The bill's provisions do not affect those leases entered into by the SEC before this bill's enactment. The Government Accountability Office must (1) complete a review under which it shall update a 2016 report with respect to independent leasing authorities, and (2) report to Congress on the review.

Disabled Veterans Housing Support Act

Disabled Veterans Housing Support Act This bill excludes compensation received for a military service-connected disability from a veteran's income when determining eligibility for assistance under the Community Development Block Grant (CDBG) program. The CDBG program provides grants to urban communities for development activities focused on revitalizing neighborhoods, economic development, and providing improved community facilities and services. Additionally, the Government Accountability Office must report on how service-connected disability compensation is treated when determining eligibility for all programs administered by the Department of Housing and Urban Development. This includes identifying instances where the treatment of such compensation is inconsistent with the requirement under this bill.

Whole-Home Repairs Act of 2025

Whole-Home Repairs Act of 2025 This bill establishes a pilot program through which the Department of Housing and Urban Development provides grants to state and local governments to support the ability of certain landlords and low- to moderate-income homeowners to make necessary modifications, repairs, or updates to their properties. State and local governments must use the funds they receive under the program to award grants to homeowners and loans to landlords to make changes that address issues such as accessibility, habitability, and energy efficiency.  A homeowner is eligible for a grant if the homeowner's household income (1) does not exceed 80% of the area median income, (2) does not exceed 200% of the federal poverty guidelines, or (3) meets the income eligibility criteria of another federal program that serves families of limited means. A landlord is eligible for a loan (which may be forgivable) if the landlord owns fewer than 10 rental properties that have a total of up to 50 units and that mostly consist of units that are affordable (i.e., affordable to a tenant with an income that does not exceed 80% of the area median income). The program terminates on October 1, 2030.

Promoting New Bank Formation Act of 2025 This bill eliminates and reduces certain requirements applicable to new financial institutions, certain rural community banks, and federal savings associations. Under the bill, federal banking agencies must issue rules allowing new financial institutions to meet capital requirements within three years. During this period, a financial institution may request to deviate from an approved business plan and the appropriate agency has 30 days to approve or deny the request. In addition, the community bank leverage ratio—a way of evaluating debt levels—is reduced for new rural community banks. Specifically, new rural community banks must have a ratio of 8%, with a three-year phase-in of the rate. After this period, the ratio rises to its current level of 9%.  Finally, the bill removes certain restrictions to allow federal savings associations to invest in, sell, or otherwise deal in agricultural loans.

(IEEPA provides the President with broad authority to regulate various economic transactions following a declaration of a national emergency.)

PLO and PA Terror Payments Accountability Act of 2025 This bill requires the President to impose sanctions on foreign persons (individuals and entities) that are involved with the Palestinian Liberation Organization (PLO) or Palestinian Authority (PA) system of compensation supporting acts of terrorism. The bill defines this system of compensation as payments to an individual who (1) has been imprisoned for terrorist acts against Israeli or U.S. citizens after being fairly tried, (2) died while committing such terrorist acts, or (3) is a family member of such individuals. The definition also includes compensation for individuals imprisoned for terrorism where the level of compensation is based on the length of incarceration. Specifically, the President must impose visa- and property-blocking sanctions on any foreign person that has facilitated this compensation system, including PLO and PA officials as well as entities such as the Institute for the Care of the Families of the Martyrs and the Wounded. The President must also impose visa- and property-blocking sanctions on foreign persons who knowingly provide significant support to, or engage in significant transactions with, any of the aforementioned persons. The President must sanction foreign financial institutions that facilitate payments or benefits related to this compensation system by (1) prohibiting them from opening correspondent or payable-through accounts in the United States, and (2) prohibiting or imposing strict conditions on the maintenance of such accounts. The provisions of this bill shall terminate if the Department of State certifies that such compensation system has ceased.

Protecting Military Installations and Ranges Act of 2025 This bill places restrictions on the purchase of certain property by a foreign person (e.g., an individual or entity) who is owned or controlled by, is acting for or on behalf of, or receives subsidies from Russia, China, Iran, or North Korea. Specifically, the Committee on Foreign Investment in the United States (CFIUS) must review a purchase or lease by, or a concession to, any such foreign person of private or public real estate in the United States that is within (1) 100 miles of a military installation; or (2) 50 miles of a military training route, special use airspace, a controlled firing area, or a military operations area. Further, the Department of Defense and the Department of Transportation may not issue final determinations regarding specified projects (e.g., energy projects) that involve a transaction under review by CFIUS until CFIUS concludes its action.

Specifically, the office must (1) establish the Supply Chain Resilience Working Group; (2) assess, map, and model critical supply chains; (3) identify high-priority supply chain gaps and vulnerabilities in critical industries; (4) identify and evaluate the effect of potential supply chain disruptions on market stability; and (5) collaborate with other governmental bodies and key international partners to identify opportunities to reduce supply chain gaps and vulnerabilities. Additionally, the office, in consultation with the working group and specified nongovernmental entities, must make recommendations and implement a strategy to improve the security and resiliency of manufacturing capacity and supply chains for critical industries (including critical industries for emerging technologies). The bill includes various reporting requirements.

Stop Chinese Fentanyl Act of 2025 This bill subjects certain Chinese entities and government officials to potential sanctions related to opioid trafficking and requires the President to conduct certain preliminary analyses before regulating economic transactions in the event of a national emergency related to international drug trafficking.  Specifically, for the purposes of the Fentanyl Sanctions Act, the bill changes the definition of foreign opioid trafficker to specify that the term includes (1) Chinese entities involved in the production or sale of synthetic opioids or related pharmaceutical ingredients that fail to take steps to detect or prevent opioid trafficking; and (2) certain senior Chinese government officials that aid and abet opioid trafficking, including through intentional inaction. Under current law, the President must impose certain sanctions on individuals and entities identified as foreign opioid traffickers. Further, the bill extends through 2029 an existing requirement that the President report to Congress annually on identified foreign opioid traffickers and any sanctions imposed on them. (This requirement expired in December 2024.) The bill also requires the President to take additional steps in issuing regulations under the International Emergency Economic Powers Act (IEEPA) pursuant to a declared national emergency related to international drug trafficking. (IEEPA authorizes the President to regulate a variety of economic transactions following a declaration of national emergency.) Under the bill, the President must evaluate the costs and benefits of issuing economic regulations for the purpose of resolving the drug trafficking emergency and publish a discussion of such costs and benefits.

The President may waive sanctions if the President determines that it is in the national security interest of the United States. If a person violates this bill, criminal and civil penalties applicable to violations of the International Emergency Economic Powers Act (IEEPA) apply. To carry out the bill, the President may exercise authorities under the IEEPA.

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. The bill establishes the right for a person to bring a civil action for a violation of this bill.

GENIUS Act of 2025

Guiding and Establishing National Innovation for U.S. Stablecoins of 2025 or the GENIUS Act of 2025 This bill establishes a regulatory framework for payment stablecoins (digital assets which an issuer must redeem for a fixed monetary value). Under the bill, only permitted issuers may issue a payment stablecoin in the United States. Permitted issuers must be a subsidiary of an insured depository institution, a federal-qualified nonbank payment stablecoin issuer, or a state-qualified payment stablecoin issuer. Permitted issuers must be regulated by the appropriate federal or state regulator. Permitted issuers may choose federal or state regulation; however, state regulation is limited to those with a stablecoin issuance of $10 billion or less. Permitted issuers must maintain reserves backing the stablecoin on a one-to-one basis using U.S. currency or other similarly liquid assets, as specified. Permitted issuers must also publicly disclose their redemption policy and publish monthly the details of their reserves. The bill sets forth requirements for (1) reusing reserves; (2) providing safekeeping services for stablecoins; and (3) supervisory, examination, and enforcement authority. In a bankruptcy insolvency proceeding involving a payment stablecoin issuer, stablecoin holders have priority over all other claims.  Under the bill, permitted payment stablecoins are not considered securities under securities law. However, permitted issuers are subject to the Bank Secrecy Act for anti-money laundering and related purposes. The Federal Reserve must create and implement agreements with other jurisdictions that similarly regulate stablecoins for the purpose of facilitating international transactions and interoperability with U.S. dollar-denominated stablecoins issued overseas.

The bill also provides a private right of action for debtors to recover interest, finance charges, or fees. The action must be brought within two years of the violation. In addition, violations of this bill are subject to civil liability under the Truth in Lending Act, which is enforced by the Consumer Financial Protection Bureau and the Federal Trade Commission.  These changes sunset on January 1, 2031.

The bill's tailoring requirement applies to future regulatory actions and to regulations adopted within the last seven years. The bill also reduces certain reporting requirements for community banks eligible for a simplified capital leverage ratio. Finally, federal banking agencies must report on the modernization of bank supervision, including examiner workforce and training and statutory changes necessary to achieve more effective supervision.

The bill also reauthorizes through FY20230 the Department of Housing and Urban Development (HUD) Recovery Housing Pilot Program, which assists states in providing individuals in recovery from a substance use disorder with stable, temporary housing for up to two years.
