Military and Veteran Caregiver Services Improvement Act of 2017 This bill expands eligibility for the family caregiver program of the Department of Veterans Affairs (VA) to include members of the Armed Forces or veterans who are seriously injured or who became ill on active duty prior to September 11, 2001 (currently, limited to service after September 11, 2001). Services to caregivers of veterans under such program are expanded to include child care services, financial planning services, and legal services. The bill terminates the support program for caregivers of covered veterans on October 1, 2022, except that any caregiver activities carried out on September 30, 2022, shall be continued on and after October 1, 2022. The bill authorizes the transfer of entitlement to post 9/11 education assistance to family members by veterans who are retired for a physical disability or who are seriously injured veterans in need of family caregiver services, without regard to length-of-service requirements. The VA is authorized to pay monthly special compensation to seriously injured or ill veterans in need of personal care services and to their caregivers. Flexible work schedules or telework are authorized for federal employees who are caregivers of veterans. The Public Health Service Act is amended to designate a veteran participating in the program of comprehensive assistance for family caregivers as an adult with a special need for purposes of the lifespan respite care program. An interagency working group is established in the executive branch to review and report on policies relating to the caregivers of veterans and members of the Armed Forces. The VA shall provide for studies on members of the Armed Forces who commenced service after September 11, 2001, and veterans who have incurred a serious injury or illness, including a mental health injury, and their caregivers.

Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017' or the `RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop, maintain, and periodically update a National Family Caregiving Strategy. HHS shall convene a Family Caregiving Advisory Council to advise it on recognizing and supporting family caregivers.

Protecting Seniors During Disasters Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to establish the National Advisory Committee on Seniors and Disasters. The duties of the committee are to: provide advice and consultation related to activities to assist at-risk individuals (people with access and functional needs that may interfere with their ability to access or receive medical care before, during, or after a disaster or emergency); evaluate and provide input to the medical and public health needs of seniors related to preparation for, response to, and recovery from all-hazards emergencies; and provide advice and consultation related to seniors and state emergency preparedness and response activities. The committee shall terminate on September 30, 2021.

Removing Barriers to Person-Centered Care Act of 2016 This bill amends title XI (General Provisions) of the Social Security Act to establish an alternative payment model for patient-centered care with respect to Medicare beneficiaries with advanced illnesses. Through the voluntary pilot program, the Centers for Medicare & Medicaid Services (CMS) shall enter into demonstration project agreements with advance care collaboratives to provide Medicare services in a manner that promotes accountability, coordinates services, and encourages investment in infrastructure and redesigned care processes. An "advance care collaborative" is an affiliated group of providers, physicians, or practitioners. Under the program, a participating advance care collaborative may use a pre-implementation grant to: (1) conduct a needs assessment; (2) modify, upgrade, or purchase health information technology; (3) conduct education and training; (4) hire staff to conduct care management and coordination activities; and (5) conduct other appropriate activities.  With respect to coverage and payment for services provided to a target Medicare beneficiary by a participating collaborative, CMS shall waive specified requirements related to: (1) coverage of curative care with respect to individuals receiving hospice care, (2) alternative certification for home care and hospice care, (3) coverage of skilled nursing services without an inpatient stay, and (4) coverage of home health care without homebound status. Under the program, a participating collaborative may receive payment for furnishing target Medicare beneficiaries with: (1) inpatient care as an alternative to routine hospice care, and (2) home-based respite care as an alternative to inpatient respite care. A participating collaborative shall be eligible for shared savings payments. CMS shall identify and develop a recommended set of advance care quality measures that may be tested in the pilot program.
