstock for producing solid, liquid, or gas fuel, and that is certified by the Secretary of the Treasury as eligible for a credit under this Act. Excludes certain landfill facilities from such definition. Requires the Secretary to establish criteria for awarding certifications for waste-to-energy projects, which shall include: (1) the commercial viability of such projects; (2) whether such projects will provide the greatest net impact in avoiding or reducing air pollutants or anthropogenic emissions of greenhouse gases; and (3) whether such projects pose the fewest risks (other than climate risks) to environmental and human health.

Investing in Our Future Act of 2010 - Amends the Internal Revenue Code to impose an excise tax on currency transactions exceeding $10,000 equal to 0.005% of the value of the currency acquired in the transaction (currency transaction tax). Establishes in the Treasury: (1) the Child Care Assistance Trust Fund, which shall be funded with 20% of the revenues from the currency transactions tax and which shall be used to provide increased allocations to states for child care assistance; (2) the Multilateral Global Health Trust Fund, which shall be funded with 40% of the revenues from such tax and from which the Secretary of State shall make grants to assist developing countries in addressing HIV/AIDS, tuberculosis, malaria, maternal mortality, family planning, neglected diseases, and other health issues; and (3) the Global Climate Change Adaptation and Mitigation Trust Fund, which shall be funded with 40% of the revenues from such tax and which shall be used for contributions to a United Nations Framework Convention on Climate Change global climate fund for climate change adaptation and mitigation.

Ending Corporal Punishment in Schools Act - Amends the General Education Provisions Act to prohibit the Secretary of Education from providing education funding to any educational agency or institution that allows school personnel to inflict corporal punishment upon a student as a form of punishment or to modify undesirable behavior. Requires each state to submit a plan to the Secretary, within 18 months of this Act's enactment and every third year thereafter, that describes how the state eliminates the use of corporal punishment in schools and makes school personnel and parents aware of its policies and procedures for doing so. Authorizes the Secretary to award three-year grants to states and, through them, competitive subgrants to local educational agencies (LEAs) to assist them in improving school climate and culture by implementing school-wide positive behavior supports. Requires grant and subgrant funds to be used for professional training, technical assistance, research, and outreach regarding positive behavior supports. Requires LEAs to ensure that private school personnel can participate, on an equitable basis, in activities supported by such funds. Authorizes the Secretary to allocate funds to the Secretary of the Interior to carry out such activities with regard to schools operated or funded by the Department of the Interior. Directs the Secretary to conduct a national assessment to determine compliance with this Act's requirements and identify best practices regarding positive behavior support professional training programs. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students.

Requires the Director to carry out a biological, climate, and environmental systems science research program to support DOE energy and environmental missions. Provides for a biological systems science subprogram and a climate and environmental sciences research subprogram. Directs the Secretary to develop a comprehensive plan of federally supported research and development activities to support energy and environmental missions of DOE and to accelerate the growth of a synthetic biology industry in the United States. Directs the Secretary to carry out an inertial fusion energy research and technology development program. Requires the Director to carry out: (1) an advanced scientific computing research program; (2) a fusion energy sciences research program; (3) a high energy physics program; (4) a nuclear physics research program; and (5) a program for improving infrastructure at Office of Science laboratories. Requires the Secretary to submit specified reports. Authorizes appropriations for FY2011-FY2015 to the Secretary for activities of the Office of Science for (1) basic science energy sciences; (2) biological and environmental research; and (3) advanced scientific computing research.

Amends the Clean Air Act to redefine "renewable biomass" as: (1) materials, pre-commercial thinnings, or invasive species from certain National Forest System land and public lands that are byproducts of preventive treatments that are removed to reduce hazardous fuels, reduce or contain disease or insect infestation, or restore ecosystem health, that would not otherwise be used for higher-value products, and that are harvested in accordance with specified requirements for old-growth forests and large tree retention; or (2) any organic matter that is available on a renewable or recurring basis from nonfederal land or land belonging to an Indian or Indian tribe that is held in trust by the United States or subject to a restriction against alienation imposed by the United States, including specified renewable plant material and waste material.
