Voter ID Act This bill establishes certain photo identification requirements for voting in federal elections. Specifically, the bill prohibits a state or local election official from providing a ballot for a federal election to an individual who does not present valid physical photo identification. Next, the bill outlines the availability of provisional ballots and the requirements for counting those ballots. An individual who does not present a valid photo identification must be permitted to cast a provisional ballot. However, an election official may not determine that the individual is eligible under state law to vote in the election unless, not later than three days after casting the provisional ballot, the individual presents (1) the identification required, or (2) an affidavit attesting that the individual does not possess the identification because of a religious objection to being photographed. An election official may not allow for voting methods other than in-person voting unless the individual (1) submits the ballot with a copy of their photo identification or the last four digits of their Social Security number with an affidavit attesting that the individual is unable to obtain a copy of a valid photo identification after making reasonable efforts to obtain a copy, or (2) includes a notarization attesting that the individual has personally marked the ballot. This prohibition shall not apply to overseas military voters and certain disabled or elderly voters. The Election Assistance Commission must make grants to states and tribal governments that provide eligible individuals with free valid photo identification.

American Dream and Promise Act of 2025 This bill provides certain non-U.S. nationals ( aliens under federal law) with a path to receive permanent resident status and contains other immigration-related provisions. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall provide conditional permanent resident status for 10 years to a qualifying individual who entered the United States as a minor and (1) is deportable or inadmissible, (2) has deferred enforced departure (DED) status or temporary protected status (TPS), or (3) is the child of certain classes of nonimmigrants. The bill imposes various qualifying requirements, such as the individual being continuously physically present in the United States since January 1, 2021, passing a background check, and being enrolled in or having completed certain educational programs. DHS shall remove the conditions placed on permanent resident status granted under this bill if the individual applies and meets certain requirements, such as completing certain programs at an educational institution, serving in the military, or being employed. Furthermore, DHS or DOJ shall provide lawful permanent resident status to certain individuals who had TPS, were eligible for TPS, or were eligible for DED status on certain dates. Such individuals must meet certain requirements and apply for such status within three years of this bill's enactment. This bill also repeals a restriction that bars a state from providing higher education benefits to undocumented individuals unless those benefits are available to all U.S. nationals without regard to residency in the state.

Fire Department Repayment Act of 2025 This bill requires standard operating procedures for reciprocal fire suppression cost share agreements, which are agreements between federal, state, and local governments to share the costs of suppressing wildfires that occur across multiple jurisdictions. The Departments of Agriculture, the Interior, Homeland Security, and Defense must establish standard operating procedures relating to payment timelines for fire suppression cost share agreements established under the Reciprocal Fire Protection Act. The departments must also review each agreement that is in operation within a year of this bill's enactment and modify an agreement as necessary to comply with the standard operating procedures. The standard operating procedures must require that (1) each fire suppression cost share agreement be aligned with each of the cooperative fire protection agreements applicable to the entity subject to such fire suppression cost share agreement, and (2) the federal paying entity reimburse a local fire department if the fire department submits an invoice in accordance with cost settlement procedures.

Dental Care for Veterans Act This bill expands eligibility for veterans for dental care provided by the Department of Veterans Affairs (VA). Specifically, the bill makes all veterans who are enrolled in the VA health care system eligible for VA-provided dental services. Currently, only veterans who have a service-connected dental issue or meet other narrow criteria are eligible for certain dental services. The bill phases in eligibility over four years based upon existing eligibility, degree of service-connected disability or other disability, prisoner of war status, award of a Purple Heart, financial need, or VA health care eligibility.

Love Lives On Act of 2025 This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. The bill provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation or special pension benefits to such spouse. Additionally, the Department of Defense may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. The bill also expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment.

Improving Travel for Military Members Act This bill allows the Transportation Security Administration (TSA) to establish a pilot program to expedite access to security screening for traveling active-duty military personnel and accompanying family members. In selecting airports to participate in the pilot program, TSA must give priority to airports in proximity to certain military installations.

Take Care of America's Veterans Act This bill addresses veterans’ benefits, health care, counseling, Department of Veterans Affairs (VA) personnel, VA infrastructure, and the Veterans Community Care Program (VCCP). The bill modifies various compensation programs for veterans, including by (1) allowing concurrent receipt of disability compensation and military retired pay for certain retirees with a combat-related disability, (2) extending entitlement for various benefits and services to remarried surviving spouses, (3) increasing the rate of dependency and indemnity compensation, and (4) establishing a supplemental monthly allowance for certain disabled veterans. The bill also addresses VA education and training benefits, including by (1) modifying which independent study programs are covered under veterans’ educational assistance benefits, (2) requiring Transition Assistance Program counseling to include a presentation about VA benefits, and (3) increasing the housing allowance rate for individuals pursuing apprenticeships. The bill revises health care provisions, including by (1) expanding support and assistance provided to family caregivers, (2) extending the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and (3) expanding the scope of VA mental health research. Among other elements, the bill revises VA disability ratings for sleep apnea and tinnitus; expands eligibility for a memorial headstone or marker for the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces; addresses the administration of the VCCP and codifies the eligibility standards; establishes a standardized screening process for priority or routine admission to certain mental health care programs; and addresses VA personnel, hiring, and infrastructure matters.

ELO Realignment and Strategic Engagement Reform Act of 2026 This bill requires the Department of Homeland Security (DHS) to develop a comprehensive plan to reorganize its Engagement, Liaison, and Outreach (ELO) Office and submit such plan to Congress. The bill also limits certain DHS actions until DHS submits the plan to Congress and certifies that it is being implemented. ELO is part of DHS's Office of Intelligence and Analysis (I&A). ELO manages strategic relationships with I&A’s international stakeholders and federal, state, local, tribal, territorial, and private sector partners, including by facilitating intelligence and information sharing. Under the bill, the plan must identify redundant or non-essential positions, programs, or functions within ELO; specify how reorganization of ELO will address such redundant or non-essential positions, programs, or functions; realign essential functions and personnel of ELO within the Partner Engagement directorate of I&A; and improve the management and coordination of strategic relationships with priority law enforcement agencies. Until DHS submits this plan to Congress and certifies that it is being implemented, DHS may not (1) expand the staffing, budget, or programmatic scope of ELO; or (2) establish new offices duplicating the mission of ELO or the Partner Engagement directorate without congressional authorization.
