  Resolved, That upon adoption of this resolution it shall be in order to
  consider the conference report on the bill (H.R. 5114) making appropriations
  for foreign operations, export financing, and related programs for the fiscal
  year ending September 30, 1991, and for other purposes, and all points
  of order against the conference report and against its consideration are
  hereby waived. The conference report shall be considered as having been
  read when called up for consideration.
